It is getting harder and harder with each passing year for USA to solve its own problems e.g. its failure to cope with COVID. unemployment, etc

He's just saying China won't be completely sh*t poor forever. Just poor. Remember he's only saying double the US economy not 4+ times for your population.

It's like saying the US will someday have an economy double of Germany's. Considering they have 1/4 of our population. Well if we did we would be poor and if it equaled Germany's current economy we'd be really poor.
