Turkey's aspirations for membership in the Russian and Chinese-led Shanghai Cooperation Organization (SCO) might materialize as the organization moves towards admitting new members, the Chinese Ministry of Foreign Affairs said in a special talk with Today's Zaman.
“The SCO is working on improving the administrative and financial basis for new members. The member states of the SCO will meet and make a decision together on the applications proposed by states that are interested in joining,” said a senior Chinese official on Friday.

In addition, he said the SCO observes the principle of openness and values the partnership with observer countries, including Turkey as a dialogue partner, adding that “the SCO is mapping out detailed cooperative measures.”

The Chinese government's statement came after Prime Minister Recep Tayyip Erdoğan announced in a TV interview last week that Turkey might seek membership in the SCO, given the stalled negotiations with the European Union that Turkey has struggled for 40 years to join.

"I recently said to [Russian President Vladimir] Putin: ‘Take us into the Shanghai Five. Take us and we will say goodbye to the EU.' What's the point of stalling?” Erdoğan said, referring to the SCO by its previous name.

There has been no official statement on the issue from the Russian government.

Acknowledging for the first time in public Erdoğan's comment that “the SCO is much better than the EU,” which led to a wide range of debate and discussion, Chinese analysts say Ankara's decision to move toward the SCO matches the actual development and power of Turkey in the region. That is, Turkey can choose to go for the SCO or for the EU.

“Since the EU has not accepted Turkey, Turkey can search for a new way. Strengthening the relationship with the SCO will help Turkey to realize its strategic goal for 2023,” Professor Wang Lincong, director of the international relations division of the Institute of West Asian and African Studies and secretary-general of the Gulf Research Center, Chinese Academy of Social Sciences (CASS), said in an interview with Today's Zaman.

In 2023 Turkey will mark the 100th anniversary of the establishment of the Turkish Republic. It is also a critical date that Turks have set to achieve their strategic mission for a competitive economy, a proactive foreign policy and becoming a regional energy hub, all of which will affect Turkey's role in the world.

According to Lincong, the EU has shown by its treatment of Turkey's bid for membership that it still cannot get beyond its narrow, exclusive and inward-looking characteristics and does not realize the importance of the acceptance of Turkey.

“Given the deep financial crisis in Europe, the members of the EU should know that they need Turkey much more; it is a chance for the development of the EU,” Lincong said.

Commenting on the importance Turkey attaches to the SCO with its recent announcement, Lincong said that for the past 10 years, Turkey has become more open and pays more attention to the East under its policy of balanced diplomacy, adding, “Turkey's eastward-oriented strategy has created broad prospects for the development of the country.”

The SCO is an intergovernmental security organization composed of six member countries: China, Russia, Kyrgyzstan, Tajikistan, Kazakhstan and Uzbekistan, and which some say also has a strategic goal of ending the global hegemony of the US, Turkey's NATO ally.

Turkey officially applied to the SCO for “dialogue partnership status" in March 2011, which was approved at the Council of Heads of State Summit in Beijing a few months later. Now, Turkey is waiting for the signing of a memorandum of understanding between the SCO and Turkey as the third “dialogue partner,” following Belarus and Sri Lanka.

China is promoting Turkey in the SCO framework, actually it is a win-win composition for both China & Turkey. It gives SCO leverage from Central Asia to Middle East-North Africa and from Caucasus to Eastern Europe.

it is a good international diplomatic maneouvre from government...Turkey is in the center of the region which junction of three continents..(Eurpo-asia-africa). has high startegic and geapolitics value...and one of th most powerful country of the region in field of economic, military and politic..
...only single islamic country that member of NATO.....

of course, Every international org. want to be have a member like Turkey....
Turkey almost fulfilled all economic and democratic criterions that EU demand before..But EU now is evading...Because EU bosses Germany and France dont want to share politic power of EU with turkey in ahead..So they try to prevent and pending membership of Turkey...

Now we are quite more self confident than 10 years ago.....Turkey able to stand on its own feet economically. Macro-economic indicators pretty good..one of least publicly deptor country within 15 big economies..Last week Turkey sold state bonds in Samurrai market of Japan for term of 20 years with 2.6% annual interetst rate...This is a significant sign of international confidence to Turkey economy and future... So EU membership now is not so attractive neighter for people nor for government as it was to 10 years ago.....of course there are some benefits of EU membership..

Hope Turkey will place a positive role in settling the East-Turkestan dispute amicably and bring prosperity to that region.

At this stage my guess is that Turkey's flirt with the east is mainly a way to try to strengthen their position in the Nato block. But at the same time it does not rule out the possibility of future cooperation with the east. It's a good move for Turkey

Why? The reason?

Because only %14 of Turkish people wants to be a part of SCO (a.k.a. Oppressive Countries Union), acording to a recent survey made by EDAM.

No offence here but yesterday while I was readings about the unveiling of that Iranian jet and upon seeing the reactions I've realized how naive people can be especially Mediterranean and near East people. They average European will always question the decisions of their government and than make up their mind while our people fall for everything.

If you closely analyse PM Erdogan's style of working, he always initiate a debate in the country before making any decision of national importance. By this way he analyse the mood and responses of the masses especially his support base. The SCO issue will be discussed to death on all the political forums. The decision would be based on the popular outcome analyzed on the basis of many surveys, exit polls, inner party surveys etc.. by the time it gets matured people might have already made there mind on the said issue.

In what came as clear opposition to the prospect of giving up Turkey's aspirations to become a full member of the European Union, and joining the Shanghai Cooperation Organization (SCO) instead, President Abdullah Gül has said membership in the latter cannot be an alternative to the EU.
“We are engaged in negotiations for full membership in the EU. However, it is a fact that the negotiations are not at a desired level due to some prejudice [of EU member countries toward Turkey]. The prime minister expressed his resentment [due to the prejudice]. The SCO is not an alternative to the EU,” the president said on Monday during a press conference he called with Serbian President Tomislav Nikolic. "Turkey wants to successfully conclude the accession talks with the EU," he said, adding that EU nations may then hold referenda on whether Turkey should become a member.

Don't take Erdogan serious.

There is an organization called ECO (The Economic Cooperation Organization) of which Turkey is a member. Why not strengthen ECO, instead of trying to join EU or SCO.

I heard Erdogan say the same thing a day before on february 3rd. I actually wanted to reply to this thread as well saying that SCO and EU weren't alternatives to eachother, I even wrote the message, but didn't reply at the end because I wasn't happy with what I wrote (it would've been post #11 if I had posted).

There is an organization called ECO (The Economic Cooperation Organization) of which Turkey is a member. Why not strengthen ECO, instead of trying to join EU or SCO.
Current situation doesnt provide positive circumstances for strengthening ECO(two of the founding members Turkey and Iran are on opposite camps)
If the dispute between Iran and the ''west''would be cleared the ECO would be a good alternative,many countries would join probably the rest of the D-8 to begin with.
