UNITED NATIONS: The peace reconstruction process in Afghanistan is now at a crucial juncture, a Chinese envoy said, calling on the international community to fulfill its commitments to the Central Asian country.

Wang Min, China’s deputy permanent representative to the United Nations, made the statement while addressing a UN General Assembly meeting on the situation in Afghanistan.

In recent years, with the help of international community and thanks to the tireless efforts of the Afghan people, Afghanistan’s peace reconstruction process has achieved positive results, including achievements in political, economic, social and development areas which are recognized by all, Wang said.

According to him, the building up of the Afghan national security forces is progressing smoothly, thereby laying a solid foundation for a comprehensive takeover of security and defense responsibilities.

“Currently, the peace reconstruction process in Afghanistan is at a crucial juncture,” he said.

“The establishment of a peaceful, stable, independent and progressive Afghanistan calls for the joint efforts of Afghanistan and the international community.”

The ambassador called for continued support and help from the international community to Afghanistan’s reconstruction and development. “The international community has committed to providing 16 billion U.S. dollars in financial assistance to Afghanistan by 2015,” he said. “That assistance should be reflected in concrete actions as soon as possible.”

Wang stressed that the international community’s assistance to Afghanistan must fully respect the priority areas set out by the country and support the full implementation of the national development strategy.

“The international community must, on the basis of full respect for the sovereignty, independence and territorial integrity of Afghanistan, support Afghanistan’s efforts to enhance its ability to develop sustainably and increase its government’s capacity, so as to realize, at an early date, the objective of an Afghanistan governed by Afghans,” he said.

The Chinese envoy also noted that the transfer of security responsibilities to Afghan forces, which must proceed gradually and orderly, should occur with full consideration for the need to maintain Afghanistan’s security and stability.

As for the UN efforts with regard to Afghanistan, Wang said that China supports the leading role of the United Nations in coordinating international efforts to solve the question of Afghanistan.

“We hope that the United Nations Assistance Mission in Afghanistan (UNAMA) will continue to strengthen its coordination and cooperation with the government of Afghanistan,” said the envoy.

China also strongly supports greater cooperation among countries of the region on the Afghan issue on the basis of the principles of mutual respect, equality and mutual benefit, Wang added.

The world was never serious about AFG from day 1. its been so many years on this so called WOT .. any signs of improvement in AFG ? very few. I pray for the prosperity of Afghanistan.

Lots of improvement in education,industry,infrastructure and many other things..And the growth in these areas is amazing as well(new colleges built,new roads and highways built,new industrial ventures started etc..)

Yeah but its pointless. Afghans will just break it all again. Waste of money. Being undeveloped is part of Afghani culture, and there is nothing wrong with that. The US should accept this reality and pull out. Let China, Iran, Pakistan deal with the mess.

Sorry to burst your bubble just 30 years ago Kabul was more developed and civilized than Delhi and Islamabad.

US has more vested interest in Afghanistan like rest of the nations. Read more threads on Afghanistan.

I am glad that India played some constructive role in Afghanistan. We are fulfilling our promises.

Taliban have a long history of aiding and sheltering ughuir militants..So shouldn't it be in chinese interests to prevent taliban from taking over again..?

I personally believe India and China needs to assume greater roles in Afghanistan. Like the BP ad, "There is energy in this partnership".

Combined assertive effort could finally help dislodge taliban/pakistan influence from afghan badlands. Who knows, a bit of sanity from our side might even rub off on pakistan.

I visited Afghanistan after eid ul fitar, I felt really sorry for the poor state of people and infrastructure. The best buildings you come across is either of Afghan govt , embassies or NATO and police head quarters. If thats what you call improvement than i am really sorry for such kind of improvement. Your claims will be true when you start seeing the effects of it in people and their lifestyle. Once when i was a kid i went to kabul with my grand pa to murad khan Bazar, i visted the same place and the slum still exists. I wish the world could come and see the reality.

The bold parts you mentioned are still the same, the gov buildings are at least 50 years old, embassies are former Afghan elites houses which are also as old as gov buildings. As per the system the economy is in the hand of people not government if you haven't seen those hundreds of glassy high buildings in every Afghan city (including Kabul) then you haven't visited Afghanistan - Murad Khani is located in old Kabul which is centuries old and will remain like that as a cultural heritage.

In your grand pa's time there were only 200,000 to 300,000 residents in Kabul only but now it's over 5 mln; the infrastructure was for that much people but now 100 times bigger, there were not more than 1000 cars in Kabul but now it's over 800,000; we have now more than 500 active factories producing goods in Kabul only, Kabul including 9 other provinces have 24/7 power, most of roads and streets are asphalted including Kabul 80 meter ring road, you can only see a couple of war remains in Kabul everything is built up again, I am sure you came to Kabul via Torkham high way - did you noticed the quality of infrastructure in other side of Torkham (Pakistan) and this side (Afghanistan)? and a lot more about Kabul only - I hope your visit was real! Next time you try to come let me know.

I would like to visit but how is the security like? I am planning a trip to Pakistan, Afghanistan would be a nice bonus.

What about the return trip back to the US ? I dont expect stamps of both Pakistan and Afghanistan on a pakistani origin individual to bode well with the hawks at immigration.

Security is fine after transition to ANSF - a year before we had explosions almost every couple of weeks in Kabul but this year Alhamdulilah there were 2 or 3 failed attacks many of them arrested before action - it's the same in other provinces as well you may remember that north was also a Taliban stronghold but after series of operations by ANSF they have completely abandoned north - west is free of Taliban and the Taliban home Kandahar is more secure than Kabul today - the places you should not visit is east Afghanistan where all Taliban have gathered (Zabul, Paktika, Paktia, Khost, Wardak, Logar, Nuristan).

What about the return trip back to the US ? I dont expect stamps of both Pakistan and Afghanistan on a pakistani origin individual to bode well with the hawks at immigration.

Yeah that may create a problem to him and might be interrogated several times on his return home!
