40,000 is definitely a bullshit figure. As most TV reports showed, PLA troops along the border are highly motorised with definitely much less than 10 soldiers a vehicle and such vehicle is at least a wheeled APC. How can they put thousands of vehicles into those narrow valleys? They can't even park them properly in those narrow places, let alone say riding them around as they wish.
