China to raise annual per capita R&D spending to 500,000 yuan by 2020

(Xinhua) 20:08, April 24, 2017

BEIJING, April 24 (Xinhua) -- China will increase its annual per capita spending on research and development (R&D) to 500,000 yuan (72,800 U.S. dollars) by 2020 from 370,000 yuan in 2014, the Ministry of Science and Technology said Monday.

According to the 13th five-year plan for national science and technology talent development (2016-2020) released by the ministry, China had 5.35 million people working in R&D by the end of 2015, the world's largest pool of R&D talent.

More than 1.1 million overseas Chinese skilled workers returned to China from 2011 to 2015, three times the number of the previous three decades combined, it said.

However, the country is still facing problems, including a lack of researchers in cutting-edge, high-end fields and insufficient expenditure on R&D talent.

per capita or per researcher? It is not possible to be that much per capita if it means per capita among 1.4 billion people.

Why is it that you choose to highlight only data that you like or are pleased with?

What about this thing from the same article:

However, the country is still facing problems, including a lack of researchers in cutting-edge, high-end fields and insufficient expenditure on R&D talent.
And actually I am kind of disappointed with this announcement. Only 33% or so increase in R&D over 7 years! That is very slow, if China aims to catch up with the rest of the world.

China is currently the fourth nation in terms of high quality research output published in Nature and Science Journals.

that is per R&D worker number. the number of professionals will be increased dramatically as well. thus the total fund will be doubled at least.
