BEIJING (Reuters) - China plans to build lighthouses on five islands in the South China Sea, state media reported on Thursday, in defiance of calls from the United States and the Philippines for a freeze on such activity to ease tension over rival claims.

At least two of the islands upon which China said it will put up lighthouses appear to be in waters also claimed by Vietnam.

Overlapping claims in the South China Sea have fueled confrontation in recent months with China, which claims 90 percent of the sea, at odds with Vietnam and the Philippines in particular.

The state-run China News Service said Chinese authorities had been surveying sites for lighthouses on five islands, known in English as North Reef, Antelope Reef, Drummond Island, South Sand and Pyramid Rock.

The survey began on July 27, and "as of Aug. 4 construction sites and alternative locations for lighthouses on the five islands and reefs had been initially decided upon", the news service said, quoting a Chinese navigation official.

Drummond Island and Pyramid Rock are in the China-controlled Paracel Islands - more than 100 small coral islands and reefs also claimed by Vietnam and Taiwan.

It was not clear whether the other three islets where lighthouses will be built are also in disputed waters.

The proposal to freeze activities that could stir tension in the sea, such as building installations and exploiting resources, was put forward by the United States last month and taken up by the Philippines.

Southeast Asian foreign ministers are holding a conference in Myanmar this weekend which U.S. Secretary of State John Kerry and Chinese Foreign Minister Wang Yi will join.

Kerry will press for a voluntary freeze on actions in the sea aggravating disputes, a U.S. official said this week, but China has already rejected the proposal. A senior Chinese official said on Monday China could build whatever it wanted to on its islands.

The South China Sea is believed to contain oil and gas deposits and has bountiful fisheries. As well as China, Brunei, Malaysia, the Philippines, Vietnam and Taiwan lay claim to parts of the sea, through which passes about $5 trillion of trade a year.

Explaining the need for the lighthouses, the China News Service cited the navigation official as saying a lack of navigational aids and charts directly affected the safety and regulation of ships.

In 2010, China completed construction of 13 stone tablets and lighthouses on islets in the East China Sea to mark its territorial waters in the oil-rich area, according to state media.

So when you claim it is a dispute, it means a dispute? If someday you decide Hainan is a dispute island, does that mean it will be a dispute?

Vietnam decries China’s illegal activities on Paracel islands
Vietnam has repeatedly asserted its undisputable sovereignty over the two archipelagoes-Hoang Sa (Paracel) and Truong Sa (Spratly).

At a Foreign Ministry press briefing on August 7, spokesperson Le Hai Binh responded to many questions that concern Vietnamese and foreign reporters.

Regarding Vietnam's response to news saying that the Nanhai Maritime Safety Administration has finalized its field measurement survey on 5 islands of the Hoang Sa archipelagoes aiming to select suitable sites for lighthouse construction, Binh said, "Vietnamese competent agencies have actively verified this information. However, we have repeatedly affirmed that Vietnam has indisputable sovereignty over the two islands. Therefore, all Chinese activities in the two islands are illegal and null and void".

Earlier on August 6, China’s Xinhua news agency said, the country had been surveying sites for lighthouses on 5 islands, namely North Reef, Antelope Reef, Drummond Island, South Sand and Pyramid Rock belonging to Vietnam’s Hoang Sa.

China also declared that it will continue carrying out geological measurement activities and collect geological samples on the isles of the Paracel Islands to collect authentic data for lighthouse building.

In reply to reporters’ question about Vietnam's reaction to the news that China will use deep-water seismic vessel "HYSY 721" in geological survey and oil and gas exploration activities in the East Sea, Binh said all activities conducted by parties concerned in the East Sea should adhere to international law, especially the UN Convention on the Law of the Sea 1982 (UNCLOS) and all parties should respect the sovereignty, sovereign rights and jurisdiction of coastal countries.

Under that logic then police can do what they want to prisoners, army can do what they want on land they occupy. Of course people always do that but they don't talk about it openly. China should build whatever they want on their controlled area, but don't tell the world that "Hey, I am building something on the land I took from you."

Also every countries that are asked about the SCS issues say the same thing: all side resolve the DISPUTE by peace talks.

You see, your definition of occupy is very different from our position of defending and retake our lost territory. In this day and age, who control the house is the most important. We have own this house for years. We want to make it better. Why is everyone make a big deal? You go build your house on your control island, we don't say a word!
