The Japanese further postulated that, since the missile flied low and in short distance, it could be 1) a mock warhead was mounted. 2) only under water test of missile body was attempted. 3) a failed test.

Reportedly, an improved JL-2 can reach 14000km, and can be launched from Jin-class (Type 094) nuclear-powered submarine, which is capable of charring 12 such missiles.
Oddly enough, there seems no any English medium that has reported any thing about this test.
