The monastery itself is pretty old, few centuries actually. But it borders Tibet and is visited by members of 'government in exile'. Follows the same line of Buddhism as the Tibetans. Is part of land that Chinese claim to be theirs. All this making it very conspicuous.

But at this point, short of a god send miracle (Dalai Lamas are considered to be rebirth of someone), India would like to play no part any new dispute with China.
