Tell your friend not to fall in the trap.
Almost all private engineering/medical/management universities in India, no matter whichever shitty agency approves them, are basically profit gearing cheating institutions which don't have proper infrastructure, nor do have proper faculty. A private engineering/medical university in India does not have enough money to build state of the art laboratory, work shop instruments and so they use the students' moneybag for buying those stuff as well as making profits. They bribe the relevant departments of the Govt to get approval/license/registration/affiliation whatever which they don't deserve.
Many rich families in India, though they are rich, are not that much educated and smart and send their kids to study in those fraudulent institutions. These institutions will claim that they give 100% placement -- that is just pure BS. Yes, they will give you 90% marks even if you go to attend the exam with little or no preparation.

You better opt for fully Govt colleges and universities in India if you ever want to study seriously. Why should you spend lakhs of Indian Rupees when you can get a degree with only a few thousands? Yes foreigners will have to pay more than anyone having Indian citizenship, still, the tuition fees are much cheaper than what those profit gearing private universities will demand.
Actually it is an irony that in India, quality university education is cheaper than bogus university education! It is also true that private schools (up to XII standard) are better than Govt schools but it is not the case when you have passed the 10+2 standard.
But how will you identify the Govt universities? I give you a clue, when you see, the university websites have this at the end -- ac.in or edu.in
As for Arts subjects, you can visit the website of University Grants Commission in India.
