I don't think you heard of security council in the UN. Anything binding in UN must be passed in security council. And any one of the 5 permanent members of the UN can veto any resolution. First of all the incident happened clearly in the Philippine Waters. Any UNCLOS expert will support that. Secondly, the fisherman was DANGER TO OTHERS (Barbaric). They tried to RAM THE PCG boat. The CGs had to defend themselves by disbaling the engine. Any COUNTRY WOULD DO THE SAME.
Unfortunately, the fisherman was at the wrong side. According to the Indonesian witness, he LOOKED OUT and was shot.
