China accused of trying to block Darfur report

China tried to block a UN report alleging that Chinese ammunition was sent to Darfur in violation of a UN arms embargo but apparently didn't succeed, UN diplomats said yesterday.

The UN security council committee monitoring sanctions against Sudan met yesterday afternoon and two diplomats familiar with the closed-door deliberations said China argued that the report by the committee's panel of experts should not be sent to the council. One diplomat said China claimed the panel was unprofessional and flawed, and challenged its methodology.

The diplomats said the committee chairman, Austria's UN ambassador Thomas Mayr-Harting, agreed that the annex to the report would be updated with a letter to include additional information on sources. But they said the report itself would not be changed, and will likely be formally sent to the council next week.

Diplomats at the meeting said China got no support from the other committee members, who include representatives from all 15 council nations.

According to the diplomats, the draft report said Chinese shell casings were found after attacks against the joint UN-African Union peacekeeping force in Darfur. Markings showed the ammunition had been manufactured after 2009, the diplomats said, speaking on condition of anonymity because the report has not been published.

The security council initially imposed an arms embargo on rebels and the government-allied Janjaweed militias in Darfur. In March 2005, it extended the embargo to include Sudan's government.

The Darfur conflict began in February 2003 when ethnic African rebels took up arms against the Arab-dominated Sudanese government in Khartoum, claiming discrimination and neglect. Khartoum is accused of retaliating by arming local nomadic Arab tribes and unleashing the Janjaweed on civilian populations – a charge the government denies.

UN officials say at least 300,000 people have lost their lives from violence, disease and displacement, and 2.7 million have been driven from their homes.

The UN panel of experts reported last November that the Sudanese government and rebel groups in Darfur were refusing to abandon the military option and increasingly violating the arms embargo.

China has been a key force in developing Sudan's vital oil sector and buying the country's crude oil and has close political ties to the government. Its alleged involvement in supplying ammunition, in violation of UN sanctions, was first reported by Foreign Policy magazine's Turtle Bay blog.

According to the two UN diplomats, the latest report by the panel of experts was first presented to the sanctions committee on 4 October.

The panel alleged that more than a dozen types of Chinese ammunition were used by Sudanese government forces in combat with rebels in Darfur over the past two years, the diplomats said.

The real question is Why is UN hell bent on breaking up Sudan while ridiculously impotent to solve Kashmir and Palestine

NOT Chinese ammunition discovered in Sudan.

Ammunition could have been supplied by intermediary smugglers or other friendly governments.

And this is a country which says it never interferes in the internal matters of a sovereign country. What hypocrisy and by the posters too here. While the Pakistani and Chinese posters here speak about American interference in other nations matters and how it is acts like a global police man.

As China is growing it will keep on doing such things as and when its interests are threatened. After seeing the replies of posters here Shame on you people for these double standards.

Get off your high horse. China is there for business. They've asked China for weapons, China didn't force them to do anything.

It was the west first that provided the fractions in Africa with all sort of weapons to fight each other why blame China.

PS. Sudan is never going to break up. China Veto is there.

The only thing here is that they found some bullets that were made in China.

According to that logic, if someone is stabbed with a knife that was "made in China", then they will think that we are trying to interfere in their internal affairs/organs.

Really I'm not taking a moral on what China is doing in Sudan. Khartoum are a pretty nasty bunch to deal with, but what I am after here from Indusk is a legal argument for Chinese interference in Sudanese internal affairs. You may not like what's happening there and you may not like China, fine, but call it for what it is.


I've never heard anyone refer to a stabbing as a knife interfering with someone's organs. Interesting way of looking at it, heh.

You may not like what's happening there and you may not like China, fine, but call it for what it is.

Even in my arguments regarding 1962 war or whatever connected to China, the most Indians here (saner kind i mean)always say only one thing. It is a lesson for us day in day out. Learn learn and learn thats it. Over the years i admire how China has shaped itself as and when its military and economic power increased. India will also change itself as and when we gain on various fronts as time goes on.

My reply was not to show double standards being apllied by people here. You must have felt the pinch even if u don't speak out. Please don't insult my intelligence when u say that just because few shells of Chinese made were found at the scene.

If China did this would they be so stupid that they would not have covered their tracks?? The story is same with UK, US Russia and China etc etc... the list goes on. Don't doubt for a second that India will not do such a thing. We too will do it. Its just that many Pakistani posters here project China as they heavenly descended jane good all and America as the Satan incarnated.

The US is satan incarnated but most others are no better. However, from historical precedent, 4 countries have started the most wars within the past 200 years:

USA (8) (war of 1812, spanish-american war, 8 nation alliance, inteventions in latin america, korean war, vietnam war, grenada, iraq 2003)
Britain (7) (colonization of india, opium war, opium war 2, 8 nation alliance, south african war, suez canal crisis 1950, falklands 1980)
Japan (7) (colonization of taiwan, colonization of korea, russo-japanese war, 8 nation alliance, 1st sino-japanese war, WW2)
Germany (5) (franco-prussian wars, colonization of africa, 8 nation alliance, WW1, WW2)

Others are no angels, but no other major power has started over 3 wars.
