NEW DELHI: The owner and manager of a children’s boarding school in western India have been arrested after five minors said they were raped, forced to watch pornographic films and act them out with one another, police and charity workers said.

The children were made to eat faeces as a punishment if they did not comply.


The 52-year-old owner of the Chandraprabha Charitable Trust and his 30-year-old female manager were arrested on Monday after a police raid on the school in Karjat city in Maharashtra state.

“We received a police complaint from the Childline charity saying that one child had gone home for the holidays and confessed to his mother that abuses were happening,” Karjat’s Police Inspector RR Patil told the Thomson Reuters Foundation late on Thursday.

“Five children in total have now come forward and we have booked the two suspects under various offences,” he said, adding that these included unnatural sex (sodomy), wrongful confinement and sexual assault.

The school accommodated 28 underprivileged children, aged between 4 and 14, for 10 months of the year, said Patil, but most were on holiday at home at the time of the raid.

Police were trying to find out whether other children were abused and if there were any other suspects.

Anuradha Sahasrabudhe of Childline, a charity supported by the government, said the children had spoken about all kinds of sexual and physical abuse.

“It’s a horrific case. The children have been telling us about the sexual abuse going on there. There has been oral sex, there has been forced sex… These things have been photographed,” Saharasabudhe told the NDTV news channel.

“Children have been punished by making them eat dog excreta and when they vomited, they were made to eat vomit,” she added.

Police say the residential school had been running since 2002, but was not registered and had therefore escaped government inspections by child welfare officials.

Child sexual abuse is disturbingly common in homes, schools, and residential care facilities in India.


Inspection mechanisms for children’s homes, shelters and schools are inadequate and many privately run facilities are not even registered, a February 2013 report by Human Rights Watch said.

In May 2012, serious sexual abuse was uncovered at a well-established residential care home for orphans called Apna Ghar (Our Home) in Rohtak on the outskirts of Delhi.

Over four years after Mumbai Mirror first exposed horrific abuse of children in special homes for destitutes and mentally ill, not much has changed.


Four years after Mirror exposed the sexual abuse of children at state-run orphanages for the mentally challenged, a brave 12-year-old boy has shown nothing has changed in the state.

This time, the abuse has been reported from a private shelter for the underprivileged at Karjat. The boy opened up about the abuse to his mother, who works as a domestic help with a family in Pune, while he was home on a term break. The mother sought help from her employers, who in turn contacted Childline.

Things quickly unravelled from there, and 32 students have alleged sexual abuse by the founder and caretaker at the shelter run by the Chandraprabha Charitable Trust in Takave village near Karjat. The police have arrested the duo.

Starting December 2010, Mirror revealed the gruesome abuse and torture at state-run shelters in aseries of exposes. Following this newspaper's sustained campaign, 14 people have been convicted so far, with one of them even getting a death sentence and another life in prison. The government was forced to lay down strict guidelines for both state-run and private homes and residential schools but the abuse at the Karjat home is a clear indicator that nothing has changed on ground.

In their statements, the children talk of being forced to watch pornographic movies, have sex with each other and being forced to eat dog excreta after being starved for days on end. The children - all aged between 5 and 18 - said they were also forced to have sex with the two accused, who also filmed the acts.

"It took two days for the Pune family to convince the child to speak up," said Ashok Jangle, director of Raigad Childline. "When the boy narrated the horrors, they contacted the Pune Childline, who alerted us."

When Raigad Childline volunteers went to the shelter on May 23, they were shocked to find two children aged 5 and 13 locked up in a room. Founder and prime accused Ajit Dabholkar was not on campus, as he had gone to Pune, where he spends three days in a week. In the meanwhile, Pune Childline tracked down four more kids who had come home for the vacation. The stories from all the kids matched.

"Ajit Dabholkar forced them to worship his genitals," said Jangle, who recorded the students' statements. "He raped the older girls, while caretaker Lalita Tonde forced the older boys to have sex with her. Those who resisted were locked up in cubby holes and starved for four to five days. The children were then forced to eat dog excreta."

Under the radar

Documents show the Chandraprabha Charitable Trust was registered in Pune in 2003. Dabholkar opened the Takave shelter the same year on land he had donated to the trust. The home was not registered with any government agency. Sources said Dabholkar targeted single parents from poor families and offered to take care of their child's education. The children stayed in the school for 10 months and were sent home in the two summer months.

The students, in their statements, also spoke of how they were used as labourers to construct a new wing in the school. Even the handful of teachers hired by the trust had left two years ago. "Dabholkar had hired only one mason for constructing a two-storey building. The children were made to toil through the day on the site," said Jangle.

Till May 26, seven students had recorded their statements in front of the Raigad Child Welfare Committee, which ordered that the two inmates found locked in the shelter be rescued and handed over to their parents immediately. The committee - a quasi judicial body - also ordered the registration of FIRs against Dabholkar and Tonde.

Late on Monday the Raigad police charged the duo with rape, unnatural sex, illegal confinement, assault, and child labour under sections of the Indian Penal Code, Protection of Children from Sexual Offences Act, Juvenile Justice and Child Labour Acts. They arrested Dabholkar the same night. Tonde was arrested on Tuesday afternoon.

Department of Women and Child Welfare officials told Mumbai Mirror the shelter was illegal. "Only the charitable trust was registered with the Charity Commissioner's office. A home for children should be licensed by the Social Justice Department or by the Women and Child Development Department. It is shocking the shelter was around for 11 years and no agency got wind of what was going on," said a senior official.

Raigad Childline volunteers, meanwhile, is unhappy with police investigation. "We suspect the clips of sexual acts have been circulated," said Jangle. "We asked the police to seal Dabholkar's Pune home and confiscate all incriminating material. They haven't done anything. They are not even checking if more people were involved. This is a sensitive case that should be handled by senior officials. We will approach the director general of police and ask him to transfer the case."

I hope the Courts hang the perpetrators. Sickening account of the abuse that the children suffered.
