Changes to the Higher Education Commission in Pakistan

If that is correct, then does the problem lie with democracy or with Pakistan?

anyway, everything/system can be exploited like religion, political system, etc. So system itself is not bad but how one uses it to serve his interest. As there are loopholes, if not, people justify by citing precedents w/o giving the wholesome view.

Nothing special about governing.. but just a threat/fear that ministers will exploit it by awarding scholarships to their family and kins.. plus, they employ person who are their loyalists.
Isn't it already being done that way? Every one wants their loyalists in power. Then again I have no idea about the structure of the HEC.

Don't many major militaries around the world have such practices, and they seems to work just fine. Why should Pakistan be any different?
I think he's saying that the COAS him/herself would be from outside of the Army. I don't believe that is the case in most strong militaries. Promotion is done from within the ranks of the service, not from outside.

I don't think the HEC is analogous to a military though - the HEC is a regulatory institution, not a career service like the military, and therefore appointments can be made from outside the HEC.

Yes, but please keep in mind, and including the present topic, that the same loopholes that exist now will also exist with the reorganization. Business as susual, hence the change cannot be decried as being some sort of disaster. It is no big change to be upset over.

The claim in the OP does not appear to be entirely correct.

Thank you for that clarification. I thought he meant that the COAS would be appointed by the MoD, which is outside the Army. Apologesia.

Sure, but just gave an example as Army is working fine. But we can see NBP, PIA, PTV for that matter as these are career institutes but chairman always come from the ministry.

I hope, DAWN news report is correct.

Before the HEC, there was the University Grants Commission (IUGC) and it was abysmal. From the moment HEC was created, it was made independent and strong. Independent, and visionary personalities were appointed its Chairmen. If you remove these strong personalities and instead decide matters through the Ministry of Education, this is a retrogressive step that will recreate something like UGC.

We discussed on another thread how the recent Chairman has been removed vengefully by the Imran Khan government. Search for Tariq Banuri and read that thread. It will expose what is going on.

True, but the experience say otherwise, which is minister should not control the institutes but just find what is better for the public and pave way the legalisation process. Rest, they should leave the matter to the professionals (institutes).
