Sure you can. Honbl. RM, try not shoot from your hip. Ramping up the production rate in order to equip 6 squadrons in 4-5 years is not doable. Unless of course the last 2 years of this (4-5) year time frame will see HAL building nearly 30 fighters per fiscal. Best of luck with that, unless you are willing to commit resources which will rival the sort sunk in by real aerospace giants in a clinch this will not be possible. At best we will see maybe 3 squadrons by the year 2020.

Is he indirectly indicating, that since LCA can be ramped up (which i do not know how), then MMRCA doesn't need to be done....more like 36 in flyaway conditions and perhaps another 36, and then that's it?

They should really upgrade their output to 20-22 Tejas per year, or even more. That will facilitate in retiring the aging birds early.
Thats only possible if IAF order more numbers of Tejas mk1. Say 100 or so.

They should, as the avionics are upgradable over time.
Thats right. Tejas can serve the second line aircraft purpose very well. We are eventually getting 500+ or so front line fighters in next 10 years anyway including fifth generation ones in the form of MKI, Mirage 2K5s, Mig-29s, Rafales, FGFA.

4 squadrons of the Rafale are guaranteed, 6 perhaps if Relaince and Mahindra prevail upon the government for assembling the Rafales from completely/semi knocked down kits.

Ramping of the production of the LCA to the levels that the RM wants is not possible.
