Buildings around DRDL complex worry officials
HYDERABAD: The dwellings that have sprung up around the Defence Research Development Laboratory (DRDL) in Kanchanbagh in the last five decades have turned out to be a nuisance for the premier defence organization. So much so that the DRDO officials, sources said, are planning to take up the matter with the ministry of defence.
Recently, when a routine mortar test to fire an explosive projectile was conducted at the facility, it had triggered rumours about a 'blast at DRDO', triggering a chain reaction wherein officials were bombarded with calls from the media and they finally had to issue a clarification regarding the same.This was not the first time that such rumours did the rounds.
In fact, the construction of buildings around the defence facility is in violation of the Works Of Defence Act, 1903. "The Act provides for imposing restrictions upon the use and enjoyment of land in the vicinity of works of defence so that such land may be kept free from buildings and other obstructions. Further, major DRDO labs enjoy restriction on construction in areas surrounding the defence land or its outer parapet till varying lengths," said an official, adding that in April 2006, the defence ministry had issued a gazette notification under section 7 of the Act asking that land up to 500 yards from the crest of the outer parapet of the Research Centre Imarat (in the DRDO complex known as 'Vignyana Kancha') be kept free of buildings.
However, several buildings have come up in Balapur crossroads, Lenin Nagar, Sai Nagar and Badangpet around the defence complex. "There is a religious structure bang on the wall of one of the establishments here. We feel helpless in tackling the situation.
Further, people on high rise buildings can get an easy peep into any structure or the routine functioning here," an official said. Rocket mortar and pyros testing is conducted on a regular basis, with an average of 4-5 tests per month, the official added.
Officials feel that these dwellings have defeated the very purpose of establishing the complex on the outskirts of the city. When contacted, RCI director Dr G Satheesh Reddy said they have already taken up the matter with the Hyderabad Urban Development Authority and informed them about the gazette notification. "As such, no new constructions will be allowed," he said.
