It just make sense. When you are inside, remove your hat (cover). On the flightline or on an aircraft carrier's deck, any unsecured headgear is a hazard, FOD and else. No salute on those two places as well. There are exceptions, of course, such as security personnel who do not remove their covers inside.

I think COB does not remove his/her cover too

And you salute indoor if you either report for duty or being court marshalled

And talking about hazard, try do a static line jump with unsecured headgear, not fun when it rain helmet when you lands...

It did actually kills back in ww2 when airborne jump with insecure helmet and jump bag....
