It's clearly a suo moto because he himself invoked article 183.

Turning down is not in his hands. Extension is an order not an offer.

He can later resign but this action will hit the morale of our forces.

Had government issued a formal notification, he wouldn't have turned it down.

gen raheel made it clear before issuance of notification that he will not take extension so govt has no moral grounds to grant him extension and it would become embarrassment for govt if they give notification and gen Raheel resigns but nothing such happened now and gen bajwa not announce that he not want extension on media which shows he wants extension
