Brazilian state cancels accord with Elbit Systems over human rights abuses

The Boycott, Divestment and Sanctions (BDS) movement against Israel considered the fact a historical victory in South America.

The Rio Grande do Sul government published on Tuesday (2) an open letter declaring “void” a protocol signed alongside the Porto Alegre-based AEL Sistemas, the subsidiary of the Israeli Elbit Systems. The protocol was being targeted for criticism by Palestinian and Brazilian authorities and movements in virtue of Elbit's participation in building the separation wall in the [occupied] Palestinian territories, and the development of technology of weapons used by the Israeli armed forces. The letter was delivered by governor Tarso Genro to Palestinian ambassador Ibraim Alzeben.

In April 2013, the Gaucho governor signed a memorandum of understanding alongside AEL Sistemas, which would allow the enterprise to have access to public funds and technology produced by Rio Grande do Sul universities. According to Maren Mantovani, International Relations coordinator for the Stop the Wall campaign, this project, which aimed to build in Brazilian territory an aerospace park with support from Elbit Systems, would have for the first time turned an Israeli enterprise into the leading company for a Brazilian military project aimed at building a small satellite.

In the letter published on Tuesday, governor Tarso Genro states that for months, when financial constraints [due to lack of support from the federal government] were added to the protests against the project, the project was de facto frozen: “no further concrete action regarding that accord was taken, and the Rio Grande do Sul government did not perform, and will not perform under our government, any further action under this partnership, which allows us to declare the aforementioned protocol void”.

The Boycott, Divestment and Sanctions (BDS) movement against Israel, considered the fact a historic victory in South America. “This victory for human rights and towards a military embargo on Israel is an important sign of hope for everyone. We thank all movements and each activist who worked so that we can celebrate this”, said Jamal Juma’, coordinator for the Palestinian campaign against the wall (Stop the Wall).

“Our government has always given centrality to the promotion of peace and human rights and considers the demands of the social movements and important voice that needs to be heard. Today’s announcement is a logical consequence of this.”​
