MR Munshi i have not read the book but i would like to welcome you to this forum. I am a student of international relations at IU and will read your book and will definetly use in an upcoming project.
Sir if it would not be to much trouble how does pakistan fir into all of this. If it fits at all that is.

Illusory Democracies, Rogue States, and Accelerating Humanity’s Demise

In an increasingly frightening and unstable world, there is one nation we know will stand firm and resolute in its commitment to freedom, human rights, democracy and the rule of law. Without the relentless, selfless efforts of the United States, humankind would plunge into a seething cauldron of tyranny, slavery, chaos and endless war. Besides Israel, severely weakened as it is by the constant strain of fending off the barbarian hordes seeking to “wipe it off the map” and Great Britain, incessantly pressured by its Leftist, pacifist neighbors to appease and negotiate, the home of the brave wages its courageous struggle virtually alone.

But fear not. The time draws nigh when an aspiring superpower will stand firmly alongside the United States in its defense of humankind. India, the world’s largest democracy and a haven for the free market economics of Capitalism, is forging a deep alliance with the United States.

What a wonderful world it will indeed be when two nations, each of which was forged in the crucible of revolution against the imperial tyranny of Great Britain, can ally themselves to fend off the twin evils of terrorism and Islamofascism as they unite to spread democracy and corporate benevolence.

As Robert Blackwill, ambassador to India from 2001 to 2003, deputy assistant to the president, deputy national security advisor for strategic planning, and presidential envoy to Iraq from 2003 to 2004, noted in The National Interest(1):

“Not only do our vital national interests coincide, but we share common values as well. The policies of United States and India are built on the same solid moral foundation. India is a democracy of more than one billion people—and there are not many of those in that part of the world. Indian democracy has sustained a heterogeneous, multilingual and secular society. In the words of Sunil Khilnani, the author of The Idea of India (1999), India is a "bridgehead of effervescent liberty on the Asian continent." George W. Bush fastened onto the genius of Indian democracy very early on, long before he was president. This has now become an even more central element of American foreign policy, given the march of freedom across the Greater Middle East and the president’s emphasis on the growth of pluralism, democracy and democratic institutions in that region.”

After considering the above, if resplendent roses and deciduous trees of all manner are not overwhelming your imagination with a stunning display of vernal regenerative beauty, better check your pulse.

Yet closer examination indicates that a number of the exaltations heaped upon the United States’ new confederate in the Far East are both unwarranted and highly disingenuous.

Admittedly, one can find a degree of ambivalence concerning the deepening relationship between the United States and India in our daily doses of agitprop. Yet by and large, the corporate media applauds what it portrays as an expanding partnership between the world’s most powerful democracy and its most populous democracy.

Their propagandistic deception begins with the simple use of the word democracy. Neither country qualifies as a constitutional republic, let alone a true democracy. Rife with election fraud, Corporatism, gross wealth disparities, militarism, belligerent expansionism, toxic nationalism, and a laundry list of traits characterizing a fascist state, the United States could easily qualify as one of democracy’s greatest foes. India does not lag far behind.

Hype and spin aside, determined investigation and fastidious scholarship by people like Bangladeshi barrister M.B.I. Munshi, researcher Isha Khan, and many others reveal the ugly realities behind India’s corporate media façade. India and the United States do share a number of commonalities, but few of them relate to “democracy”, “liberty”, or “solid moral foundations”.While it is true that both nations were founded by noble people who wrested themselves free of the yoke of Great Britain’s imperial oppression, like degenerate trust fund children, the heirs of liberty have defecated on their family’s reputation and squandered their fortune.

India’s Monroe Doctrine

Providing painstaking documentation in his 2006 book, The India Doctrine, M.B.I. Munshi clearly exposes India’s unwritten and unacknowledged ambitions to realize Akhand Bharat (a unified India). India’s desire to attain superpower status is no secret, but its power elite and decision-makers are loathe to admit their tenacious pursuit of imperial supremacy of the subcontinent.

As Munshi’s exhaustive research demonstrates, India’s policies, attitudes, and actions toward its neighbors are quite analogous to the machinations of the United States throughout Central and South America. Replete with its own version of the Monroe Doctrine (Akhand Bharat) and an intelligence agency called RAW (their version of the CIA), India has a long-term commitment to wielding undue power and influence throughout the subcontinent.



Of the Wealthy, By the Wealthy, and for the Wealthy

In his recent book, In Spite of the Gods: the Strange Rise of Modern India, Edward Luce notes:

This is a country where 300 million people live in absolute poverty, most of them in its 680,000 villages, but where cellphone users have jumped from 3 million in 2000 to 100 million in 2005, and the number of television channels from 1 in 1991 to more than 150 last year….India’s economy has grown by 6 percent annually since 1991, a rate exceeded only by China’s, yet there are a mere 35 million taxpayers in a country with a population of 1.1 billion. Only 10 percent of India’s workers have jobs in the formal economy.

Luce’s brief assessment above merely provides a glimpse of the tip of the iceberg. India has embraced the “Washington Consensus” with such fervor that the tenets of American Capitalism are virtually a religion amongst the power elite in Delhi.

In his Yahoo Finance fluff piece, Why What’s Good for India is Good for Us(2), which is laden with hosannas for India’s emergence as a powerful democracy with free markets, economist Charles Wheelan points out that a third of the world’s impoverished reside in India and concludes that the American Way is their ticket to prosperity.

Never mind the fact that free trade, deregulation, privatization, the emasculation of organized labor, militarization, an insatiable demand for growth, and corporatization are destroying the environment, condemning at least half of the world’s population to abject poverty, maintaining a state of perpetual war, and have caused the United States to devolve into a failed state. India represents another billion workers and consumers to power the engine of capitalism. Consequences be damned! There are profits to be realized!

Israel’s Second-Best Friend?

Heavily tainting its credentials as a nation modeling and promoting democracy is India’s close relationship with Israel, a state with a foreign policy that is perhaps more belligerent, hubristic, and criminal than that of the United States, if such an “accomplishment” were possible. In 2005 India bought nearly $2 billion worth of weaponry from Israel, which qualified them as the Israeli “defense” industry’s number one customer. India officially recognized Israel as a state in 1992 and has since become Israel’s second-largest trading partner(3). While the Indian government enriches Israel (a nation engaged in the ruthless oppression and collective punishment of the Palestinians), further destabilizes the subcontinent with its heavy militarization, and prioritizes spending on weaponry over humanitarian needs, a third of their population wallows in profound economic misery.

It’s Just Another “Goddamned Piece of Paper”

Perhaps one of the most telling hypocrisies entangled in the intricate web woven by the ruling elite of Washington and Delhi is the Bush-Singh nuclear agreement. Barring unlikely resistance from the Nuclear Suppliers Group, the United States will begin supplying India with uranium sometime this year. While the United States will almost certainly go to war with Iran to squash its attempt to develop nuclear capabilities, it is preparing to provide India with nuclear materials. Rogue states that it is, the US is unilaterally altering the Nuclear Nonproliferation Treaty by denying Iran, a party to the treaty, its right to develop nuclear power, and enabling India, which has not signed the NPT, to further its nuclear program. Coupling this with Ehud Olmert’s recent admission that Israel possesses a nuclear arsenal denudes the deeply duplicitous agenda of the United States (and its allies) and further destabilizes our world in a profound way.

Did Blackwill write of “solid moral foundations”?

Please do hold the music, Mr. Armstrong. Those illusory springtime blossoms accompanying the US-Indo alliance wither rapidly in the face of relentless wintry blasts of truth concerning the widespread, persistent human rights violations and social injustices in India:

Ostensibly armed with “rights and liberties”, most people in India grapple with an archaic and ineffective justice system. The poor and middle class are subject to a woefully inadequate judiciary and law enforcement apparatus which is heavily biased toward the wealthy and powerful(4). (Sound familiar, America?)

The Indian government is a slow, inefficient and deeply corrupt bureaucracy. (Feel the resonance on this one too?)

While the rigid caste system has relaxed to some degree, the Dalits (aka “Untouchables”) still face tremendous discrimination at the hands of the Brahmins (the Hindu elites). Even after the valiant efforts of the late Dr. B.R. Ambedkar, a Dalit who rose to great prominence and became the principal architect of the Indian Constitution, true social justice for the Dalits is still but a tantalizing mirage(5).

Despite laws banning the traditional mandatory dowry, India’s National Crime Record Bureau has determined that there is still one dowry death every 77 minutes! The rampant consumerism and materialism engendered by India’s love affair with the US socioeconomic system has heightened demands made by grooms and their families. Often, when a bride’s family is unable to “deliver the goods”, the groom brutalizes or kills his wife. Like many of the laws India has passed to uphold human rights, the legislation banning the practice of dowry demands is rarely enforced(6).

Another tragic result of dowry demands is the wide-spread practice of infanticide. Many Indians consider having a daughter to be a huge liability. Since 1987, ten million female infants have died at the hands of parents unwilling to face the hardships imposed by the deeply ingrained dowry system. One common technique parents employ to murder these precious innocents is to pour sand in their mouths just after they are born(7).

Representing another egregious violation of human rights (and yet another feeble effort by the government to protect the victims) is the existence of an estimated 12 million child laborers in India. That figure comes from the power brokers in Delhi. Various NGO’s and charitable organizations assert that the number of Indian children enduring the deprivation of their childhood, hard work for ridiculously paltry wages, and physical beatings is much higher(8).

The Enemy of my Enemy is my Friend
One of the oft-heard reasons that the United States and India constitute a match made in heaven is that India is an ideal ally in the “War on Terror”. Remember that the United States and its collaborators are actually waging a war on Islam. They are the enemy because a large number of Islamic people have the sheer audacity to dwell in a region possessing a significant percentage of the world’s remaining oil reserves and in and around the land the Zionists, with British and American complicity, elected to steal.

Mother India is certainly doing her part to quell the “Muslim rabble”. Aside from her close alignment with Israel and the United States, her ongoing war with Pakistan over Kashmir, and her pursuit of domination of her Muslim neighbors on the subcontinent (i.e. Bangladesh), she is home to a pathological strain of Hindu nationalism known as Hindutva. A spokesman for RSS, perhaps the most radical Hindutva organization, stated:

“The entire world acknowledges that Israel has effectively and ruthlessly countered terror in the Middle East. Since India and Israel are both fighting a proxy war against terrorism, therefore, we should learn a lesson or two from them. We need to have close cooperation with them in this field."

In February of 2002, Hindu nationalists slaughtered between 2,000 and 5,000 Muslims and left another 150,000 homeless in the Indian state of Gujarat. In her book, The Gujarat Genocide, Garda Ghista observes:

“Even after the initial 72 hours, the violence continued with the active support and collaboration of local police,”

And noted author and human rights activist Arundhati Roy wrote this of the Gujarat massacre:

“We’re sipping from a poisoned chalice—a flawed democracy laced with religious fascism … Gujarat has been the petri dish in which Hindu fascism has been fomenting an elaborate political experiment.” (9)

Recently, the Justice Rajinder Sachar Committee conducted a study on India’s minority populations. The results are now in the hands of Indian Prime Minister Manmohan Singh.

Consider some of the report’s findings relative to the Muslims of India [who encompass 140 million people or about 15% of the Indian population] (10):
In rural areas: 94.9% of Muslims living below poverty line fail to receive free food grain.

Only 3.2% of Muslims get subsidized loans.

Only 2.1% of Muslim farmers have tractors, while just 1% own hand pumps.

54.6% of Muslims in villages and 60% in urban areas have never been to schools. In rural areas, only 0.8% of Muslims are graduates, while in urban areas despite 40% of the Muslims receiving modern education only 3.1% are graduates. Only 1.2% of Muslims are post-graduates in urban areas.

While West Bengal has 25% Muslim population, only 4.2% are employed in state services. In Assam, with a 40% Muslim population, only 11.2% are in government employment. Kerala has 20% Muslims, but only 10.4% of government employees are Muslim.

In Karnataka, where the Muslim population is 12.2%, 8.5% are employed in government services. While in Gujarat, of the 9.1% Muslim population, 5.4% are in state jobs; in Tamil Nadu, against a 5.6% Muslim population, 3.2% are employed in government.

Though West Bengal is known as a political bastion of the left bloc, the ones who have always spoken strongly against parties entertaining communal bias, the state has zero% Muslims in state PSUs. While Kerala has 9.5% in state PSUs, Maharashtra has only 1.9%.

Though the Sachar committee was not able to secure data regarding the presence of Muslims in the armed forces, it is fairly well-known that their percentage here is not more than three.

Muslims form only 10.6% of the population in Maharashtra, but 32.4% of the prison inmates here are Muslims. In New Delhi, 27.9 % of inmates are Muslims, though they form only 11.7% of the population here. While in Gujarat, Muslims form 25.1% of the ones imprisoned, they form 9.1% of the population. In Karnataka, Muslims form 12.23% of populace and 17.5% of those imprisoned.

It would appear that India deals with its “Muslim problem” in much the same way that the United States deals with its “Black problem”.
Careful scrutiny of the consummation of the US-Indo relationship and India’s meteoric rise toward superpowerdom via American Capitalism raises serious doubts about our collective sanity as we perpetuate an exploitative system conceived in the minds of men whose thinking was heavily shaped by their imperialistic and colonial socioeconomic paradigm. Concluding mass psychosis becomes even more probable when one considers that corporate personhood, monopolies, plutocratic tyranny, and unbridled avarice have so perverted what might have evolved as an ethical and sustainable socioeconomic system.

Why are so many people so deeply committed to an economic scheme which truly rewards so few? Driven by greed, ruthless competition, and oppression, this virulent system is truly beneficial for the mere handful of the world’s 6.5 billion human beings who parasitically monopolize most of the available wealth. Paradoxically, in a world still abundant with resources, a large percentage of the population wages a constant (and for many futile) struggle to attain the necessities of life.

Our ugly manifestation of Capitalism has relegated most of the human race to some form of slavery, serfdom or indentured servitude. It is an irresistible force devouring Mother Earth’s resources faster than she can renew them, befouling the environment with toxins and pollutants, and causing the extinction of animal and plant species at an alarming rate.

So the next time a think tank propagandist or corporate media pundit crows about India’s conversion to the “American Way”, remember that their sophistry amounts to a twisted celebration of the demise of humanity and the Earth.

From birth, it is burned into our cerebrums that the “freeing individualism” of Capitalism and the “stifling collectivism” of Communism are the only socioeconomic models from which we can choose. This is a despicable lie. We are not intellectually constrained to adhere to an ill-conceived economic philosophy hundreds of years old. Nor are we bound to its antithesis, which Marx formulated as a radical reaction to the harsh brutality of Capitalism. Somewhere between these two extremes lies a synthesis that could incorporate the best of both.

As human beings, we have been blessed with highly developed frontal lobes. If we are to survive as a species, we must use this gift to find a viable middle ground between Capitalism and Communism…hence enabling some semblance of Mr. Armstrong’s “wonderful world”.

this is an awsome article. after reading this i am so glad i was born in pakistan. no matter how much problems we have atleast we have a chance to prosper.

Take it for what it is worth, and that is trash. That is not truth. I am not going to say no more, cuz it doesnt derserve. It has shown multiple of problems facing India, which are not inter-related and has its basis on India's culture, problems facing society etc. The authour has ever so beautifully stitched it all together to make you feel exactly the same " Thank god, I am not born in India, America is evil" etc.

yeah i think it was a little bais. god knows pakistan has its own problems. i mean the situation of minorities arnt so great in pakistan either. but i still think that it gives a different view of india one that we dont often see in the press. this gives some balance.

Female Infanticide and Dalit's problems are caused by some of the evil traditions practiced by Hindu culture in medival times, which are prevalent in some rural parts, Change people's mindset is not easy, after centuries practice, yes it is changing.

At the same time, The whole Akhand Bharat thing is a farce, Brahmins are given **** value over here, For the mere fact that that the non-bharmins are more in number, electoral has elected them. I am garunteed a government job, But a brahmin is not. The most number of people who converted to christainity in particular and to some extent ISlam has been Brahmins.

RAW: An Instrument of Indian Imperialism

The Research and Analysis Wing (RAW), created in 1968, has assumed a significant status in the formulation of India's domestic and foreign policies, particularly the later. Working directly under the Prime Minister, it has over the years become and effective instrument of India's national power. In consonance with Kautilya's precepts, RAW's espionage doctrine is based on the principle of waging a continuous series of battles of intrigues and secret wars.

RAW, ever since its creation, has always been a vital, though unobtrusive, actor in Indian policy-making apparatus. But it is the massive international dimensions of RAW operations that merit a closer examination. To the credit of this organization, it has in very short span of time mastered the art of spy warfare. Credit must go to Indira Gandhi who in the late 1970s gave it a changed and much more dynamic role. To suit her much publicized Indira Doctrine, (actually India Doctrine) Mrs. Gandhi specifically asked RAW to create a powerful organ within the organization which could undertake covert operations in neighboring countries. It is this capability that makes RAW a more fearsome agency than its superior KGB, CIA, MI-6, BND and the Mossad.

Its internal role is confined only in monitoring events having bearing on the external threat. RAW's boss works directly under the Prime Minister. An Additional Secretary to the Government of India, under the Director RAW, is responsible for the Office of Special Operations (OSO), intelligence collected from different countries, internal security (under the Director General of Security), the electronic/technical section and general administration. The Additional Secretary as well as the Director General of Security is also under the Director of RAW. DG Security has two important sections: the Aviation Research Center (ARC) and the Special Services Bureau (SSB). The joint Director has specified desks with different regional divisions/areas (countries): Area one. Pakistan: Area two, China and South East Asia: Area three, the Middle East and Africa: and Area four, other countries.

Aviation Research Center (ARC) is responsible for interception, monitoring and jamming of target country's communication systems. It has the most sophisticated electronic equipment and also a substantial number of aircraft equipped with state-of- the art eavesdropping devices. ARC was strengthened in mid-1987 by the addition of three new aircraft, the Gulf Stream-3. These aircraft can reportedly fly at an altitude of 52,000 ft and has an operating range of 5000 kms. ARC also controls a number of radar stations located close to India's borders. Its aircraft also carry out oblique reconnaissance, along the border with Bangladesh, China, Nepal and Pakistan.

RAW having been given a virtual carte blanche to conduct destabilization operations in neighboring countries inimical to India to seriously undertook restructuring of its organization accordingly. RAW was given a list of seven countries (Bangladesh, Sri Lanka, Nepal, Sikkim, Bhutan, Pakistan and Maldives) whom India considered its principal regional protagonists. It very soon systematically and brilliantly crafted covert operations in all these countries to coerce, destabilize and subvert them in consonance with the foreign policy objectives of the Indian Government.

RAW's operations against the regional countries were conducted with great professional skill and expertise. Central to the operations was the establishment of a huge network inside the target countries. It used and targeted political dissent, ethnic divisions, economic backwardness and criminal elements within these states to foment subversion, terrorism and sabotage. Having thus created the conducive environments, RAW stage-managed future events in these countries in such a way that military intervention appears a natural concomitant of the events. In most cases, RAW's hand remained hidden, but more often that not target countries soon began unearthing those "hidden hand". A brief expose of RAW's operations in neighboring countries would reveal the full expanse of its regional ambitions to suit India Doctrine ( Open Secrets. India's Intelligence Unveiled by M K Dhar. Manas Publications, New Delhi, 2005).

Bangladesh

Indian intelligence agencies were involved in erstwhile East Pakistan, now Bangladesh since early 1960s. Its operatives were in touch with Sheikh Mujib for quite some time. Sheikh Mujib went to Agartala in 1965. The famous Agartala case was unearthed in 1967. In fact, the main purpose of raising RAW in 1968 was to organise covert operations in Bangladesh. As early as in 1968, RAW was given a green signal to begin mobilising all its resources for the impending surgical intervention in erstwhile East Pakistan. When in July 1971 General Manekshaw told Prime Minister Indira Gandhi that the army would not be ready till December to intervene in Bangladesh, she quickly turned to RAW for help. RAW was ready. Its officers used Bengali refugees to set up Mukti Bahini. Using this outfit as a cover, Indian military sneaked deep into Bangladesh. The story of Mukti Bahini and RAW's role in its creation and training is now well-known. RAW never concealed its Bangladesh operations.

Interested readers may have details in Asoka Raina's Inside RAW: the story of India's secret service published by Vikas Publishing House of New Delhi.The creation of Bangladesh was masterminded by RAW in complicity with KGB under the covert clauses of Indo-Soviet Treaty of Friendship and Co-operation (adopted as 25-year Indo-Bangladesh Treaty of Friendship and Co-operation in 1972).

RAW retained a keen interest in Bangladesh even after its independence. Mr. Subramaniam Swamy, Janata Dal MP, a close associate of Morarji Desai said that Rameswar Nath Kao, former Chief of RAW, and Shankaran Nair upset about Sheikh Mujib's assassination chalked a plot to kill General Ziaur Rahman. However, when Morarji Desai came into power in 1977 he was indignant at RAW's role in Bangladesh and ordered operations in Bangladesh to be called off; but by then RAW had already gone too far. General Zia continued to be in power for quite some time but he was assassinated after Indira Gandhi returned to power, though she denied her involvement in his assassination( Weekly Sunday,Calcutta,18 September, 1988).

RAW was involved in training of Chakma tribals and Shanti Bahini who carry out subversive activities in Bangladesh. It has also unleashed a well-organized plan of psychological warfare, creation of polarisation among the armed forces, propaganda by false allegations of use of Bangladesh territory by ISI, creation of dissension's among the political parties and religious sects, control of media, denial of river waters, and propping up a host of disputes in order to keep Bangladesh under a constant political and socio-economic pressure ( " RAW and Bangladesh" by Mohammad Zainal Abedin, November 1995, RAW In Bangladesh: Portrait of an Aggressive Intelligence, written and published by Abu Rushd, Dhaka).

Sikkim and Bhutan

Sikkim was the easiest and most docile prey for RAW. Indira Gandhi annexed the Kingdom of Sikkim in mid-1970s, to be an integral part of India. The deposed King Chogyal Tenzig Wangehuck was closely followed by RAW's agents until his death in 1992.

Bhutan, like Nepal and Sikkim, is a land-locked country, totally dependent on India. RAW has developed links with members of the royal family as well as top bureaucrats to implements its policies. It has cultivated its agents amongst Nepalese settlers and is in a position to create difficulties for the Government of Bhutan. In fact, the King of Bhutan has been reduced to the position of merely acquiescing into New Delhi's decisions and go by its dictates in the international arena.

Sri Lanka

Post- independence Sri Lanka, inspire of having a multi-sectoral population was a peaceful country till 1971 and was following independent foreign policy. During 1971 Indo-Pakistan war despite of heavy pressure from India, Sri Lanka allowed Pakistan's civil and military aircraft and ships to stage through its air and sea ports with unhindered re-fueling facilities. It also had permitted Israel to establish a nominal presence of its intelligence training set up. It permitted the installation of high powered transmitter by Voice of America (VOA) on its territory, which was resented by India.

It was because of these 'irritants' in the Indo-Sri Lanka relations that Mrs Indira Gandhi planned to bring Sri Lanka into the fold of the so-called Indira Doctrine (India Doctrine) Kao was told by Gandhi to repeat their Bangladesh success. RAW went looking for militants it could train to destabilize the regime. Camps were set up in Tamil Nadu and old RAW guerrillas trainers were dug out of retirement. RAW began arming the Tamil Tigers and training them at centers such as Gunda and Gorakhpur. As a sequel to this ploy, Sri Lanka was forced into Indian power-web when Indo-Sri Lanka Accord of 1987 was singed and Indian Peace-Keeping-Force (IPKF) landed in Sri Lanka.

The Ministry of External Affairs was also upset at RAW's role in Sri Lanka as they felt that RAW was still continuing negotiations with the Tamil Tiger leader Parabhakran in contravention to the Indian government's foreign policy. According to R Swaminathan, (former Special Secretary of RAW) it was this outfit which was used as the intermediary between Rajib Gandhi and Tamil leader Parabhakaran. The former Indian High Commissioner in Sri Lanka, J.N. Dixit even accused RAW of having given Rs. five corore to the LTTE. At a later stage, RAW built up the EPRLF and ENDLF to fight against the LTTE which turned the situation in Sri Lanka highly volatile and uncertain later on.

Maldives

Under a well-orchestrated RAW plan, on November 30 1988 a 300 to 400-strong well trained force of mercenaries, armed with automatic weapons, initially said to be of unknown origin, infiltrated in boats and stormed the capital of Maldives. They resorted to indiscriminate shooting and took high-level government officials as hostages. At the Presidential Palace, the small contingent of loyal national guards offered stiff resistance, which enabled President Maumoon Abdul Gayoom to shift to a safe place from where he issued urgent appeals for help from India, Pakistan, Sri Lanka, Britain and the United States.

The Indian Prime Ministe Rajiv Gandhi reacted promptly and about 1600 combat troops belonging to 50 Independent Para-Brigade in conjunction with Indian Naval units landed at Male under the code-name Operation Cactus. A number of IAF transport aircraft, escorted by fighters, were used for landing personnel, heavy equipment and supplies. Within hours of landing, the Indian troops flushed out the attackers form the streets and hideouts. Some of them surrendered to Indian troops, and many were captured by Indian Naval units while trying to escape along with their hostages in a Maldivian ship, Progress Light. Most of the 30 hostages including Ahmed Majtaba, Maldives Minister of Transport, were released. The Indian Government announced the success of the Operation Cactus and complimented the armed forces for a good job done.

The Indian Defense Minister while addressing IAF personnel at Bangalore claimed that the country's prestige has gone high because of the peace-keeping role played by the Indian forces in Maldives. The International Community in general and the South Asian states in particular, however, viewed with suspicious the over-all concept and motives of the operation. The western media described it as a display of newly-acquired military muscle by India and its growing role as a regional police. Although the apparent identification of the two Maldivian nationals could be a sufficient reason, at its face value, to link it with the previous such attempts by the mercenaries, yet other converging factors, indicative of involvement of external hand, could hardly be ignored. Sailing of the mercenaries from Manar and Kankasanturai in Sri Lanka, which were in complete control of IPKF, and the timing and speed of the Indian intervention proved their involvement beyond any doubt.

Nepal

Ever since the partition of the sub-continent India has been openly meddling in Nepal's internal affairs by contriving internal strife and conflicts through RAW to destabilize the successive legitimate governments and prop up puppet regimes which would be more amenable Indian machinations. Armed insurrections were sponsored and abetted by RAW and later requests for military assistance to control these were managed through pro-India leaders. India has been aiding and inciting the Nepalese dissidents to collaborate with the Nepali Congress. For this they were supplied arms whenever the King or the Nepalese Government appeared to be drifting away from the Indian dictates and impinging on Indian hegemonic designs in the region. In fact, under the garb of the so-called democratization measures, the Maoists were actively encouraged to collect arms to resort to open rebellion against the legitimate Nepalese governments. The contrived rebellions provided India an opportunity to intervene militarily in Nepal, ostensibly to control the insurrections which were masterminded by the RAW itself. It was an active replay of the Indian performance in Sri Lanka and Maldives a few years earlier. RAW is particularly aiding the people of the Indian-origin and has been providing them with arms and ammunition. RAW has also infiltrated the ethnic Nepali refugees who have been extradited by Bhutan and have taken refuge in the eastern Nepal. RAW can exploit its links with these refugees in either that are against the Indian interest. Besides the Nepalese economy is totally controlled by the Indian money lenders, financiers and business mafia ( RAW's Machination In South Asia by Shastra Dutta Pant, Kathmandu, 2003).

Afghanistan

Since December 1979, throughout Afghan War, KGB, KHAD (WAD) (former Afghan intelligence outfit) and RAW stepped up their efforts to concentrate on influencing and covert exploitation of the tribes on both sides of the Pakistan-Afghanistan border. There was intimate co-ordination between the three intelligence agencies not only in Afghanistan but in destabilization of Pakistan through subversion and sabotage plan related to Afghan refugees and mujahideen, the tribal belt and inside Pakistan. They jointly organized spotting and recruitment of hostile tribesmen and their training in guerrilla warfare, infiltration, subversion, sabotage and establishment of saboteur force/terrorist organizations in the pro-Afghan tribes of Pakistan in order to carry out bomb explosions in Afghan refugee camps in NWFP and Baluchistan to threaten and pressurize them to return to Afghanistan. They also carried out bomb blasts in populated areas deep inside Pakistan to create panic and hatred in the minds of locals against Afghan refugee mujahideen for pressurizing Pakistan to change its policies on Afghanistan.

Pakistan

Pakistan's size, strength and potential have always overawed the Indians. It, therefore, always considers her main opponent in her expansionist doctrine. India's animosity towards Pakistan is psychologically and ideologically deep-rooted and unassailable. India's war with Pakistan in 1965 over Kashmir and in 1971 which resulted in the dismemberment of Pakistan and creation of Bangladesh are just two examples.

Raw considers Sindh as Pakistan's soft under-belly. It has, therefore, made it the prime target for sabotage and subversion. RAW has enrolled and extensive network of agents and anti-government elements, and is convinced that with a little push restless Sindh will revolt. Taking fullest advantage of the agitation in Sindh in 1983 and the ethnic riots, which have continued till today, RAW has deeply penetrated and cultivated dissidents and secessionists, thereby creating hard-liners unlikely to allow peace to return to Sindh. Raw is also involved similarly in Balochistan.

RAW is also being blamed for confusing the ground situation is Kashmir so as to keep the world attention away from the gross human rights violations by India in India occupied Kashmir. ISI being almost 20 years older than RAW and having acquired much higher standard of efficiency in its functioning , has become the prime target of RAW's designs, ISI is considered to be a stumbling block in RAW's operations, and has, therefore, been made a target of all kinds of massive misinformation and propaganda campaign. The tirade against ISI continues unabated. The idea is to keep ISI on the defensive by fictionalising and alleging its hand is supporting Kashmiri Mujahideen and Sikhs in Punjab. RAW'S fixation against ISI has taken the shape of ISI-phobia, as in India everyone traces down the origin of all happenings and shortcomings to the ISI . Be it an abduction at Banglaore or a student's kidnapping at Cochin, be it a bank robbery at Calcutta or a financial scandal in Bombay, be it a bomb blast at Bombay or Bangladesh, they find an ISI hand in it (RAW :GLOBAL AND REGIONAL AMBITIONS" Edited by Rashid Ahmad Khan and Muhammad Saleem, Published by Islamabad Policy Research Institute, Asia Printers, Islamabad, 2005).

RAW over the years has admirably fulfilled its tasks of destabilising target states through unbridled export of terrorism. The India Doctrine spelt out a difficult and onerous role for RAW. It goes to its credit that it has accomplished its assigned objectives due to the endemic weakness in the state apparatus of those nations and failure of their leaders.

Reunification had been the original plan but wisdom in the end prevailed and only portions of neighbouring countries are now required. This is the whole idea behind the RAW devised plan to balkanise parts of Bangladesh which was explicitly admitted to by former RAW operative Dr. Kalidas Baidya. This was also the reason that RAW started an insurgency in the CHT and you should also look at Asoka Raina's book on RAW. My book on the whole uses Indian sources to substantiate the claims made therein so basically you are arguing against yourselves.

This is why we describe you as being out of touch of current reality. You are forming a "India Dcotrine" based on something that was,rather than that is.

RAW is an intelligence agency. They always make preposterous plans,just like any other intelligence agency of the world. That does not mean that every plan will be implemented and some weird out-of-reality ideas will be kept alive just because it sounds grandeour.

I can list a lot of such "conspiracy theory" from different nations and say they are source of all evil. World has moved on and you are still in a fantasy world of "evil Hindu Empire trying to disintergrate Bangladesh".

Frankly speaking Indians made a favour to the Pakistanis by liberating Bangladesh.
Care to tell me what will happen if bangladesh disintergrates? Where do you think all those millions of refuges will land up? India. And you it is worth spending resources to accumlate millions of refugees?

And yes this "portion doctrine". How many portion of Bangladesh has been acquired by India since 1971? That is what almost 30 years. come on dont tell it is so difficult for India to capture a "portion" of Bangladesh in 30 years. Few years back there was the "evil Hindu BJP government". How come bangladesh is still independent? How come there is no news about "portions" captured by India during that period?

Consider some of the report’s findings relative to the Muslims of India [who encompass 140 million people or about 15% of the Indian population] (10):
In rural areas: 94.9% of Muslims living below poverty line fail to receive free food grain.

Only 3.2% of Muslims get subsidized loans.

Only 2.1% of Muslim farmers have tractors, while just 1% own hand pumps.

54.6% of Muslims in villages and 60% in urban areas have never been to schools. In rural areas, only 0.8% of Muslims are graduates, while in urban areas despite 40% of the Muslims receiving modern education only 3.1% are graduates. Only 1.2% of Muslims are post-graduates in urban areas.

While West Bengal has 25% Muslim population, only 4.2% are employed in state services. In Assam, with a 40% Muslim population, only 11.2% are in government employment. Kerala has 20% Muslims, but only 10.4% of government employees are Muslim.

In Karnataka, where the Muslim population is 12.2%, 8.5% are employed in government services. While in Gujarat, of the 9.1% Muslim population, 5.4% are in state jobs; in Tamil Nadu, against a 5.6% Muslim population, 3.2% are employed in government.

Though West Bengal is known as a political bastion of the left bloc, the ones who have always spoken strongly against parties entertaining communal bias, the state has zero% Muslims in state PSUs. While Kerala has 9.5% in state PSUs, Maharashtra has only 1.9%.



So if Muslims dont want to go into salaried job ,it is considered "denial of rights". Majority of Muslims in India look after their family business. This is the fact. No matter whatever twisted logic people like to use, the fact stays.

What is the percentage of Muslims in India? 15%, 18%? Does Mt Munshi expect 18% of the salaried jobs be filled by Muslims? Does Mr Munshi expect each every muslim must be in gov? It is like this, since Muslims own most of the kebab shops in Bangladesh, India needs to condemn as the percentage of Hindus in kebab business is less than 2%. Nonsense

And yes the education part of it. How much of education do you require to run you family business? Do you need to be a MBA? I have seen Muslims who do not have family business to run and education being their source of development,reach amazing heights. Hell I have lived with them under the same roof.

Mr. Munshi here is a tit bit for you. The man responsible for missiles with nuclear warhead pointed at Pakistan,China and may be Bangladesh in the future is a Muslim. Now how can this happen. India which has oppressed Muslims according to Mr Munshi, has been gifted the most destructive power by a Muslim.

In response to Kidwaibhai I would be happy to provide a copy to you but I will require your contact address. In answer to your question of how the India Doctrine is relevant to Pakistan one needs only look to at the situation in Balochistan, Kashmir and Siachin.

As for the Indian respondents I must disagree with their assessment that the India Doctrine is a thing of the past. For India to achieve its ambitions as a regional superpower it must assure that all its neighbours accept its military, political and economic supremacy and its self-proclaimed right to interfere in their internal affairs as expressed in the Nehru-Indira Doctrine and the Forward Policy. This has usually taken the form of diplomatic and economic pressure but more often than not it involves covert operations by RAW. To dismiss RAW activities as a rogue outfit fails to understand the intricate relationship between the Indian political leadership and the utility of RAW as an instrument to carry out its political and military objectives in the neighbourhood. These issues are all detailed in my book.

Apart from RAW activities in BD and the author's " personal point of view", the rest of the analysis on RAW's south asian activities is divergent from actual facts and events as recognized by world security agencies. The author seems to see ghosts where none exist and has made a painful attempt to paint those ghosts.

Many basic well published facts w.r.t to Bangladeshi liberation from West Pakistan are sketchy and poorly presented.

Many facts about cold war politics that shaped the current Sri Lankan imbroglio seem to have been lost to the author.

The book at best is a personal view, and useless as an academic tool.

The above comment of sword9 appear exceedingly broad as it is merely based on the comments I have made on this forum and bears no relationship to the actual contents of the book where intelligence issues play only a supporting role to the oft repeated objectives of Indian politicians, religious leaders and analysts that clearly enunciate an Akhand Bharat and domination over the South Asian region. As I have already mentioned this does not entail physical occupation.
