Such simplistic and reductionist statements don't help. When you have terrain like Balochistan + two massive borders (one of which is almost impossible to govern due, again, to terrain) with antagonistic States + foreign powers trying to destabilize you --- it's hard to do better than this with the limited resources you have.

gangs affiliated / connected to political parties will feel the eat and those can be managed with minimal response. gone are the days when this used to be organized crime....the main problem now is Sectarian killings, ISIS sleeper cells and use of Organized gangs to move material in U& out of the city which can be used by militants

Many people, like you, are giving a number of suggestions. But, what I think is that, like all the other prime institutions of Pakistan, our security establishment is also weak, complacent and compromised, to a large extent. I have stopped expecting much from them.
