Guwahati: United Liberation Front of Assam (Independent) on Sunday claimed responsibility for the attack on an Army convoy in Tinsukia district in which three soldiers were yesterday killed.

The 15 Kumaon Regiment of Indian Army at Burhi Dihing, Tinsukia, was attacked yesterday morning, the banned outfit said in a statement, adding at least four jawans were seriously injured in the ambush.

The attack was carried out by ULFA(I) and the Coordination Committee (CorCom), an umbrella body of militant groups People's Revolutionary Party of Kangleipak, People's Revolutionary Party of Kangleipak (Progressive), Revolutionary People's Front and United National Liberation Front, the statement said.

Tinsukia district Superintendent of Police Mugdhajyoti Dev Mahanta said the ambush was carried out jointly by NSCN(K) and ULFA(I) militants and they used sophisticated weapons, including Rocket Propelled Grenade (RPG), AK-47 rifles and mortars.

Imphal: One person was killed and two CRPF jawans were injured in three blasts triggered by unidentified outfits here on Sunday.

Binod Roy was killed in an explosion of an IED at Singjamei Chingamathak area near an Assam Rifles camp in the morning, police officials said.

Another explosion took place around 5 pm at BT Road near M-sector, a few meters away from the camp of the Assam Rifles.

The spokesman of the Assam Rifles said no jawan was injured in the blast.

About 10 minutes later, another blast occurred within the All India Radio complex injuring two CRPF jawan, police officials said.

The explosions took place ahead of the 10-day long Sangai festival in the state capital from tomorrow.

Imphal: At least five personnel of Para Special Force deployed along the Manipur-Myanmar border sustained life threatening injuries when militants ambushed a patrol party at Sajik Tampak on Saturday.

The incident took place at 9 am today.

The wounded soldiers were airlifted to the military hospital at Leimakhong army headquarters near Imphal.

The soldiers were patrolling in the interior areas of Chandel district located along the international border when one remote controlled bomb detonated. The militants then opened fire from automatic rifles while the soldiers retaliated.

It is believed that the militants escaped across the border later. Reinforcements were rushed for launching combing operations in the area.

There has been no claim about the attack from any underground organisation till the report was filed.

For a long time Sajik Tampak had been the general headquarters of several insurgent groups but eventually, security forces pushed them back and opened a camp.

It was an ideal strategic area since approaching security forces could be sighted from a distance and the insurgents could escape across the border if they were pushed too hard.

In an ambush in Wakka, Longding district of Arunachal Pradesh on Saturday, one Assam Rifles soldier was killed and 9 others were injured. The convoy of the Assam Rifles was ambushed by armed militants. The attack took place 20 km from Indo-Myanmar border.

Defence PRO Lt Colonel Chiranjeet Konwar said the militants ambushed the convoy of 16 Assam Rifles stationed in the district near Wakka at around 1.45 PM killing one jawan on the spot while injuring nine others. He, however, could not divulge the name of the deceased nor the group involved in the ambush.

“Search operation is going on in the area and efforts were being made to evacuate the injured jawans,” he added. Unconfirmed reports from Longding said the ambush was carried out jointly by NSCN (K) and ULFA (Independent) cadres.

The search operations are still on.

More details awaited.

KOKRAJHAR: Two NDFB (Songbijit) militants were neutralised in an encounter with a joint team of state police and Army in the deep jungles of Assam's Kokrajhar district along Indo-Bhutan border today.

On a tip-off, Assam Police personnel with troops of Rajput Regiment launched an operation inside Kochugaon reserve forest at Oksiguri area in the wee hours, Additional Director General of Police L R Bishnoi told reporters here.

A group of four insurgents exchanged fire with the security team and two of the militants were killed on the spot, Bishnoi said.

An AK-56 rifle with 21 rounds of live ammunition, one 7.6 mm pistol with one magazine containing three rounds live ammunition, cash worth Rs 6,000 in new Rs 2000 notes, four bycycles and some ration items were seized, he said.

The slain extremists were identified and search is on to track the other two absconding rebels, police added.

Government firmly committed to maintaining rule of law in Manipur

The Ministry of Home Affairs has watched with concern the ongoing blockade on NH 37 in Manipur and the consequent shortages of essential commodities faced by the people of Manipur. The Government of India is firmly committed to maintaining rule of law. It considers blockades anywhere in India a gross violation of law and a crime against humanity causing untold suffering to countless humans. No individual or organisation will be allowed to take the law into their own hands.

The Government of India has remained committed to ensuring that the routes to Manipur are open and remain accessible to all including supplies of petroleum products, and other essential commodities including foodstuff. Accordingly it had placed 15 companies of Central Forces stationed in Manipur at the disposal of the State Government. Last week another 15 companies of Central Forces were made available to the State Government to enable the State Government to have the blockade lifted.

It is hoped that State Government will act with responsibility and maturity to ensure both maintenance of supplies to Manipur as well as social harmony. MHA will provide additional Forces to the State Government if necessary.

The Government of India expects all to cooperate with the Government of India's resolve to both maintain rule of law and supplies of commodities to Manipur, and appeals to the United Naga Council (UNC) to remove its illegal blockade in view of the difficulties faced by the people of Manipur. All contentious issues need to be settled peacefully by democratic and lawful means.

Naga blockade of the State in protest continues
: Manipur Chief Minister Okram Ibobi Singh on Wednesday declared Jiribam, hitherto a subdivision of the Imphal East district, as a full-fledged district in a simple official function. In a midnight Cabinet meeting on December 8, seven new districts were formed and postings of Collectors and Police Superintendents to them announced. Now, there are 16 districts in the State. Mr. Ibobi was on Wednesday scheduled to inaugurate another district, Pherzawl, which was carved out of Churachandpur district. However, this had to be put off since the helicopter could not land due to inclement weather. He will inaugurate Tengnoupal district, which was carved out of the Chandel district.

Bharat Sanchar Nigam Limited services will be hit in North-East India as staff unions of the State-run communication service provider has called for a one-day strike on December 15.

The unions have been demanding withdrawal of a decision to establish a Subsidiary Tower Company to take control of over 65,000 towers from the BSNL.

They held demonstrations in BSNL office premises across the North-East on Tuesday to condemn the Centre’s move and support the ensuing strike.

Three police personnel were killed and nine others seriously injured in two ambushes in Manipur on Thursday morning. The personnel were on their way to provide security for the inaugural function of the newly-formed Tengnoupal district. Chief Minister Okram Ibobi Singh and other senior Ministers attended it.

Mr. Ibobi Singh strongly condemned the incidents saying that violence would not solve any problem. He said the militants who attacked the police cannot not browbeat the government and promised a “befitting reply.”

Ex-gratia announced

While inaugurating Tengnoupal district he announced an ex-gratia of Rs. 5 lakh each to the families of the dead personnel. The government also conveyed its condolences to the bereaved families. Later Mr. Ibobi Singh and senior ministers went to Kangpokpi, another newly-formed district for inauguration.

The Nagas opposed the formation of the seven new districts. Other tribal groups have also opposed it. United Naga Council has imposed an economic blockade since November 1 protesting against the plan to form the districts.

Two drivers were wounded on Monday night when militants opened fire at the trucks bringing consumer items under police escort.

Myanmar “deeply resented” the Narendra Modi government boasting in June last year that Indian troops had entered its territory in hot pursuit of secessionists in Manipur and Nagaland, a government official said on condition of anonymity.

A senior western diplomat corroborated he received the same reaction from the Myanmar government. He was also informed that the Myanmar Army (known as Tatmadaw) was of the view a group photo of Indian soldiers said to have been taken inside Myanmar had flora and fauna in the background that did not match with those in areas bordering Manipur.

An editor of a newspaper said the Myanmar government conveyed the same opinion to his publication. The then President Thein Sein’s office cryptically commented “we have learnt that the military operation was performed on the Indian side of the border”.

In the episode concerned, the Indian Army suffered a heavy ambush by armed separatists in Manipur. At least 18 soldiers were killed, following which the rebels fled to neighbouring Myanmar. A few days later, Indian parachute commandos in helicopters reportedly carried out a cross border raid, in course of which, the Defence Ministry maintained, around 40 rebels were taken out.

Minister of State for Information and Broadcasting, Rajyavardhan Rathore had trumpeted that Indian troops had penetrated deep into Myanmar territory.

“It was a historic and very brave decision by the Prime Minister to go in hot pursuit and annihilate the rebel camp.”

A source at the Indian Embassy in Yangon disagreed Myanmar had expressed resentment. Asked to explain this, the western diplomat said even the quasi-military regime, which was in office at the time, wanted good relations with India and consequently did not make too much of a fuss over the incident.

Cross-border operations were not unknown under previous government in Delhi, but not advertised in order to avoid embarrassing Naypyidaw.

Military-ruled Myanmar allegedly aided and abetted secessionists in India’s north-east. It was even suspected such cooperation was at the behest of China. It is now believed that Myanmar does not knowingly assist or shelter elements inimical to India. But the militants still obtain sanctuary on its soil.

There is a consensus that Indian jawans did enter Myanmar. What local inhabitants doubt, though, is the amount of damage inflicted by them. Nearby villagers told rights activists that there was heavy bombardment and the rebel camps were destroyed, but there was “no evidence of significant casualties”.

Since Prime Minister PV Narasimha Rao initiated a policy in the 1990s of extending support to pro-democracy campaigner Aung San Suu Kyi (now in office) while simultaneously engaging with the Tatmadaw, India has managed to smooth ties with the military.

Last month, the Indian Ambassador in Myanmar, Vikram Misri, called on the chief of the armed forces, Senior General Min Aung Hlaing. The meeting was propagated with much fanfare on the latter’s Facebook page.

This weekend, the general will be travelling to Ratnagiri in Maharashtra to mark the 100th death anniversary in this coastal town of the last Myanmar monarch, King Thibaw Min, who after being ousted by the British in 1885 was exiled to India. Earlier, the Raj had banished the last Indian ruler, Emperor Bahadur Shah Zafar to Yangon, where he died and lies buried within the city precincts.

Myanmar would welcome greater Indian interest in its economic affairs. Ambassador Misri said: “It is a fact that the [Indian] private sector has lagged behind. However, we would like to think that the infrastructure and capacity building that has been built up through official grants and aid will support the expected foray of private FDI from India into Myanmar.”

He concluded: “Given the economic reforms being carried out by the Government of Myanmar in many areas, including FDI and the lifting of foreign economic sanctions, I am confident that Indian companies will find Myanmar a more inviting place to do business.”

A series of powerful explosions rocked Imphal city within a time span of an hour last night, police said today. No casualties were reported in the explosions that took place in a gap of about 20 minutes at 8 PM yesterday.

The first IED explosion took place at the residence of a special contractor, Shangreihan Muivah, in the highly congested Fairyland area of Nagaram in the heart of capital city at around 8 PM yesterday. Window panes and some other portions of the residence were shattered in the explosion.

Another IED exploded at the residence of 58-year-old Mingyao Ruivanao during which portions of his house was damaged.

Police said, the second explosion that left a crater of around 10 feet, occurred 20 minutes later after the first explosion. Meanwhile, unidentified persons lobbed a hand grenade at the residence of retired Survey Officer RB Reishinsham. The grenade exploded, 20 minutes later after the second blast but did not damage any standing structures, a police officer said.

The triple explosions comes in the backdrop of the twin ambush at Lokchao and Bungyang area in the newly created Tengnoupal district and an attack on Manipur Police personnel at Noney on Thursday last which left three Manipur Police personnel dead and injuring 14 police personnel.

Around 80 militants belonging to Isak-Muivah faction of National Socialist Council of Nagalim (NSCN-IM), the largest Naga rebel group, attacked military posts in Imphal and snatched many weapons from security personnel, TV reports said.

The attack took place at Nungkao in Tamenglong district.

The militants took away weapons from a team of 6th Manipur Rifles and 7th Indian Reserve Battalion based in the area, said a police officer.
