Though not in any defence of the Armed Forces we also have to take into account the pressure under which they are working leaving their families, constantly being potrayed as villains by some 'activists'. In such a hostile insurgency prone area (pre-2002) mistaken identities, collateral deaths due to shootouts are not unheard of and is common all over the world. Blaming the Armed Forces alone is not fair IMHO.Everyone - GoP, PA , the Militants, GoI, IA and the Kashmiris have their share of blame.
Saying this the Armed Forces must investigate into any alleged "willful" wrongdoing ion the part of the Jawans and give necessary punishment.
Well no doubt our track record is much better than our neighbors when it comes to dealing with insurgency....However i was not just referring to collateral damage here...Anyways its a bigger discussion and people revolve around same points without budging from their own stand...so i have lost appetite for such discussions...Good luck in carrying the Kashmir torch
