Here are some excerpts from National Election Watch report on criminal records of MPs.
1. There are 150 newly elected MPs with criminal cases pending against them. Out of these, there are 73 MPs having serious charges against them.
2. As compared to 2004, the no of MPs with criminal records has gone up. There were 128 MPs with criminal cases in 2004 Lok Sabha out of which 55 had serious criminal records. There is an increase of about 17.2% in MPs with criminal records and 30.9% increase in the number of MPs with serious criminal records.
3. BJP has maximum MPs having criminal cases – 42 MPs have criminal cases against them, out of which 17 MPs have serious criminal cases against them. It is followed by Congress – 41 MPs with criminal cases out of which 12 MPs have serious charges against them.
4. Amongst the states, UP has maximum MPs with criminal cases (total of 31 out of which 22 have serious charges against them). Maharashtra is second with 23 MPs having criminal cases out of which 9 have serious cases against them.

Twenty percent of the candidates contesting the Gujarat Assembly polls, who are fielded by major political outfits, have a criminal record, a National Election Watch (New) analysis report says.

Gujarat Election Watch (Gew), the state chapter of New, analysed affidavits of 955 candidates out of 1,666 candidates, who are contesting the state assembly polls.

"Out of the 955 candidates, 192 candidates or 20% of them declared criminal cases," the report states.

In the 2007 assembly elections for the whole of Gujarat, 23% candidates had declared criminal cases. Majority of the parties have issued tickets to candidates who have declared criminal cases against them.

Amongst the major parties, NCP leads the pack with 5 out of 9 candidates (56%) declaring criminal cases. Followed by, INC 55 out of 171 (32%), by BJP 48 out of 180 (27%), GPP 34 out of 157 (22 %), JD(U) 9 out of 60 (15%), SP 8 out of 59 (14%), and BSP 10 out of 150 (7%), candidates with declared criminal cases.

Out of these 192 candidates, 90 have have declared serious criminal cases like murder, attempt to murder, kidnapping, robbery, extortion, rape amongst others, as per the report.

Of such candidates, GPP has 17, Congress 21, BJP 24, SP has three, NCP and BSP have four each, against whom charges have been framed, the report states.

Amongst the top three candidates from major political parties who have declared serious criminal cases of murder, kidnapping and theft against them are, Vasava Chhotubhai Amarsinh of JD(U) from Jhagadia constituency.

He has declared nine cases related to dacoity, seven charges related to theft and three related to murder.

Former Gujarat Minister of State for Home Amit Shah (of BJP from Naranpura constituency) has declared two charges related to murder and 2 charges related to kidnapping, the report states.

Takatsinh Ravsinh Solanki of Congress from Shehra constituency has declared two charges related to murder, it states.

Two candidates have declared charges related to rape against themselves-Jethabhai G. Ahir of BJP from Shehra constituency and Prafulchandra Punjabhai Vankar of BSP from the same constituency, the analysis report states.

Vankar has declared that he has been acquitted but the case is still pending, as per the report.

Two candidates, who have declared that they have cases registered against them under the Prevention of Corruption Act are-- Natvarlal Pitambardas Patel of (Congress) from Mehsana constituency and Jashabhai Banabhai Barad (Congress) from Somnath constituency.

I am not here to make you APPEASE me.

I am just asking you for a fair conduct on your side so that we can have a constructive debate.

There are criminals in every party, no party is a SAINT.

You can very well hate BJP, thats your personal opinion & i have absolutely no problem with that.

But atleast don't TWIST the titles to suit your interests.

The election in Uttar Pradesh has 795 candidates with criminal records, which means that out of the 2,195 candidates who contested the election, 35 per cent or more had criminal cases pending against them.

A report combining the candidates who contested in all the phases in Uttar Pradesh has been put out by the Uttar Pradesh Election Watch and the Association for Democratic Reforms. The Samajwadi Party topped the list while the Bharatiya Janata Party and the Congress held the second and third spot respectively in fielding tainted candidates.

Out of these 2,195 candidates analysed by UPEW/ADR, 759 candidates or 35 per cent declared pending criminal cases against them. SP had 199 out of 401 (50 per cent), BJP had 144 out of 397 (36 per cent), INC had 120 out of 354 (34 per cent), BSP had 131 out of 403 (33 per cent), Janata Dal(United) had 46 out of 220 (21 per cent), Peace Party had 55 out of 209 (26 per cent), Apna Dal had 22 out of 76 (29 per cent), Qaumi Ekta Dal had 13 out of 38 (34 per cent), Rashtriya Lok Dal had 16 out of 46 (35 per cent), Bundelkhand Congress had 5 out of 33 (15 per cent) candidates with pending criminal cases.

Out of the above 759 candidates with criminal cases, Brijesh Singh alias Arun Kumar Singh (Pragatishil Manav Samaj Party, Saiyadraja constituency) has 39 criminal cases including 47 charges related to murder. He is followed by Atiq Ahmed of the Apna Dal, Allahabad West constituency. He has declared 44 criminal cases including 12 charges related to murder, five charges related to kidnapping and abduction in order to murder and three charges of extortion. Mitra Sen (SP, Bikapur constituency) has 36 criminal cases including 14 cases related to murder.

Shimla, December 12 Comparatively a state with “clean-politics” and a low crime rate, unlike big-tag states notorious for criminal-politician nexus, the Himachal Pradesh elections this time are not completely free from candidates having a criminal record.
As many as 15 per cent of the candidates out of total 336 contesting the elections have criminal cases pending against them. These include a total of 39 candidates charged with wrongful restraint/confinement and 13 others with cheating and forgery. Fifteen candidates have cases relating to criminal intimidation.

However, after a close scrutiny of the affidavits filed by the candidates before the Election Commission (EC), it came to light that candidates are not involved in any heinous crimes like murder, culpable homicide, rape or robbery.

The only exception is Sada Nand Chauhan, a Lok Janshakti Party (LJP) candidate from Nahan, who has a case of attempt to murder, beside forgery, criminal intimidation, unlawful assembly and death threats against him. Chauhan is a sitting MLA contesting the elections for the third time.

Himachal Pradesh Election Watch, a non-political organisation, which has compiled a report on the background of the candidates to ensure transparency, claims that 37 per cent of the BJP candidates have criminal cases pending against them. Equally vulnerable are candidates belonging to the Left parties and other contesting the elections.

From the Congress, there are only a few candidates facing criminal cases. These include Asha Kumari, a former minister contesting from Banikhet; Sudhir Sharma (Baijnath) in Kangra and Chander Shekhar contesting from Dharampur.

“The cases are only of political nature.These mainly include wrongful restraint, obstruction to public servants from performing their duties, breach of peace, disobedience to the order, criminal intimidation and kidnapping,” said P.R. Ramesh, coordinator of HP Election Watch.

The report, says Ramesh, will be submitted to the Election Commission to ensure greater accountability and transparency in public life. In fact, the organisation, which is affiliated to the Association of Democratic Reforms, had done a similar study in Punjab during the last elections.

Says H.N. Kashyap, a BJP state secretary, “The BJP has not fielded any candidate having a criminal record or criminal history. It was during past five years of the Virbhadra Singh government that cases were slapped against MLAs and partymen for political victimisation. The BJP, on return to power, will withdraw all such cases.” (Double speakers and hypocrites)

Some of the prominent candidates having criminal cases include BJP’s chief ministerial candidate Prem Kumar Dhumal, who faces a case of defamation, obstruction to public servants and disobeying order, and eight former ministers, including J.P. Nadda, Ishwar Dass Dhiman, Roop Singh Thakur, Narinder Bragta, Krishan Kapoor and Rajan Sushant.

Former BJP president and candidate from Shimla Suresh Bhardwaj has two cases of rioting and unlawful assembly against him. Two women candidates — Malvika Pathania and Renu Chadha — contesting from Nurpur and Banikhet, respectively, also have criminal cases pending against them.

Patna Almost all political parties in Bihar have fielded candidates with criminal background in the ensuing Assembly elections with the ruling JD(U) and BJP topping the list with 72 such nominees.
National Election Watch, an NGO, says according to the affidavit filed by candidates for the six-phased elections, BJP has fielded 41 'tainted' candidates, while JD(U) has 31 such nominees in the fray.

Ramvilas Paswan's LJP has 13 candidates, who according to their affidavits, have been chargesheeted in criminal cases.

The affidavits of 57 RJD candidates show that the party has fielded 22 who have criminal cases pending against them, the NGO said. Some of the candidates face charges of murder, kidnapping, extortion and loot.

Most BJP aspirants face criminal cases

This is discomfiting news. The Association for Democratic Reforms (ADR) analysis of criminal, financial and other background details of candidates contesting the Delhi municipal elections has revealed that BJP tops the list of parties with the maximum number of candidates with criminal cases.

The analysis of the affidavits of 1,485 candidates, out of a total 2,400 in the fray for municipal election 2012, found that 139 candidate (9 per cent) face criminal cases and 39 among them belong to BJP.

“Out of the 139 candidates with criminal cases, the BJP has fielded the maximum - 39 out of 211 party nominees analysed or 18 per cent. Congress is close behind BJP with 28 candidates having criminal records (14 per cent) out of 207 analysed,” said Anil Bairwal, national co-ordinator of ADR. BSP stands third with 19 candidates (9 per cent) out of 214 and SP a distant fourth with only four of the 77 candidates analysed having criminal records.

Out of these 139 candidates facing criminal cases, 43 are charged with serious crimes like murder, attempt to murder, kidnapping, robbery, extortion etc., and the BJP tops this list as well. BJP has fielded 11 such accused, Congress 10, BSP 5, SP 2, CPI(M) and NCP 1 each.

“Jai Singh of BSP contesting from Ward number 167 (R K Puram) faces the maximum number of criminal cases. at five, including cases related to attempt to commit culpable homicide and abetment to suicide. He is followed by Shoeb Danish of Congress from Zakir Nagar with four cases, including two related to attempt to murder,” says the report.

Crime against Women .... let's see again how clean party (BJP) fare

Around 287 candidates, who have declared that they have charges of crime against women, contested legislative assembly elections held in the last five years in various states. The charges include rape, outraging the modesty of a woman, assault, insulting the modesty of a woman etc— 72 candidates were independent, 24 were given tickets by the BJP, 26 candidates were fielded by the Congress, the BSP gave tickets to 18 and the SP to 16. Maximum number of such candidates contesting elections were from Maharasthra(41), followed by Uttar Pradesh(37) and West Bengal(22).
