WASHINGTON, Sept 25: Former prime minister Benazir Bhutto said on Tuesday that a Pakistan People’s Party government would give the Vienna-based UN nuclear watchdog access to Dr A.Q. Khan who lives under house arrest in Islamabad.

“The International Atomic Energy Agency would have the right to question A.Q. Khan,” not Western governments, said Ms Bhutto when asked at a Washington gathering if she would allow representatives from the United States and other Western countries to interrogate the nuclear scientist.

Giving access to the IAEA, she said, would satisfy the international community desiring to know more about the network of nuclear proliferators Dr Khan allegedly headed.

Ms Bhutto recalled that Dr Khan had confessed to violating the law which prevented him from sharing Pakistan’s nuclear secrets with anyone. She said that a future PPP government would also hold parliamentary hearing to determine if Dr Khan alone was responsible for selling Pakistan’s nuclear secrets to other states or “other elements were also involved.”

Ms Bhutto also said that she has asked PPP stalwart Makhdoom Amin Fahim to file nomination papers as the party’s candidate for the Oct. 6 presidential election while Nawabshah’s mayor Faryal Talpur will be his covering candidate.

She announced a three-point strategy for the presidential election: participation, abstaining and resigning from the national and provincial assemblies.

She offered three conditions to President Gen Pervez Musharraf for PPP’s support and said that his response would determine which of the three choices her party would opt for.

The conditions she offered to Gen Musharraf include the demand for him to resign from the post of the army chief, revoke the two-term ban on the re-election of a prime minister and offer an across-the-board amnesty for all political leaders. The president is required to announce his response before the presidential election scheduled for Oct. 6.

She said if Gen. Musharraf decided to retain both the posts, that of the army chief and the president, then PPP will have no option but to resign from the national and provincial assemblies. If the president responded positively, “then we will not resign, whether rest of the opposition does,” she added.

Ms Bhutto said the PPP had decided to field a candidate for the presidential election because it wanted to remain in the political process and have the option to decide what to do in case Gen Musharraf did not accept its demands. “We are doing this because we want to put ourselves in a better position to have more options. The issue of General Musharraf’s legitimacy is foremost in the minds of Pakistani people,” she told a meeting of the Middle East Institute at the Russell Senate Building in Washington.

“So as a precaution, we are filing our candidate,” she said, while noting that President Musharraf has enough support in the current assemblies to win. Throughout her speech, and later in the long Q & A session, Ms Bhutto was very critical of the government. Her harsh tone and bitter remarks apparently betrayed her frustration with the dialogue she is holding with the government on a power-sharing arrangement.

Earlier, when Ms Bhutto arrived at the Senate building, flanked by her husband Asif Zardari and a former PPP Senator Khwaja Akbar, she received a standing ovation from a select gathering of US lawmakers, diplomats, academics and media representatives. This contrasted sharply with her previous visits to the US capital when she received little attention.

Despite Washington’s renewed interest in her, Ms Bhutto strongly criticised the United States for supporting President Musharraf, calling it “a strategic miscalculation.” She said her country faces a critical choice in coming weeks between dictatorship and democracy and the US should support the forces of democracy.

Ms Bhutto said that Gen. Musharraf has tried to convince the world that only he stands in the way of extremists hoping to overrun nuclear-armed Pakistan.

“In fact, military rule is the cause of the anarchic situation in Pakistan,” she said. Dictators need crisis to perpetuate their rule and therefore have an interest in keeping extremism alive, she added.

Ms Bhutto said President Musharraf has undermined the judiciary by removing judges and has forced people to radical mosques by dismantling other paths of dissent. She said she was confident of her safe return as unlike former prime minister Nawaz Sharif, she had not been sentenced to jail on criminal charges under the Musharraf regime. But she added: “I hope for the best, and prepare for the worst.

“I’m returning to Pakistan on October 18 to coalesce the forces of moderation against extremism,” she said, adding that her goal was “quite literally to save democracy in Pakistan”.

Pledging to overhaul Pakistan’s schools and economy if re-elected prime minister, Bhutto said also that under Musharraf, Pakistan had become “the Petri dish of the international extremist movement.” Fighting the Taliban and al-Qaeda “requires a national effort that can only flow from legitimate elections,” she said.

ISLAMABAD, Sep 26 (APP): Federal Minister for Railways Sheikh Rashid Ahmed Wednesday expressed concern over the statement of Benazir Bhutto in which she said that PPP government would give the IAEA access to Dr A.Q. Khan. He told a private tv channel that if IAEA is concerned to know anything about Dr A.Q. Khan then government can handle it in a better way and Benazir need not to get involved in it. “It is our internal affair and Dr A Q Khan is still the national hero,” he added. Dr Khan would not be handed over to anyone nor anyone could have direct access to him, he said . “We cannot compromise on it and the statement of Benazir is highly condemnable,” he added. She is preparing for political Suicide.
What a poor PR she is showing just by appeasing US she can not come to power thats for sure.
She is trying everything earlier she met Isreali officials and now this provocative Statement which even her own party workers and leaders are trying to tone down.
It will also give strength to Chaudhry Brothers and her opponent.

To be fair she maybe trying to neutralise the advantage Gen M. enjoys with USA. After all USA wants him and if they can install a leader who will do what Gen M is doing + give them AQ they may just ditch Gen M.

IAEA's not a bad option. Should've been done earlier.

However it should be done in Pakistan, under heavy security. We don't want AQK facing any torture or an assassination attempt, etc. Let them know first hand who he gave the designs to and who all were involved in it.

Seems a sensible option. I doubt even if the interrogation took place by IAEA I doubt they will torture him. Most interrogations are done under camera with the persons lawyer sitting outside seeing the whole thing through a one way mirror.

It will also dispel once and for all the negative publicity Pakistan gets.

I think she is hoping that the US pulls another Zia. I'll turn over AQ Khan- Ill end extremism and terrorism - I'll make peace with India - I'll lick your.... oh sorry. That last part was supposed to be off the record.

Do the people of Pakistan have any say in all of this she is promising? Last I checked, that was the criticism directed against Mushy as well.

In other news, I heard a snippet of her interview, with Dawn TV, on NPR during a segment on the "new Pakistani Media". The anchorwoman asked her if she was being hypocritical criticizing Mushy, when she should perhaps introduce democracy within her own party first (lifelong chairperson and all) - She completely flipped. I wish I could have heard the entire thing. My goodness that woman is arrogant and rude when questioned. Bye bye free media if she ever gets power again.

Interrogation is a strong word, I won't go anything beyond an interview.

I don't agree. Have you heard of ANYONE else being interviewed, implicated and charged in this network? So why should Pakistan cough up AQ Khan? Pakistan and the Pakistani nation did what they had to in order to survive just like others around the world have proliferated for their own sake. The only difference is that AQKhan got caught while doing it. Pakistan has done an internal investigation and that is all that is needed.

We have concerns around our state secrets and national security and any opening up of AQKhan to outsiders would compromise this security....so I am all for saying buzz off to IAEA and the others. If Musharraf has withstood the pressure thus far, I don't know why this opportunist BB is mouthing off? She really has no idea about the street sentiment and would be shocked to see the reaction to this stupid offer if she ever tried it.

Lately all I hear from her is self-serving crap...we'd be better off without her and NS.

There is nothing good for Pakistan in such an offer....the questions will only increase and implicate more Pakistanis...we already know that cooperation in the nuclear field is not forthcoming...thus it is better that we stick to our secrecy and confidentiality on the AQ affair.

Asim there is something called national pride, you think it can be compromised so easily. As for the B****, she could get laid with anyone who can give her little hope for her to be re elected as the PM of pakistan. This is exactly what US also want, both can go straight to hell.
She doesnt deserve to be called the daughter of Bhutto, its an insult to him with her last name Bhutto.:angry:

I agree with you completely!!! What Pakistan has done till now is enough! We cannot keep degrading a person who is known by the common people as a hero of the nation! Bhutto is an opportunist trying to look for new ways to get to power and is trying to do so now by gaining western support and acknoledgement for her as the people of our nation are unwilling to accept such a corrupt and stupid person as their leader! The people of Pakistan still see AQ Khan as a hero and such IAEA interrogations might compromise the nuclear secrets of Pakistan!

Perhaps BB should be hanged too like her father and these unnecessary problems will end!

I look at it in this way, there might also be a sense of exoneration for AQK and Pakistanis the world over once its DONE.

As I said it should be in a controlled environment where no secrets are let out.

Whats the point? What are we trying to prove it to the world and why do we need to prove anything to the world? Every country in the world is involved in nuclear poliferation then why only pakistan? We found the guy guilty, he was releaved of his duties and is under house arrest what else you expect afterall he was a pakistani hero and he still is. Do you think for even one second that by doing so, we will be able to struck a deal with the US and NSG similar to that of india, well my friend you are seriously mistaken about it the reason isnt that pakistan was involved in poliferation but the basic fact that we are muslims and no way in hell US want to help any muslim country in this regard, one can take the example of Iran, they have signed every protocol still they are viewed as a threat, IAEA even said we dont see Iran making nuclear weapons still it is hard for the west to believe so. This is a plain reality which we as pakistanies and muslims must realize.
As for controlled enviroment, its against a countries soverignity to let someone from outside to have access to a pakistani national scientist and interogate him no matter how they do it.

Well why he should be questioned in the first place when almost all of the nuke powers got it through such methoids and rackets in the black market with indeed important persons at work.

secondly Pakistan even today rejected this idea as we had already done the prob so no need to go for another and that is one of the strongest point of Musharraf that despite immense perssure he had not handed him over.
