The Indian High Commission in Dhaka issued 1.5 million visas to Bangladesh nationals in 2019, the highest for any single country, reports bdnews24.com.

The high commission has celebrated the milestone by handing over visas to three freedom fighters at an event at the Indian Visa Application Centre at Jamuna Future Park in Dhaka on Tuesday.

Indian High Commissioner to Bangladesh Riva Ganguly Das handed the visas to the freedom fighters with five-year multiple entry.


“People to people relations, which we call ‘people to people diplomacy’, are very important for the relations between the two countries. The visa issuances have increased through our visa liberalisation process,” Das said.

India issued 1.38 million visas for Bangladesh citizens in 2017 and 1.46 million visas in 2018, a high commission official said.

Around 13.7 million foreign nationals visited India between January 2018 to March 2019, with about 2.87 million from Bangladesh, the highest from any single country.

Replying to a question about the economic benefit of these visits for India, Das said the economic benefit is obvious for both sides. “People go there for shopping on various occasions like the Eid and wedding. Businessmen go and find new avenues and it is the foundation of people-to-people diplomacy.”

India has 15 visa application centres in Bangladesh; nine of them started this year, the high commissioner said.

India economically benefitted, says HC Riva Ganguly

Indian High Commissioner to Bangladesh Riva Ganguly Das on Tuesday expressed satisfaction over the growing people-to-people contact between Bangladesh and India, mentioning that record 15 lakh visas were issued to Bangladesh citizens in 2019.

“We’re seeing the results. Even a few years back, we used to issue 6.5 lakh to 7 lakh visas yearly. This year, we issued 15 lakh visas,” she told reporters after handing over passports with Indian visas to three freedom fighters at the integrated state-of-the-art Indian Visa Application Centre (IVAC) at Jamuna Future Park in the city.

High Commissioner Riva Ganguly handed over the landmark visa (Visa no: 15,00,000 & above) to three freedom fighters Md. Shafiqul Islam, Noor Mohammed Mallik and Md. Atiar Rehman who have been given five-year multiple entry visas.

Asked whether Indian will get benefited economically with the growing number of Bangladesh citizens visiting India, Riva Ganguly responded positively and said India will certainly be benefitted economically as many go there for shopping and on business purposes.

The High Commissioner highlighted the importance of people-to-people relations between the two friendly countries and expressed satisfaction for hassle-free visa issuance through growing number of visa application centers.

“People-to-people diplomacy is very important in any two countries’ relations. We welcome the increased number of visits by people,” she said.

The High Commissioner said they are very happy that nobody needs to say anything about visa complexities these days as visa is being issued very smoothly.

She said India has opened 15 Indian Visa Application Centres in Bangladesh with further liberalization of visa process.

“We’ll want a large number of people visit to India with increased communication between people,” said the High Commissioner.

These centers are benefiting the people of Bangladesh as a large number of people from the country visit India every year, she said.

The High Commission issued around 9.76 lakh visas in 2016 and today Bangladeshi people constitute the largest number of visitors to India.

The High Commissioner mentioned about smoother bus and train communication between the two countries and hoped that an increased number of people from Bangladesh will visit India and explore beautiful places like Sikkim.

The relations between the two close neighbours will be strengthened with stronger people-to-people contact as this is the foundation of relations.

Bangladesh and India have planned to strengthen relationship between the two countries through exchange of ideas involving youths.

On December 24, the Indian Cabinet, chaired by Prime Minister Narendra Modi, approved a memorandum of understanding (MoU) between Bangladesh and India on cooperation over youth matters.

Exchange programmes in the field of youth affairs between Bangladesh and India will help promote exchange of ideas, values and culture amongst youths and consolidate friendly relations, according to Press Information Bureau (PIB), India.

It will help develop international perspective among the youth and expand their knowledge and expertise in the areas of youth affairs, India says.

The MoU on cooperation over youth affairs was one of the bilateral documents signed on October 5 in New Delhi during Prime Minister Sheikh Hasina’s visit.

Both Bangladesh and India will cooperate with each other to commemorate the upcoming anniversaries of Father of the Nation Bangabandhu Sheikh Mujibur Rahman in 2020; 50 years of Bangladesh’s War of Liberation; and the establishment of India-Bangladesh bilateral diplomatic ties in 2021.

তিনি জানান, ২০১৯ সালে ১৫ লাখ বাংলাদেশীদের ভারতের ভিসা দেয়া হয়েছে।

ঢাকায় এক অনুষ্ঠানে ভারতীয় হাই কমিশনার বলেন, কয়েক বছর আগেও প্রতি বছর সাত থেকে আট লাখ বাংলাদেশীদের ভারতীয় ভিসা দেয়া হতো।

সে হিসেবে সেটি এখন দ্বিগুণ হয়েছে। প্রশ্ন হচ্ছে, এতো বিপুল সংখ্যক বাংলাদেশি কেন ভারতে যাচ্ছে?

চিকিৎসা
নারায়ণগঞ্জের বাসিন্দা রওশন আক্তার ২০১০ সালে তার ছেলেকে নিয়ে ঢাকার একটি চক্ষু হাসপাতালে যান। অভিজাত এলাকায় বেসরকারি সে চক্ষু হাসপাতাল মধ্য বিত্তের জন্য বেশ ব্যয়বহুলও বটে। রওশন আক্তারের ছেলে তখন অষ্টম শ্রেণির ছাত্র। তার একটি চোখের দৃষ্টি শীতকালে বেশ ঝাপসা হয়ে আসতো । চিকিৎসকরা বলছিলেন, তার চোখটি নষ্ট হয়ে গেছে।

এরপর রওশন আক্তার তার ছেলেকে নিয়ে ভারতের একটি চক্ষু হাসপাতালে যান। সেখানকার চিকিৎসকরা পরীক্ষা-নিরীক্ষা করে একটি বিশেষ লেন্স দিয়েছেন, যেটি চোখে ব্যবহারের মাধ্যমে তিনি এখন সবকাজ স্বাভাবিকভাবে সবকাজ করতে পারেন।

"আমার ছেলে এখন ব্যাংকে চাকরি করে। ভারতের ডাক্তাররা বলেছে, আরো কয়েক বছর পরে ওর একটা অপারেশন করতে হবে। এরপর চোখ ঠিক হয়ে যাবে," বিবিসি বাংলাকে বলেন রওশন আক্তার।

রওশন আক্তারের মতো এ রকম হাজারো উদাহরণ রয়েছে বাংলাদেশে। এখানকার চিকিৎসকরা বলেছেন এক কথা, আর ভারতের চিকিৎসকরা বলেছেন ভিন্ন কথা।

ফলে সাম্প্রতিক সময়ে ভারতের চিকিৎসা ব্যবস্থার উপর বাংলাদেশীদের গভীর আস্থা তৈরি হয়েছে।

ঢাকার একজন বেসরকারি চাকরিজীবী সায়মা (ছদ্মনাম)। ২০১৯ সালে তিনি চারবার ভারত ভ্রমণে গিয়েছেন।

মিস সায়মা মনে করেন, ভ্রমণ কিংবা কেনা-কাটার ক্ষেত্রে বাংলাদেশের চেয়ে ভারত 'অনেক সস্তা'

তিনি উদাহরণ দিয়ে বলেন, বাংলাদেশের কক্সবাজার ঘুরতে গেলে হোটেল ভাড়া, যাতায়াত এবং খাবার বাবদ যে টাকা খরচ হয়, এর চেয়ে কম খরচে ভারত ভ্রমণ করা যায়। তাছাড়া বাংলাদেশের তুলনায় ভারত অনেক বৈচিত্র্যময় বলে তিনি উল্লেখ করেন।

ঢাকা বিশ্ববিদ্যালয়ে ট্যুরিজম এন্ড হসপিটালিটি ম্যানেজমেন্ট বিভাগের শিক্ষক সন্তোষ কুমার দেব বিবিসি বাংলাকে বলেন, বাংলাদেশের মানুষ চিকিৎসা এবং ভ্রমণের জন্য ভারত যায়।

মি: দেব বলেন, " বাংলাদেশের মানুষ মনে করছে, একই পরিমাণ টাকা দিয়ে আমি যদি পার্শ্ববর্তী দেশ ঘুরে আসতে পারি, তাহলে আমি এখানে কেন থাকবো?

কম দামে কেনাকাটা
পোশাকের ক্ষেত্রে বাংলাদেশীরা ভারতীয় পোশাককে তাদের পছন্দের তালিকায় প্রথম দিকেই রাখেন। ঈদ, পূজা, বিয়ে কিংবা অন্য যে কোন অনুষ্ঠানের কেনাকাটার জন্য ভারত যেতে স্বাচ্ছন্দ্য বোধ করে অনেক বাংলাদেশী।

বাংলাদেশের বিভিন্ন মার্কেট কিংবা শপিং-মলে ভারতীয় পোশাকে সয়লাব। এসব পোশাক কমদামে কেনার জন্য অনেকে এখন ভারত যাওয়াকে শ্রেয় মনে করেন।

" যে পোশাক আমি ভারত থেকে তিন হাজার রূপি দিয়ে কিনতে পারি, সে একই পোশাক এখানে আট-নয় হাজার টাকা লাগে। তাছাড়া ওখানে গেলে আমি কমদামে একসাথে অনেক ড্রেস কিনে আনতে পারি।"

লাইফ-স্টাইল স্বাধীনতা
ঢাকা বিশ্ববিদ্যালেয়ের শিক্ষক সন্তোষ কুমার দেব বলেন, পার্শ্ববর্তী দেশগুলোতে বাংলাদেশের তুলনায় বিধি-নিষেধ অনেক কম। পর্যটনের জন্য যে ধরণের সুযোগ-সুবিধা থাকা প্রয়োজন, নানা বিধি-নিষেধের কারণে সেগুলো যথাযথ ব্যবহার করা যাচ্ছে না।

"পৃথিবীর বিভিন্ন দেশে সরকার অনুমোদিত বার এবং ক্লাবের ব্যবস্থা থাকে। সেক্ষেত্রে বাংলাদেশ সরকারের নিয়মকানুন মেনে যদি পরিচালনা করা হয়, তাহলে হয়তো বাংলাদেশে টুরিস্টের সংখ্যা বাড়বে," বলছিলেন মি: দেব।

২০১৯ সালে যারা ভারতে ঘুরতে গিয়েছেন তাদের কয়েকজনের সাথে কথা বলে বোঝা গেল, বাংলাদেশের ভেতরে নানা বিধিনিষেধের কারণে দেশের অভ্যন্তরে পর্যটনের বিষয়টি তাদের নিরুৎসাহিত করছে। ভারতে ঘুরতে গিয়ে তারা যতটা স্বাচ্ছন্দ্য বোধ করেন, সেটা বাংলাদেশে তারা করেন না।

মিস সায়মা বলেন, "আমি আনন্দের জন্য ঘুরতে যাই। হোটেল রুমে বসে থাকার জন্য আমি এতো কষ্ট করে কক্সবাজার যাবো না। কক্সবাজারে সন্ধ্যার পর আমার কিছু করার নাই। আমার বাচ্চাটাকে নিয়ে যে আমি সন্ধ্যার পর কোথাও যাবো, সে রকম কিছু নাই। কোথাও বেড়াতে গিয়ে যদি হোটেল রুমে মধ্যে বসে থাকতে হয়, তাহলে তো আমার বাসার সাথে সেখানে কোন পার্থক্য নাই।"

বৈচিত্র্য
লাইফ-স্টাইলের স্বাধীনতা ছাড়াও পর্যটনের ক্ষেত্রে বৈচিত্র্য একটি গুরুত্বপূর্ণ বিষয়। বৈচিত্র্যের কারণে ভারত অনেক দেশের পর্যটকদের কাছে আকর্ষণীয় হয়ে উঠেছে। বাংলাদেশও তার ব্যতিক্রম নয়।

মিস সায়মা বলেন, " ইন্ডিয়াতে গেলে অনেক কিছু দেখা যায়। আমি মরুভূমি দেখতে পাচ্ছি, সমুদ্র দেখতে পাচ্ছি, আমি ওখানে বরফ দেখতে পাচ্ছি। আমি একটা দেশের মধ্যে অনেক কিছু পাই।"

চিকিৎসা, পর্যটন কিংবা কেনাকাটা - সবকিছুর ক্ষেত্রে যে বিষয়টি সামনে আসে সেটি হচ্ছে খরচ। ভারতে যারা প্রতিনিয়ত আসা-যাওয়া করছেন তাদের ভাষ্য হচ্ছে চিকিৎসা, পর্যটন এবং কেনাকাটার ক্ষেত্রে বাংলাদেশের তুলনায় ভারত একদিকে সাশ্রয়ী এবং অন্যদিকে মানও ভালো।

এসব কারণে বাংলাদেশীরা এখন ভারত ভ্রমণের দিকে ঝুঁকছে বলে মনে করেন বিশ্লেষকরা।
