Bangladesh needs to get tough with Myanmar

This has gone on long enough. Bangladesh can no longer afford to sit on the sidelines
For far too long have we had to watch silently as the Myanmar army carried out its ethnic cleansing of the Rohingya in their own homeland.

For far too long have we as a publication spoken out on this issue, only to see no action being taken to resolve it.

Let no one say that this is an internal matter for Yangon. As a nation directly affected by Myanmar’s Rohingya problem, we urge the Bangladesh government to take up this cause, if not for humanitarian reasons, then definitely for the sake of regional prosperity and stability.

While there is no doubt that our country has done more than it can in providing aid and refuge to the hundreds of thousands of Rohingya fleeing persecution, this is no longer a viable long-term solution.

Our nations signed two agreements on the repatriation of the Rohingya to Myanmar — one in 1978 and the other in 1992 — under which many Rohingyas returned home. It’s clear that the Myanmar government’s current intransigence begs for tougher diplomatic action to be taken.

The repatriation deals prove two things: That Rohingyas are Myanmar citizens and that bilateral talks between the two nations can yield results.

This has gone on long enough. Bangladesh can no longer afford to sit on the sidelines.

Turkish President Recep Tayyip Erdogan has appreciated Bangladesh's steps for providing assistance to Rohingya people and resolving the ongoing Rohingya crisis as he phoned his Bangladeshcounterpart, President Abdul Hamid.

"While talking with President Abdul Hamid over phone on Thursday night, Erdogan also reiterated his country's support to Bangladesh in this regard," a foreign ministry statement said here today.

A Bangabhaban spokesman said the Turkish president made the phone call to President Hamid at about 8.40 pm and discussed matters related to bilateral interests.

During the telephonic conversation, the Turkish president expressed the sympathy of the people of his country for the damage caused by the recent flood across Bangladesh, said the statement.

Erdogan expressed concern over the prevailing situation in the Rakhine State of Myanmar and "ongoing repression and enforcement of excessive power" on Rohingya community.

He apprised President Hamid of the steps taken by Turkey in the international arena in this regard.

The Turkish president also assured of continuing its role to present the Rohingya issue before different international forums.

On behalf of the Bangladesh people, President Hamid greeted the Turkish president and people on the occasion of Eid-ul-Azha and thanked Erdogan for making the telephone call and extending his support for Bangladesh.

The president apprised Erdogan of the measures taken by Bangladesh for over 30 years for the Rohingya community who are the victims of torture and persecution.

President Hamid said despite having limited resources and other constraints Bangladesh has extended all out cooperation to the Rohingya refugees as per the international laws and rules.

"Though the massive environmental damage caused due to the influx of Rohingyas into concerned areas, Bangladesh has been continuing providing food, shelter, medicines, education and other facilities to them," he added.

The Bangladesh president underscored the need for ensuring the protection of general people of Myanmar from the violence and immediate implementation of the recommendations of the Kofi Anan Commission.

He sought the continued Turkish support in different international forums including OIC and UN and welcomed the desire of the future Turkish cooperation.

President Hamid invited Erdogan to visit Bangladesh at his convenient time.

President Zia replied back that প্রেসিডেন্ট জিয়াউর রহমান জাতিসংঘ মহাসচিবকে তার উত্তরে জানিয়েছিলেন,

“আমাদের সেনাবাহিনী সেখানে একটা পিকনিক পার্টি করতে জমায়েত হয়েছে,অন্যকোন জটিল বিষয়ে নয়।” তখন তিনি সামান্য ভয় দেখিয়ে হাজার হাজার রোহিঙ্গা মুসলিমের জীবন বাঁচিয়ে ছিলেন

এইদিকে আজকে কক্সবাজারের টেকনাফে রোহিঙ্গাবাহী আরও দুটি নৌকাডুবির ঘটনা ঘটেছে। গতকাল বুধবার দিবাগত রাত দেড়টা ও আজ বৃহস্পতিবার সকাল সাতটার দিকে এই নৌকাডুবির ঘটনা ঘটে। এই দুটি নৌকাডুবির ঘটনায় এখন পর্যন্ত ১০ শিশু ও ৯ নারীর লাশ উদ্ধার করেছে স্থানীয় লোকজন। সমুদ্রসৈকতের বিভিন্ন এলাকা থেকে লাশগুলো উদ্ধার করা হয়।

সাবরাং ইউনিয়ন পরিষদের (ইউপি) ৭ নম্বর ওয়ার্ডের সদস্য নুরুল আমিন প্রথম আলোকে বলেন, রাত একটার দিকে ও সকাল সাতটার দিকে আরও দুটি নৌকাডুবির ঘটনা ঘটে। ওই নৌকা দুটিতে ধারণ ক্ষমতার চেয়েও ২২ থেকে ২৫ জন যাত্রী বেশি ছিল। রোহিঙ্গাদের নিয়ে নৌকাগুলো নাফ নদী পেরিয়ে বঙ্গোপসাগর হয়ে শাহপরীর দ্বীপ পশ্চিমপাড়া ও মাঝারপাড়া কূলে ভেড়ানোর আগেই জোয়ারের ধাক্কায় নৌকা দুটি ডুবে যায়। বেশির ভাগ শিশু ও নারী সাঁতরে কূলে উঠতে না পারায় ডুবে মারা যায়। আজ সকাল ৮টা ৪০ মিনিট পর্যন্ত ১৯ জনের মৃতদেহ উদ্ধার করা হয়েছে।

২০০০ সালে বাংলাদেশ ও মিয়ানমারের মধ্যে ‘নাফযুদ্ধ’ হয়েছিল। এতে বাংলাদেশের কোনো জোয়ান মারা না গেলেও মিয়ানমারের ছয়শো সেন্য নিহত হয়েছিল। শেষ পর্যন্ত পরাজয় মেনে নিয়ে মিয়ানমার সন্ধিচুক্তি করতে বাধ্য হয়েছিল।

তৎকালীন বিডিআর প্রধান মেজর জেনারেল ফজলুর রহমানের বর্ণনায় মিয়ানমারকে যুদ্ধে হারানোর ইতিহাস তুলে ধরা হলোঃ

“আমি সবে বিডিআর মহাপরিচালক হয়েছি। দেখলাম মিয়ানমারের নাসাকা বাহিনী (বর্তমানে বর্ডার পুলিশ) আমাদেরকে মানে বিডিআর সদর দপ্তরে মাঝে মাঝে চিঠি লিখে সতর্ক করে। মিয়ানমারের নাসাকা বাহিনীর লেখা চিঠির ভাষা হুবহু নয়, তবে কিছুটা এইরূপ বা এর চেয়ে জঘন্য: “From NASAKA HQ to BDR HQ Bangladesh. We are warning you to behave otherwise we will teach you lessons you will never forget.”

সাধারণত যখন কোন চিঠি লেখা হয়, তখন প্রথা অনুযায়ী চিঠির শুরুতে অভিবাদন/নিবেদন এবং শেষ সাবমিশন থাকে। যেমন সালাম দিয়ে বা সমপর্যায়ের শব্দ দিয়ে চিঠি আরম্ভ করে চিঠির শেষে যেমন লিখতে হয় আপনার একান্ত বিশ্বস্ত বা সমপর্যায়ের শব্দ। আমাদেরকে লেখা নাসাকার চিঠিতে তার কোন বালাই নেই। ভাষা এবং শব্দচয়ন অতীব নিম্নমানের এবং অসম্মানজনক।

এই রকম কয়েকটা চিঠি আসার পর আমি পরিচালক অপারেশন বিডিআর কর্নেল রফিককে আমার অফিসে ডেকে মিয়ানমারের নাসাকা সদরে একটি জবাবী চিঠি উত্তর হিসাবে পাঠাতে নির্দেশ দিলাম এবং জবাবী চিঠির ভাষা কী হবে তা যখন তাকে বললাম, তখন কর্নেল রফিক আমাকে অনুরোধ করতে লাগলেন, “স্যার, এমন কড়া ভাষায় নাসাকা সদরে চিঠি পাঠানো ঠিক হবে না। ওরা স্যার ইংরেজি ভাল জানে না বলে কী লিখতে কী লিখে তারা নিজেরাই হয়তো জানে না।”

আমি বললাম, “রফিক, দেখ। আমরা যেমন ব্রিটিশ রুলে ছিলাম, তেমনি বার্মাও ব্রিটিশ রুলে ছিল। আমরা যদি ইংরেজি জানতে, বুঝতে এবং ভাল লিখতে পারি, তাহলে মিয়ানমারের নাসাকাও ভাল ইংরেজি লিখতে পারবে সন্দেহ নাই।”

তারপরেও যখন দেখলাম কর্নেল রফিক সম্মত হচ্ছেন না, তখন আমি তাকে চলে যেতে বললাম এবং আরো বললাম, “আমি নিজে ডিকটেশন দিয়ে একটা চিঠি টাইপ করে তোমার কাছে পাঠাচ্ছি নাসাকা সদরে পাঠানোর জন্য।”

আমি চিঠিটার শুরুতে সেলুটেশন ও শেষে সাবমিশন ঠিক রেখে যা লিখেছিলাম তার ভাষা মোটামুটি এইরূপ: “Excellency, the letters we receive intermittently from your HQs are worst in choice of words and construction of sentences. Often you use filthy and uncivilized words which are never written to any Forces HQs like BDR. Henceforth any such of your letters will be viewed seriously by us and you will be liable to face grime consequences. Be gentle and civilized, else we will teach you lessons how to be civilized and behave properly.”

যাইহোক, এই ধরনের একটা চিঠি সময় মতো নাসাকা সদরে পাঠানো হল। আশ্চর্য হলেও সত্য, এই চিঠির পরে নাসাকা সদর থেকে যত চিঠি আমি মহাপরিচালক থাকা অবস্থায় বিডিআর সদরে এসেছিল, সব ছিল সুন্দর এবং মার্জিত ভাষায় লেখা। এরপরে মিয়ানমারের সাথে আমাদের নাফযুদ্ধ হল।

নাফ হচ্ছে বাংলাদেশ ও মায়ানমারের বিভক্তিকারী নদী। প্রকৃতপক্ষে এটি ১২ টি শাখায় বিভক্ত। ১৯৬৬ সালে তৎকালীন পাকিস্তান এবং বার্মা সরকার এই মর্মে চুক্তি সাক্ষর করে যে, তারা কেউই নদীর কিংবা এর শাখাগুলোর স্বাভাবিক প্রবাহে হস্তক্ষেপ করবে না। তাছাড়া প্রাকৃতিক কারণে নদীর গভীরতায় তারতম্য তৈরী হলে সেই অনুপাতে দু দেশের সীমান্তও পরিবর্তিত হবে।

তো যখন আমি বিডিআর এর মহাপরিচালক পদে নিয়োগ পেলাম তখন আমাকে জানানো হল যে, বাংলাদেশের মূল ভূখন্ডের ২৮০০ একর জায়গা মিয়ায়ানমার কর্তৃক নদীতে অবৈধভাবে দখল হয়েছে। কারণ, তারা ১৯৬৬ সালে সাক্ষরিত চুক্তির অবৈধ অপব্যবহারের উদ্দেশ্যে নাফ নদীর স্বাভাবিক প্রবাহে বিঘ্ন সৃষ্টি করে বাঁধ নির্মাণ করেছে।

হঠাৎই তারা নাফ নদীর সর্বশেষ শাখাটিতেও বাঁধ নির্মাণ আরম্ভ করল এবং যদি তারা একাজে সফল হত, তবে পুরো টেকনাফ অঞ্চলটিই বঙ্গোপসাগরে বিলীন হয়ে যেত।
আমরা প্রতিবাদ জানালাম, কিন্তু মিয়ানমার এটিকে আমলে নিল না এবং তাদের কাজ অব্যাহত রাখল। তারা তাদের স্থাপনা (৯ বাঁধ) রক্ষার্থে বার্মিজ সেনা ও নৌবাহিনী হতে একজন একজন করে মোট দুজন মেজর জেনারেলের নেতৃত্বে দুই ডিভিশন সৈন্য মোতায়েন করল।

এই পরিপ্রেক্ষিতে আমরা বিডিআর এর প্রায় ২৫০০ সৈন্যকে প্রস্তুত করলাম সরাসরি আমার নেতৃত্বে। আমি প্রায় পঁচিশ লক্ষ পরিমাণ যুদ্ধ সামগ্রী (রাইফেল, গুলি, বোমা, গান পাউডার) কক্সবাজারে প্রেরণ করলাম যার অর্ধেক কক্সবাজারেই মজুদ রাখলাম এবং বাকি অর্ধেক টেকনাফে প্রেরণ করলাম।

২০০০ সালের পয়লা জানুয়ারি দুপুর ০২:৩০-এ আমি আমাদের সৈন্যদেরকে প্রতিপক্ষকে আক্রমণ করার নির্দেশ দিলাম এবং তারাও (মিয়ানমার) পাল্টা আক্রমণ আরম্ভ করল। এই যুদ্ধ তিনদিনব্যাপী স্থায়ী ছিল, যাতে প্রায় ৬০০ বার্মিজ সেনা নিহত হয়।

৪ জানুয়ারী তারিখে মিয়ানমারের রাষ্ট্রপ্রধান জেনারেল থান সুই রাজধানী রেঙ্গুনে কূটনীতিকদের ডেকে বলেন যে তারা বাংলাদেশের সাথে আর যুদ্ধ চায় না। আক্রমণ বন্ধের অনুরোধ জানিয়ে বাংলাদেশের কাছে মিয়ানমার একটি চিঠি পাঠায় যাতে লিখা ছিল, “আমরা চাই বাংলাদেশ ও আমরা কোনরূপ পূর্বশর্ত ছাড়া একসাথে আলোচনায় বসে বিবাদমান বিষয়গুলোর নিষ্পত্তি করি।”

অতঃপর মিয়ানমারের মংডুতে এ নিয়ে সচিব পর্যায়ে আলোচনা শুরু হল, (রাজনৈতিক ব্যাপার) যাতে বাংলাদেশের হয়ে নেতৃত্ব দিচ্ছিলেন স্বরাষ্ট্র সচিব জানিবুল হক। দ্বিপাক্ষিক আলোচনা চলাকালীন মিয়ানমার পক্ষ এতটাই বিমর্ষ/উত্তেজিত ছিল যে তারা টাইপ রাইটার পর্যন্ত সরবরাহ করেনি এবং চুক্তিটি শেষ পর্যন্ত হাতেই লিখতে হয়েছিল।

অবশেষে মায়ানমার নদী থেকে বাঁধ সরিয়ে নিতে বাধ্য হলো। ফলশ্রুতিতে আমরা টেকনাফকে বঙ্গোপসাগরে বিলীন হওয়া থেকে রক্ষা করতে পারলাম। তো এভাবেই বাংলাদেশের পক্ষ হতে কোন প্রাণহানি ছাড়াই আমরা মিয়ানমার বাহিনীকে পরাজিত করলাম। এটাই হচ্ছে নাফযুদ্ধের সত্যিকার কাহিনী।”

The deployment is a possible response to the border intrusions by Myanmar over the past few days

Various sources have reported that Bangladesh has deployed an air group and a navy group at Cox’s Bazar near the Myanmar border.

The deployment is a possible response to Myanmar armed forces crossing the border into Bangladesh on August 27, 28 and September 1. On Friday, the Ministry of Foreign Affairs issued a diplomatic note to the Myanmar embassy in Dhaka after helicopters crossed over into Bangladesh on three occasions throughout the day.

Sources claim the air group consists of four MiG-29s and possibly several F-7 jets. The navy group numbers seven to nine ships, including missile frigate BNS Bangabandhu – the most advanced ship in the Bangladesh Navy.

The Dhaka Tribune reached out to the Inter Services Public Relations Directorate on Sunday to inquire about the matter.

ISPR Chief Lt Col Rashedul Hasan denied any such military move. He claimed he did not know anything about navy ships being deployed, but confirmed a flight group near Cox’s Bazar.

He said the flight group was on a routine air defence alert which the air force performs on every national holiday.

Another ISPR official, refusing to be named, confided that the air force and navy had been deployed in response to the border intrusions by Myanmar helicopters.

The official said the move is in no way provocative, but to establish alertness at the border to prevent the recent intrusions from recurring.

Myanmar armed forces have been involved in a fresh wave of conflict in the Rakhine state bordering Bangladesh. The conflict has seen hundreds die, even during attempts to flee to Bangladesh. Thousands have managed to escape to Bangladesh and are now living in destitute conditions as refugees while insurgent Rohingya forces have engaged Myanmar armed forces.

I was going to say i think BAF should shoot down a helicopter.

Then I hesitated on the thoughts that may cause further conflict.

I am not sure how Bangladesh would fare in such a situation.

Its time to build up the military more.
