Bangladesh Export Processing Zones Authority (BEPZA) has begun allotting plots at Mirsharai Economic Zone to investors by sending provisional allotment letters to 10 foreign and domestic companies on Sunday.

The Executive Chairman of BEPZA Major General Md Nazrul Islam handed over the allotment letters to the investors, according to a press statement on Sunday.

So far, 70 local and foreign companies have applied expressing their interest in investing in Mirsharai Economic Zone located at Bangabandhu Sheikh Mujib Shilpa Nagar, Mirsharai, Chattogram.

According to the press statement, among the 10 enterprises that received BEPZA's allotment letters, only one is Bangladesh-based, while the rest are foreign companies. Among these, two are based in the UK, two in South Korea, two in China, one in the US, one in Hong Kong, and one in Canada.

These companies have proposed to invest $334 million in the economic zone, where 51,300 Bangladeshi nationals is expected to be employed, the press statement noted.

"BEPZA put all of its 40 year-long experience in developing Mirsharai Economic Zone. BEPZA has left no stone unturned to secure your investment" said Nazrul Islam to the investors.

He said investment at Mirsharai increased 79% during January-April, 2021 compared to the same period of last year.

Besides, BEPZA has been contributing around 20% to the total national export. BEPZA officials are expecting this contribution to rise significantly after Mirsharai Economic Zone is added with its eight EPZs, the press statement noted.

Currently, BEPZA Economic Zone, established on 1150 acres of land, is undergoing massive construction as part of its 1st phase development work to construct a total of 539 industrial plots.

BEPZA expects, Mirsharai economic zone will be able to create employment opportunities for around 5 lakh Bangladeshis and attract investment of about $4.5 billion after implementation of the whole project.

If the BEPZA moto is to organize this huge investment by the private companies, I can only appreciate it. But, there was another news report that indirectly meant that BEPZA would ask the govt to invest $4. billion.

The Mirsharai zone is huge (total area 30,000 acres which is 12140 hectares). Phase 1 will be 550 acres.

BEPZA has been allotted 1100 or so acres of land to develop and to distribute in piecemeal fashion among smaller foreign investors. Larger local investors like Ananta Group, Basundhara, Walton, Akiz Group and larger foreign investors (mostly Chinese but some other ones too) have their own zones (about 500~1000 acres each).

Note that BEPZA and BEZA are not the same govt. companies.

BEZA develops Export zones with roads, electricity, gas and other utilities, making them ready for use.

BEPZA allots the developed plots within the zone and administers the zones after they have been developed.

The Master plan is provided below. This document is about two years old. A lot has happened since then.

Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN)

Mrisarai, Sitakundu and Sonagazi are the adjoining upazilas of Chittagong and Feni. Bangabandhu Sheikh Mujib Shilpa Nagar are being developed on a contiguous land of 30000 acres of these three Upazila, which is located on the mouth of Feni river, covering 25 KMs of coast lines of Sandeep channel of the Bay of Bengal. The site is free from any habitant and it’s a reclaimed land to be protected by a super dyke. Chittagong is a port city which covers 95% s export and import through largest Chittagong Sea Port.

Mirsarai Economic Zone (Phase-1)
Mirsarai Economic Zone (1st Phase) within Mirsarai Upazila of Chittagong District will be the first multi-sector EZ in the country encompassing an area of 550 acres. The selection of a developer for Mirsarai EZ (1st Phase) has already been completed. The Powerpac-East west –Gasmin JV has been selected as developer for this zone, and they are developing the site for investment.

Mirsarai Economic Zone (3rd Phase) is located besides the Mirsarai EZ 2A & Mirsarai 1st phase and total area is about 500 acres. BEZA has appointed contractor for developing this site.

Mirsarai Economic Zone (2nd Phase) is being developed besides the 1st Phase of the zone and total area is about 900 acres. BEZA has already appointed contractor to develop the land & to construct a super dyke. Development works are in progress. Plots in the zone have been allotted to Kiswan, Integra Apparels, Reza Fashion, Naf Apparels, Green health, Juhana Textile, Orchid Energy, Gas-1, Fawn International, Great wall Ceramics etc. A total of 2 lac employment will be genereated through this zone.

BEPZA Economic Zone- Mirsarai

BEPZA has been allotted 1150 acres of land in Mirsarai EZ. BEPZA has a wide range of experience in developing, maintaining industrial parks for last 37 years. They have a brand image among the foreign investors. Their proven expertise in setting up EPZs, operational experience and professional knowledge will accelerate the development of the BEPZA Economic Zone. BGMEA Garments Park
Bangladesh Economic Zones Authority has alloted 500 acres of land to Bangladesh Garment Manufacturers and Exporters Association for setting up a well-planned ready made garment factory park in the Mirsarai Economic Zone of Chattogram. BGMEA sought the land from BEZA for relocating the factories randomly established at different places in Dhaka. BGMEA will invest $2 billion for setting up RMG and garment accessories factories at this park to generate employment for 5 lakh people.
BGMEA Garments Park is located beside the Mirsarai EZ 2A and Mirsarai 1st Phase. The total area is about 500 acres. BEZA has appointed contractor for developing this site.
Bashundhara Industrial Economic Zone in Mirsarai
Bashundhara Industrial Park is going to be setup by the country’s leading industrial conglomerate Bashundhara Group. They have entered into an agreement with Bangladesh Economic Zones Authority (BEZA) for 500 acres of land in Mirsarai/Feni EZ. Under the land lease agreement, Bashundhara Group will invest US$ 500 million to set up Industries. The group will set up, among others, an ultra-modern pulp, paper and board mill where 10,000 jobs are expected to be created.
Ananta Group in Mirsarai
Ananta Group is going to set up 6 new factories in Mirsarai EZ for producing fabrics and yarn. As one of the leading apparel exporters, Ananta Group have signed a land lease agreement with BEZA for establishing six factories in Mirsarai Economic Zone (MEZ) on 7th November 2017. Ananta Group has got 250 acres land for 50 years. The company will invest about BDT 3500 Crore and expected to generate employment for 25000 people.
Kunming Iron & Steel Holding Company Limited
This state owned Chinese company is going to invest an outstanding amount of 2.13 billion in Bangladesh for establishing Iron and Steel Industries Park. Bangladesh Economic Zones Authority (BEZA) and Yunnan Yongle Overseas Investment Co Ltd signed a Memorandum of Understanding (MoU) for establishing this Park in Bangladesh on 29 November.

for uninterrupted economic development.
  • To provide safety of human lives, Property from Cyclonic devastation and water congestion.
  • To increase sustainable socio-economic development by creating job opportunities, enhancing natural security against cyclonic tidal surge and wave and environmental balance. Location of the project:

BR Powergen 150 MW Power Plant will start its operation on December 2018 after that the plant will be upgraded to 500 MW by 2021. The main objectives of the power plant to ensure reliable and quality electricity to developer and unit investors
D) Project Name:Construction of Gas Pipeline for Mirsarai Economic Zone and KGDCL, Gas Distribution Network Up-gradation Project by KGDCL

Objectives and Targets of the project
  • To upgrade the KGDCL existing gas distribution network capacity from 350 MMSCFD to 500 MMSCFD to facilitate adequate gas supply to bulk and industrial customers of KGDCL.
  • To make arrangement for supplying 200 MMSCFD gas to the upcoming industrial customers in Mirsarai Economic Zone (MEZ), Chittagong from national gas network.
  • To construct dedicated pipelines to supply of gas from Anowara CGS to three bulk customers like KAFCO, CUFL & Sikalbaha Power Station (SPS), isolating them from existing ring main, to make necessary arrangements/modifications at Shahmirpur manifold station ofKGDCL to receive R-LNG from GTCL’s offtake to facilitate supply to the existing ring main.
E) Project Name: Access Road Project to Mirsarai Economic Zone by RHD
Project Length :

Objective
To provide cost effective, safe, less travel time and logical road network for all road users specially between Mirsorai Economic Zone and the capital Dhaka as well as the port city Chittagong through Dhaka-Chittagong National Highway. It is a specialized and dedicated roadway for carrying goods lo economic zone along with transferring finished products from this zone to home and abroad.
F) Project Name:Power Gird station and line construction by PGCB
To accelerate the economic development of the country through industrialization and creation of new employment, reliable and adequate power supply to the Economic Zone at Mirsarai is of utmost importance.
PGCB is constructing a new 230/33 kV GIS grid substation at Mirsarai Economic Zone. Initially this substation will be connected to 230 kV GIS grid substation at BSRM. The initial capacity of the substation is 2×120/180 MVA. A 17 km 400 kV double circuit transmission line is implementing to feed the substation.The substation is expected to commission in 2019. In future, Mirsarai 230/33 kV GIS grid substation will be upgraded to 400 kV voltage level and eventually will be connected to upcoming power hub at Karerhat 400/230/132 kV grid substation for a strong tie to the national Grid.
This 230/33 kV GIS grid substation will also help in evacuating the huge amount of power generated from upcoming power plants at Mirsarai that will be constructed in the adjacent areas in future.
G) Project Name:Installation of Telecommunications Network at Mirsharai Economic Zone in Chittagong by BTCL

Sheikh Hasina Sarobar: Honorable Prime Minister Sheikh Hasina has instructed to create water reservoir and rain-water harvesting infrastructure in each economic zone. In compliance with this instruction, BEZA has ensured maintenance of existing water body and create new water reservoir and lakes in Mirsarai EZ. Three lakes, each one having sizes of approximately 100 acres of land, are going to be developed in this zone and the first one is in implementation stage. The lakes have been named after Prime Minister Sheikh Hasina as Sheikh Hasina Sarobar and these lakes will promote tourist attractions assuring environmental protection of the whole zone.

  • To upgrade the KGDCL existing gas distribution network capacity from 350 MMSCFD to 500 MMSCFD to facilitate adequate gas supply to bulk and industrial customers of KGDCL.
  • To make arrangement for supplying 200 MMSCFD gas to the upcoming industrial customers in Mirsarai Economic Zone (MEZ), Chittagong from national gas network.
  • To construct dedicated pipelines to supply of gas from Anowara CGS to three bulk customers like KAFCO, CUFL & Sikalbaha Power Station (SPS), isolating them from existing ring main, to make necessary arrangements/modifications at Shahmirpur manifold station ofKGDCL to receive R-LNG from GTCL’s offtake to facilitate supply to the existing ring main.

Objective
To provide cost effective, safe, less travel time and logical road network for all road users specially between Mirsorai Economic Zone and the capital Dhaka as well as the port city Chittagong through Dhaka-Chittagong National Highway. It is a specialized and dedicated roadway for carrying goods lo economic zone along with transferring finished products from this zone to home and abroad.
F) Project Name:Power Gird station and line construction by PGCB
To accelerate the economic development of the country through industrialization and creation of new employment, reliable and adequate power supply to the Economic Zone at Mirsarai is of utmost importance.
PGCB is constructing a new 230/33 kV GIS grid substation at Mirsarai Economic Zone. Initially this substation will be connected to 230 kV GIS grid substation at BSRM. The initial capacity of the substation is 2×120/180 MVA. A 17 km 400 kV double circuit transmission line is implementing to feed the substation.The substation is expected to commission in 2019. In future, Mirsarai 230/33 kV GIS grid substation will be upgraded to 400 kV voltage level and eventually will be connected to upcoming power hub at Karerhat 400/230/132 kV grid substation for a strong tie to the national Grid.
This 230/33 kV GIS grid substation will also help in evacuating the huge amount of power generated from upcoming power plants at Mirsarai that will be constructed in the adjacent areas in future.
G) Project Name:Installation of Telecommunications Network at Mirsharai Economic Zone in Chittagong by BTCL

Sheikh Hasina Sarobar: Honorable Prime Minister Sheikh Hasina has instructed to create water reservoir and rain-water harvesting infrastructure in each economic zone. In compliance with this instruction, BEZA has ensured maintenance of existing water body and create new water reservoir and lakes in Mirsarai EZ. Three lakes, each one having sizes of approximately 100 acres of land, are going to be developed in this zone and the first one is in implementation stage. The lakes have been named after Prime Minister Sheikh Hasina as Sheikh Hasina Sarobar and these lakes will promote tourist attractions assuring environmental protection of the whole zone.
Thanks for the long and elaborate input that I will read in the evening. I just want private industries to flourish because industries built by the govt are not to produce goods but are to produce nepotism and inefficiency.

I wish someday many of our govt industries/operations are sold out through the Stock Exchange to private ownership. One is the railway.
