THE speaker of the Balochistan Assembly has strongly objected to the sale of thousands of acres of coastal land in his native Lasbela district to some unnamed Arab princes for hunting. Balochistan Chief Minister Aslam Raisani has refused to sign the summary forwarded to him ostensibly under directives from the PM House.
This is embarrassing for the prime minister’s office because, as it turns out, the Balochistan government was not privy to the intended sale, and as such the deal appears to lack transparency. It also does not sit well with the strong exception taken by Mr Raisani to the Musharraf regime’s handing over of Gwadar seaport operations to the Singapore Port Authority; Balochistan wants the contract scrapped, and the port handed over to the province. Just what was the prime minister thinking?
There is nothing wrong with giving land on lease to big foreign companies for industrial development or even large housing projects. However, all global norms stipulate that such deals show a fair degree of transparency. How could the federal government, or even a provincial government for that matter, agree to any land transaction deal without taking local communities and other relevant stakeholders on board? In this particular case it is obvious that the people to whom the land belongs have been bypassed.
It is far from clear if there is a plan to resettle the affected owners or to give them monetary compensation for vacating their ancestral land — this happened in Gwadar as the seaport was being built and is still resented. In this sense the deal in question is as bad as it appears, and the way it was being carried out negates the principle of the provinces exercising control over their assets. It must not go through unless all stakeholders are on board.
