Balochistan comes under sharp focus: President directs early completion of projects

A total of 133 projects costing Rs 305 billion are being executed in Balochistan. While briefing President Asif Ali Zaradri on Tuesday, Dr Nadeem Ul Haq, Deputy Chairman Planning Com-mission, and Shakil Durrani, Chairman Wapda, said that out of 1,180 ongoing projects being executed through PSDP of current year (2011-12) throughout the country, 133 projects costing Rs 305 billion were being executed in Balochistan alone.

According to them, a sum of Rs 126 billion has already been spent on these projects up to June, 2011 and an additional allocation of Rs 28 billion has been made during the current year for federal projects in Balochistan out of PSDP. The meeting was also informed about various schemes and projects being executed in Balochistan as part of Aghaz-e-Haqooq-e-Balochistan, including Dera Bugti development package, Quetta development package, Kohlu development package, Sui package and other development schemes.

Imtiaz Kazi, Secretary Water and Power and Shakil Durrani, Chairman Wapda while giving presentation on water sector projects said that at present 23 water sector projects, including small dams costing Rs over 111 billion were being financed. Over Rs 10 billion have been allocated during the current financial year for these projects, according to him.

The Chairman Wapda said that two water sector projects - Mirani Dam and Sabakzai Dam - had already been completed with a combined cost of nearly eight billion rupees. Mirani Dam has a water storage capacity of 0.152 MAF with irrigated area 33,200 acres while Sabakzai Dam has a storage capacity of 0.015 MAF with irrigated area of 6,875 acres.

The Chairman Wapda informed the meeting that almost 60 percent of the work had been completed on Kachhi Canal water project which would irrigate 102,000 acres of land in the first phase. It would increase to over 700,000 acres after the completion of the second phase.

According to him, RBOD-III, a drainage project - will be completed by June 2012 with an estimated cost of nearly 4.5 billion which will benefit an area of over 287,000 acres of area. The Chairman WAPDA also briefed the meeting on small and medium dams projects in Balochistan including Naulong Dam, Winder Dam, Hingol Dam, Pelar Dam, Garuk Dam and Hub Dam.

Chairman NHA Muhammad Ali Gardezi briefed the meeting on highways, airports and infrastructure development projects and said that Rs 8.5 billion had been allocated for the 17 road projects in the province. He said that Airport at Gwadar had been financed as a special case by the federal government through PSDP. An amount of Rs 1.5 billion has been paid for land acquisition and during the current year 2011-12, Rs 1.1 billion has been allocated for the construction of Gwadar Port, according to him.

The President said that the future of the country is heavily dependent on the success of Gwadar Port and urged for early completion of Gwadar airport and other roads and infrastructure projects linking the Gwadar Port with other parts of the country. The President during the meeting stressed for early establishment of the colleges announced at Khuzdar and Loralai besides providing funding for Turbat and Loralai universities. He said the government, despite a difficult economic situation, would take all possible steps to make funds available for the various mega development projects being undertaken under the Aghaz-e-Haqooq-e-Balochistan.

He also directed that the Kachhi water project should be completed on a priority basis. The President called for expediting the work on mega developmental projects in Balochistan with a view to providing job opportunities to the people and bringing the province at par with the rest of the country. "The province's speedy development is the top priority of the government," the President said while chairing a high-level meeting to review progress on mega development projects. He called upon the state functionaries to step up their efforts as the government could brook no further delay.

Briefing the media persons on Tuesday, spokesperson to the President Farhatullah Babar said that four separate presentations were given - one each by Dr Nadeem Ul Haq, Deputy Chairman Planning Commission; Mir Ahmad Baksh Lehri, Chief Secretary Balochistan; Muhammad Ali Gardezi, Chairman NHA; and Shakil Durrani, Chairman Wapda.

Kayani inaugurates mineral development project in Zhob

Chief of Army Staff, General Ashfaq Parvez Kayani inaugurated Musakhel Minerals Development Project in Zhob district of Balochistan province on Friday. Addressing on the occasion, he said that peace and unity were the key elements to take benefits of natural resources and added, the Musakhel Minerals Development project was a gift for the people of Balochistan on Independence Day.

He said that the project was completed in five months during which the geological survey of this area rather phase of lease agreement and mining were completed. General Kayani said all the tribes of Musakhel not only took keen interest in the project but also extended complete co-operation to FC and resolve their all difference through negotiations.

Congratulating the people, he informed that according to initial estimates, there were two to five million tons of coal deposits besides marble and gypsum which could create employment opportunities for the local for next 12 to 15 years. The Army Chief said that initial survey for exploration of gas has been completed in Musakhel in the last month, adding, these natural resources would open doors for employment for thousands of people.

The large portion of the income to be generated through this project would be spent for welfare of people and foundation laying of a high school in Musakhel was its evidence. He said this project would open avenues for the development of Musakhel district as well as the adjoining areas.

General Kayani said that Musakhel project was continuity of the efforts which Pakistan Army and the Frontier Corps (FC) were carrying out for the people of Balochistan in education, health and employment. He referred to Sui Education City where Military College Sui has started its educational activities from April this year, Balochistan Institute of Technical Education where 4,480 students have completed their education, Gawadar Institute of Technical Education, Chamalong Education Programme and Garrison Sports Complex ad Medical College in Quetta.

The Army Chief said that 6,000 soldiers would be recruited in the Army from Balochistan province this year adding, this number would reach 12,000 in two years. He said that development and progress of people could guarantee defence of the country and said Pak Army and FC would continue to assist people in development projects in Balochistan. He also felicitated people of Loralai district and Tehsil Dukki who alongwith FC carried out an agreement of coal project which doubled the production of coal and helped maintain peace in the areas.

Increasing capacity: PARCO set to approve investment in $6b refinery

ISLAMABAD: The board of directors of the Pak Arab Refinery Company Ltd (Parco) is expected to approve the firm’s participation in setting up the $6 billion Khalifa Coastal Refinery at their meeting on September 9 (Friday).


Sources told The Express Tribune that Parco’s board of directors is expected to finalise a ‘participation agreement’ for the formation of a joint venture company that will invest in the Khalifa Refinery, to be set up in Balochistan. The government has already allocated 1,000 acres of land for the project.

The project would create Pakistan’s largest oil refinery, with a capacity of refining up to 250,000 barrels of crude oil per day. Parco also owns what is currently the largest refinery in the country, with a capacity of processing 100,000 barrels of crude oil per day.

Parco is expected to have about a 26% share in the company, with the remaining 74% of the investment coming from Abu Dhabi’s state-owned International Petroleum Investment Company (IPIC).

IPIC is indirectly one of the parent companies of Parco, which is 60% owned by the government of Pakistan and 40% owned by the Abu Dhabi Petroleum Investment Company, a subsidiary of IPIC.

The project had been put on hold in January 2009 due to the global recession that caused oil prices to plummet from above $140 per barrel to just over $33 per barrel in a matter of less than six months.

While oil prices have since recovered, the management of the company has had issues with the government’s energy policy, particularly the inter-corporate circular debt which has caused massive liabilities to pile up at most refineries owing to the government’s inability to pay the subsidies it promised to the energy companies.

“IPIC management has been concerned over the receivables owed to it by the state-run oil marketing company Pakistan State Oil (PSO),” said one source familiar with the matter.

The government has been trying to find a long term solution to the circular debt problem, and even made a Rs30 billion payment to Parco in May, added the source.

Yet another reason cited for the delays in investing in the Khalifa Refinery was IPIC’s commitments to build another two large refineries, one of which is to be located in Turkey.

Parco’s board of directors have already approved $500 million (Rs43 billion) in initial funding for the Khalifa Refinery project. About $13 million has already been released to begin the groundwork for the project.

“As IPIC management has assured us that they will resume work on the Khalifa Refinery project, we are hopeful of finalising the participation agreement at the coming meeting of the Parco board of directors,” said a source at the petroleum ministry.

After the signing of the agreement, the contract for the engineering, procurement and construction of the project will be awarded.

Once in production, the refinery will be able to produce about 13 million tons of petroleum products per annum.

About 80 pc Aghaz-e-Haqooq-e-Balochistan Package implemented, Cabinet informed:

ISLAMABAD, Nov 2 (APP):The Federal Cabinet was informed on Wednesday that 80 per cent implementation of Aghaz-e-Haqooq-e-Balochistan was done so far and efforts were being made to ensure its full implementation. Briefing the mediapersons after the Federal Cabinet meeting held under the chairmanship of Prime Minister Syed Yusuf Raza Gilani, Minister for Information and Broadcasting Dr. Firdous Ashiq Awan said that the Establishment Division presented the progress report on the implementation of Aghaz-e-Haqooq-e-Balochistan before the Cabinet and it was informed about the hurdles in the implementation of the Package.

“It was unfortunate that despite being the largest province of the country area wise, Balochistan people were neglected in past which resulted in sense of deprivation among them”, the Minister said.

She said that the present government since coming to power, paid full attention towards the problems of the Balochistan people and introduced various reforms in this regard.

Dr Firdous told the media that under the constitutional reforms the PPP government reactivated the forum of Council of Common Interests (CCI) and in one year seven meetings of the Council have been arranged as compared to a total of 11 meetings since its formation.

The Minister said that this showed how much importance the present government attached to taking all the four federating units on board about the decisions related to provinces.

She said that as part of political measures, the government has released 665 prisoners which is 98 per cent prisoners in the province while the cases of remaining two per cent prisoners are in the courts. Similarly 172 cases against political prisoners were withdrawn, she added.

She said that under the package, political dialogue has been launched with the Baloch leaders and steps have been taken to implement 27 Balochistan Assembly resolutions and significant progress has been made on implementation of 20 resolutions so far.

On the administrative front, she added, that the government has given the role of Frontier Constabulary under the Chief Minister and the powers under the Customs Act to Coastal Guards have been withdrawn. Moreover, the check posts of Coastal Guards beyond their territorial limits have been dismantled, she added.

For empowerment of Balochistan youth, Higher Education Commission has given 1200 scholarships to Baloch youth while 600 more scholarships would be given soon,she said.

No 1970-like insurgency in Balochistan: Raisani

QUETTA (APP) - Chief Minister Balochistan Nawab Aslam Raisani has said there was no insurgency in Balochistan like that of 1970, adding, that adequate security measures were being taken to normalise the law and order situation in the province.

According to a handout issued here on Thursday, he said this while talking to British Deputy High Commissioner Francis Campbell who alongwith UK Trade Director called on him here.

‘Law and order situation is not worsening in Balochistan which the media have been telecasting or printing at national and international level as the ground realties are different’, Raisani said. He urged the world community to recognise the role of Pakistan against war on terror as only Pakistan rendered big sacrifices in this war and suffered great losses.

Raisani linked the Balochistan situation with aftermath affects of Afghan-Soviet Union war in Afghanistan.

He said Sunni and Shiite sects had been residing together in Balochistan for last many centuries and they had no differences, adding, that but some elements were involved in hatching conspiracies to spread hatred amongst them.

Referring to Kharotabad incident, he regretted the incident in which five Chechen nationals including three women were killed and said that the provincial government had removed two police officials following recommendations of the Balochistan High Court Tribunal set up to conduct inquiry into the Kharotabad incident.

Campbell told the CM that UK had interest to invest in mining, trade and other sectors in Balochistan.

He said that UK Prime Minister David Cameron had underlined the need to boost trade volume between the two countries.

PM COMPLETING 3 BALOCHISTAN PROJECTS THIS YEAR ON FAST TRACK

ISLAMABAD: The Prime Minister of Pakistan, Raja Pervez Ashraf, has announced that the Federal Government will provided needed fund for early completion of vital economic projects of Balochistan on fast track.
Talking to the Chief Minister of Balochistan, Nawab Aslam Raisani, the Prime Minister said that the Federal Government will undertake substantial work on Kachhi Canal project and a sizable portion will be complete during the current fiscal year. Similarly, the Dadu-Khuzdar Power Transmission Lines and Kalat-Quetta-Chaman Highway will also be complete during the current fiscal year, the Prime Minister said.
The work on these projects had been inordinately delayed as the Federal Government denied funds for those vital economic schemes of Balochistan.

It may be mentioned that the Federal Government had constructed the Mirani Dam and the project was completed some six years ago. However, the Provincial Government had delayed the project—mainly land leveling and building water courses to bring the entire command area of 32,000 acres of land under cultivation. Now the Provincial Government had pledged to complete this delayed project in shortest possible time so that the growers should earn revenue by growing crops on highly fertile land.

Development of Balochistan top priority: Prime Minister
ISLAMABAD - Senator Saifullah Magsi and Ramesh Lal, MNA’s called on Prime Minister Raja Pervez Ashraf at his Chamber at Parliament House on Tuesday and apprised him on the ongoing development schemes in their respective constituencies.
