So Israel has many core technology which no one has ,whats the point ? Also ISrael has already Missile defense system quite effective

Poor comparison. South Korea hasn't developed their own radars like e.g. the Dutch and Australians. It buy AEGIS from the US and other systems from Thales (SMART-L, SMART-S Mk2, but not APAR)

Canberra-based CEA Technologies has been awarded a $430 million contract to equip the RAN's Anzac-class frigates with its active phased array CEA-FAR search and target tracking radar and CEA-MOUNT target illuminator under Ph.2b of the Anzac Anti-Ship Missile Defence (ASMD) upgrade. The Auspar radar is a high-powered version of the CEA-FAR phased array sensor

A more recent addition is the Jindalee Operational Radar Network developed by the Australian Department of Defence in 1998 and completed in 2000. It is operated by No. 1 Radar Surveillance Unit of the Royal Australian Air Force. Jindalee is a multistatic radar (multiple-receiver) system using OTH-B, allowing it to have both long range as well as anti-stealth capabilities. It has an official range of 3,000 kilometres (1,900 mi), but in 1997 the prototype was able to detect missile launches by China[14] over 5,500 kilometres (3,400 mi) away.
Jindalee uses 560 kW compared to the United States' OTH-B's 1 MW, yet offers far better range than the U.S. 1980s system, due to the considerably improved electronics and signal processing.

Australia studies CEAFAR2 high-power PAR concept

The Australian Department of Defence (DoD) is funding CEA Technologies to explore how further development of its indigenously developed phased-array radar (PAR) technology could meet the future needs of the Royal Australian Navy's (RAN's) surface combatant force.

This work, being advanced under the High Power Phased Array Radar concept demonstrator programme, is exploring how a high-power PAR exploiting gallium nitride (GaN) technology could contribute to the situational awareness and survivability of the RAN's current ANZAC-class frigates and projected Future Frigates.

The CEAFAR S-band radar and CEAMOUNT X-band multi-channel illuminator developed by CEA Technologies are currently being refitted to the eight ANZAC frigates under Project SEA 1448 Phase 2B.
