As Nasa prepares for an historic flyby of Pluto by the New Horizons space probe, mainland Chinese scientists are still struggling to get funding from Beijing for similar projects to tap into the unknown frontiers of space.

Some projects have been proposed for years and have attracted a considerable degree of international attention due to their smart design and ambitious goals, but so far only a handful have received a definite nod from the pragmatic space authorities.

The oldest infant project in cradle is HXMT, short for the Hard X-ray Modulation Telescope.

In early 1990s Chinese scientists developed a small ground base telescope that could pick up extremely faint cosmic rays from space, and they proposed the smart design to the government to build an ambitious space telescope that could rival the Hubble Space Telescope in terms of sensitivity and definition.

The HXMT probe was expected to be launched in 2010 but the project suffered severe delay mainly due to the lacking of government funding, according to mainland Chinese media reports. The research of the project was still going on but there was no time table for the launch date.

“Scientific projects often hit a cold stone wall in the reviewing process at the space authorities. The science is to explore the unknown, and to explore the unknown we want to use the newest technology and equipment. But to space authorities, safety and reliability is the priority. They would not allow design and hardware to be used extensively, if at all, in a space mission,” said a scientist involved in the making of China’s space project plans, who declined to be named due to the issue’s sensitivity.

But in recent years the Chinese government seemed to have realised its extreme caution and pragmatic approach would not help in the new space race with the United States and other nations.

Last year Chinese space authorities reached an agreement with the European Space Agency to join hands in developing projects that would rival those of Nasa.

Some scientific probes have entered the design phrase, and they included the DAMPE project, or Dark Matter Particle Explorer and SJ-10, a retrievable satellite which will conduct 19 life science and physical experiments in space.

Chinese scientists have proposed other space science projects and hope they will soon receive funding. They include a large solar telescope, a black-hole exploration probe and a project to detect planets suitable for life outside the solar system.

None of these projects yet has a definite launch date. Insiders said that those in charge of China's space programme still favour impressive, attention-grabbing projects such as the construction of a new space station or further moon landings, both of which have been approved by Beijing.

The only purely scientific project receiving exceptional government support was an experimental quantum communication satellite to be launched next year.

The satellite would establish the world’s first quantum link between Earth and space to achieve highly secure communication using quantum keychains.

Too conservative.
Lacking ambition.
Risk averse.

China will NEVER be a leader being scared to explore the unknown because it's too 'risky'.

If China continue to have such a negative mentality, I expect even India to surpass China.

The current government under Xi Jinping, Wang Qishan and Li Keqiang is much more audacious and daring than the last one under Hu Jintao and Wen jiabao.

As of now the space program is funded with a pittance in comparison to NASA. Once the new launch vehicles start operation next year as well as the Hainan Launch facility, the scope of operation can be increased. Then the government can start throwing some real money into space programs.

Another problem is that the space program is tied to the military thus the emphasis on applicable technologies for warfare. Quantum comm satellites have priority over flying by pluto.

that is one thing I find about Chinese people in general is that they are risk adverse . However they will throw money down the drain (casino gambling, horse racing, stock market, etc).

That is characteristic of aged cultures. Having the maritime expeditions in memory, China authority would rather fund gradual and more economically reliable missions, and hopefully some day such things make a profit and become self-sustainable.

Let the daring go kill themselves and pass on their knowledge. The glory to the first and the benefits to the better-prepared second.

Few expeditions end up well and US has not run out of their steam, just yet. But they will eventually.


Still, the Chinese team should cry very loud to the Gov so they get better funded :)

I've even seen some weapons projects where the PLA settles for less ambitious projects because its the 'safe' option.

The US developed the B-2 and F-22 when others won't even dream of doing such risky projects.

If China wants to be a technology leader, it must develop a risk taking culture and where failure is tolerated.

Becuase in the past due to a lack of money, failure of a project meant wasting resources and money. Now China is getting wealthier, I'm sure they will take more risk.

Comparing regular folks who can lose $10,000 on gambling is unfair to the government. Failed projects can mean billions.

Each local Chinese governments spends far more in excess to Chinese space program, and gets involved in all kinds of useless infrastructure projects.

China should prioritize the colonization of the moon rather than trying to reach pluto, Americans are dumb.

Be noted that all these program is paid by tax payer, most without revenue.
If you are a reasonable leader, you won`t put so much money on the space program, just for interesting.

The risk averse is definitely the most backward part of China's culture.

However, Mao used to challenge this traditional Chinese mentality by launching the Cultural Revolution.

Even so many pro-West liberals and brainwashed folks keep blaming Mao for 'ruining' the Chinese culture with the Cultural Revolution, but China's biggest leap of the technology achievement were made during that period.

1964: first atomic bomb being detonated
1967: first H-bomb being detonated
1970: first satellite being launched
1971: first nuclear sub being launched

Can you imagine that a backward country that just suffered the total destruction from the WWII managed to score those achievements in about two decades?

No matter how liberals keep cursing Mao, he was proven to be China's greatest leader in the history by the outcomes, not just bragging like those foul-mouthed liberals.
