这是一起走私贩毒的典型案例。今天是“6·26国际禁毒日”，昨天，浙江省高级人民法院召开毒品犯罪审判工作新闻发布会，副院长崔盛钢介绍浙江毒品犯罪案件审判中所反映出来的严峻形势，以及全省法院依法严厉打击毒品犯罪的工作情况。
谈恋爱出国游

2011年，22岁的姑娘谢某通过网上聊天认识了一个网名叫Kenny的外国籍黑人，随后与其同居。
认识没多久，黑人男友热情邀请姑娘去马来西亚吉隆坡见所谓的“哥哥”。
其实在那期间，黑人男友同时通过聊天软件聊天还向另一个中国姑娘卢某表示好感，而且迫切要求其办理护照去马来西亚，卢姑娘比较警觉。她还联系到谢某提醒她，Kenny会不会利用你进行毒品走私、贩卖活动哦。
但是，即便这个时候谢某已经发现Kenny实际上是非洲乌干达人，并非其自称的美国人，但为能出国玩乐，不顾他人一再劝告，答应Kenny的要求前往马来西亚。
回国时，Kenny“哥哥”交给她几罐所谓的广东特产“吉士粉”，乘飞机至杭州萧山机场，选择无申报通道通关。
结果，海关鉴定系海洛因，分别净重1061克、1062克，含量分别为27.3%、28.2%。
最后法院审理认为，谢某在他人指使下，逃避海关监管，替他人携带毒品入境，其行为已构成走私毒品罪。
毒品数量大，鉴于谢某系受人诱惑、利用犯罪，毒品全部被查获未流入社会以及毒品含量较低等具体情节，对其从轻判处有期徒刑十五年，剥夺政治权利五年，并处没收财产5万元。
法官说：这是一起典型的外国人利用中国女性走私毒品的案件。近年来，中国海关在各地机场、海关查获的非洲黑人男子利用中国年轻女性走私、贩运毒品的案件呈上升趋势。此类案件中，这些黑人男子所采用的手段大同小异，即先是利用聊天工具和中国年轻女性聊天，打着谈恋爱的幌子骗取信任后，主动出钱让中国女性出国“旅游”“见长辈”，再让她们返回时将夹带有毒品的物品带入境内；或者在境外将毒品邮寄进境，再安排中国女性代收邮包，转交给真正的毒贩。有些人尽管已经意识到所带回来的物品或者所代收的邮包存在问题，但仍然抱着侥幸心理，最终被查获归案。

在昨天的新闻发布会上，法官也提醒，爱喝茶的人要小心“阿拉伯茶”。近年来，新型毒品犯罪明显增多，“恰特草”又称“东非罂粟”，俗称阿拉伯茶、巧茶，含有兴奋物质卡西酮，对人体中枢神经具有刺激作用，并容易成瘾。以前，浙江毒品犯罪涉及的毒品种类主要是鸦片、海洛因等传统毒品。近年来，由于新型毒品的原料容易获得，制造工艺简单，利润丰厚，且社会公众对甲基苯丙胺（主要是冰毒、麻古）、摇头丸、氯胺酮（俗称K粉）等新型毒品的毒性认识不足，加之部分娱乐场所包庇、纵容甚至直接提供新型毒品，新型毒品犯罪案件明显增多。
还有由于吸毒在我国尚不构成犯罪，一些吸毒人员进而以为提供场所与他人一起吸毒也不构成犯罪。近年来，容留他人吸毒案件数量快速增长，从2010年的281件，逐年快速递增到2014年的1895件，特别是今年1至5月份共审结该类案件高达1985件。
这里的“场所”不仅包括自有住房、出租房、办公室等，还包括行为人在宾馆、酒店、浴场等公共场所开的房间，甚至在自己车内容留他人吸毒也可以构成。
还有一种，朋友一起玩，瘾君子现场向小鲜肉演示吸毒的“美好感觉”，这也有可能构罪，叫“教唆他人吸毒罪”。
2010年至2015年5月，全省法院一审审结毒品犯罪案件共30902件，占全部刑事案件7.4%；被告人37503人，占全部刑事案件被告人6.4%。从2007年的3855件5214人，到2010年的4626件6661人，到2014年的5548件7466人，案件数量递增并居高不下，毒情严重程度不容乐观。

Ok, this I bring again the history between Indonesia and China to bring some rationale on my above post

Actually during Soekarno leadership, Indonesia is so close with China and USSR because of Soekarno ideology (he wants to unite Islam, nationalism, and communism together). Soekarno become authoritarian since 1959-1966 and oppress his opponent harshly including the Islamist political power (Masyumi Party). Soeharto then sides with Islamist (HMI/ Muslim Student Organisation) and military, particularly Army (Kostrad Corps/ one of the biggest Army corps until Today and has the most modern weapons) to overthrow Soekarno.

Soeharto then make Golkar Party ( in which most of the middle and top leaders come from HMI members like Abdul Gaffur (former Golkar leader) and some from retired general) and become the most powerful party in Indonesia during Soeharto era ( 1966-1998 ). From here, he makes Indonesia become enemy of communism block (USSR and China), cut relation with China, but make friend with Taiwan. Even invading East Timor was part of cold war games.

Actually we just open the diplomatic relationship with China in 1990's. After reformation comes, we makes friend with every body and once again buy weapon from Russia and China while still maintaining good relationship with the West.
