One of the primary factors that stokes anti-Americanism among Pakistanis, is the empowering of India militarily. Though, US enjoys strategic partnership with India but Pakistan has also been a crucial cold war ally for decades and lately, Pakistan was declared as non-NATO ally of Washington as a reward for the services that Pakistan rendered in war against terrorism.US policy in recent times towards Pakistan and India has divergent policy objective. Washington is determined to stabilise Pakistan and eliminate terrorist networks in Pakistan and Afghanistan.
US policy towards Pakistan is seen through prism of suspicion. One group of scholars and media pundits claims that US wants to destabilise Pakistan while the other advocates that Pakistan does not pose significant threat to US as both have history of bonhomie and hiccups. According to the latter opinion, Pakistan would benefit more from cooperation with US rather rivalry. India too is certainly important for US because of China’s containment saga. Donald Rumsfeld described India as a potential hedge against China. Even if US empowers India to counter China in regional politics but Pakistan’ security is directly undermined. Washington’s unrelenting support for Delhi, worries Islamabad and that brings anti-Americanism to boil among Pakistani masses.
US policy makers are concerned about China’s military modernisation and are speculating China would translate its economic power into military might in future. China’s claim of Senkaku islands in East China sea worries US as Senkaku and Diaoyu Islands are strategically significant for military primacy in Asia-Pacific, therefore, US wants to raise India as counter-weight to China in the region. America’s commitment to deliver India top-of-the-line technology is aimed at modernising Indian defence industry.
But such tactics surely, worry Pakistan as well. No matter, military technology transfer to Delhi might be against China, but it tips balance of power in India’s favor. India-US have inked several defence agreements to boost strategic ties. Such military agreements perturb Pakistan as they excessively empower India and exacerbate arms race between nuclear rivals as both neighbors view each other’s military purchases with suspicion. Obama administration which has been struggling hard to improve US’ image globally, sought to assure Pakistan & China that Indo-US burgeoning defence cooperation is not against them.
Reality is poles apart from the statements of US administration. New Delhi also clamorously reacted US bid to deliver F-16 fighter jets to Pakistan.US secretary of State, John Kerry, has acknowledged Pakistan’s efforts in war against terrorists, also lauded success of Pakistani troops in operation Zarb-i-Azb. Therefore, despite pressures from congressmen and savvier Indian lobby US did not subdue to Indian demands of calling off F-16 sale to Pakistan. But later, Lockheed Martin Corp. announced to manufacture F-16 jets at India. That is ipso facto, a mega deal for India compared to eensy-weensy sale of eight F-16 fighter jets. Johnny Whitaker, director of international communications at Lockheed Martin Aeronautics, admitted that India would benefit from the knowledge of manufacturing F-16 and soon be able to kick-off manufacturing indigenously. That would dramatically be increasing Indian aerial combat power.
Indo-US nuclear deal has been the primary irritant, as being non-signatory to NPT India did not qualify to get this nuclear deal but Bush administration obtained exemption from Nuclear supplier Group (NSG) for India as a special case. Under the US laws and nonproliferation rules, US could not clinch deal with the non-NPT country. Obama expressed his satisfaction over India’s inclusion into NSG.US is yet to reap commercial benefits whereas other great players (Russia, France and Australia)have come up to trade with India in nuclear energy market. Before this deal, India was barred from getting any sensitive and sophisticated technology from US. Nuclear deal signed in July, 2015 is a landmark step in Indo-US ties. On the other hand Pakistan was denied the similar deal on the charges of being involved in proliferation done by AQ Khan Network. Because of the nuclear deal, India has elevated from energy deficient to energy redundant country and would also trading energy with other developing and developed countries in the world.
What best US can do for India is getting India a permanent membership in elite club (United Nations Security Council).US has reiterated support for Indian inclusion into powerhouse of the world.US is pressing other permanent members to reform UNSC and make slot for new potential entrants. India enjoys US support for getting permanent membership. Most likely China would block India from getting permanent membership in UNSC, but international politics is so tricky and uncertain that preferences of the nations change with time and space.
Scholars were sanguine of China’s opposition to India-US nuclear deal at Nuclear Suppliers Group. But India got it without any resistance from China, therefore, fears loom if same scenario goes with India’s permanent membership at UNSC then Pakistan would have to suffer huge losses at diplomatic front. This issue is still under debate at UNSC that the new entrants would have veto power or not. China’s reliance would dramatically increase on Pakistan once the China-Pakistan Economic Corridor is completed. Unite States has been helping Pakistan economically and even strategically over the years but in case of empowering India, US needs to take certain measures which would bolster Pakistan-US mutual trust.
Whatever military supplies US makes to India, should also be delivered to Pakistan as well to maintain balance of power in South Asia. Pakistan’s role as strategic partner in cold war, post cold war and post 9/11 should be acknowledged and US should put sincere efforts to bring peace in Afghanistan-Pakistan. Washington should come up with a declared strategy that no authoritarian regime in Pakistan would be backed whatever regional dynamics are. Pakistan is allegedly blamed in cross-border terrorism whereas recent capturing of RAW spy from Pakistan exposed Indian heinous designs to destabilise Pakistan. US remained mum over that issue.
Such duplicity enrages Pakistani masses therefore; an even treatment with India and Pakistan should be adopted. Pakistan is in the middle of the war in its thundering crackdown against terrorists, all possible support should be extended to Pakistan by providing military equipment and counter-terrorism training. Such cooperation is highly required to rejuvenate Pakistan-US strategic ties and dwindle down Anti-American feelings amongst Pakistanis.
