i remember Imran Khan has said that for consultancy the team head behind shukat khanam is helping kpk gov so that control can be given to the doctors/head of hospitals to run them in the best way possible "independently" without political influence

this also means that the head/supervisor doctor will be responsible for any good or bad situation happening in his/her hospital and also independence will make hospitals better

that is why ex shakuat khanam heads or team is there not to make money or influence but for consultancy and help.
