Its more complicated then that. There is no transmission lines for all that extra power and neither this govt have done much to reduce theft. Need to keep working on both areas and in few years capacity payments will be behind us. But circular debt will remain for many years.
1# we do have excess capacity ..we simply dont use it and pay hefty fees..most of the time when ask for it the IPP with his old desky plant cant produce it at said capacity but still charges at the said capacity as that is how the agreement was signed
2# we produce lower because we cant transmit that power. We teansmitted power at peak capacity
We also produced lower to areas we can transmit due to losses or theft
3#you were bankrupted in 2018..if this simple thing doesnt make sense then you should go back to school
The federal govt was having primary deficit..i.e deficit before it budget even begins(loans+defense was more then revenues)..doesnt that make sense????.. Read about it? So tell me are you asking us to print notes..? (State bank lending) or curtial imports(50% of your tax base)..would like to hear your solution
4# anything imported is expensive..solution isnt coal(at8 cents) but hydro thar coal solar(pump hydro) and nuclear(long term cost is reliable and cheap)
All of these are abundant but problem is take 5+ years to build a.k.a beyond election cycle

The Thing Is Capacity Payments Worth Over Rs 1000 Billion Rupees Could Easily Have Been Avoided If The Excess Demand Had Been Created How We Would Have Done That Simple We Had Industrial Estates Ready To Be Used.I Had Listed Them Above.We Could Have Started An Industrialization Process Thus Limiting The Impact of Capacity Payments WHile Creating Jobs and Increasing Exports At The Same Time.
And It's Not Just Power We Have Even Created The Required Port Capacity Not To Mention Motirways.The Point Is Infrastructure wise We Were Just As Eligible As Vietnam and Thailand Were And The Trade War Was The Opportunity of A Lifetime.
