I don't think just taxing the rich can be called socialism. For example, in Pakistan there still are feudal landlords who even have private jails. Taxing these rich feudals will not enable discouragement of these anti-human practises.

An actual socialist state is a welfare state where all have equal right to first class facilities in medical treatment, housing, education etc.
