Can any security institution develop a framework for people to use their broadband connection and a camera to upload recordings to a national server of a place where they want to keep a watch. for example a software on a laptop to upload low bandwidth recording to a national server ?

It isn't this difficult and a frame work can indeed be developed to link private CCTV with a national connected server. When there is a will there is a way!
