So they are still "angry" over what happened in WW2? They did not withdraw to "allow" the reunification of Germany. The people of Eastern Europe kicked them out by open revolt.

2. The people of Ukraine chose their government.
3. They can encourage whoever they like, just like Russia and China encourage whoever they like.

In general most people are stupid as individuals, but a great thing happens when you put a bumch of these stupid individuals in a room with a problem to solve, they generally come out with the best optimal solution for the given problem.
