All economic and vested interest groups can lobby there (i.e present the jobs deficit data etc) under that basic framework (which should be ramped up only AFTER there is an actual commensurate jobs policy that is not lopsided to college degrees and student debt generation)....than have 10+ major separate immigrant visa routes or whatever it is now.
