While I don’t doubt China effectively lockdown Hebei province and most of the rest of the country to contain the outbreak, it seems highly improbable that only 4636 deaths occurred in the whole of China. the economist has a article (may 30, 2021) this past week on excess deaths in Wuhan, New York, and London over the past year.

More important to most governments is not losing face or seeing a drop in the economy, especially in the face of a virus they have very little ability to control.

China and US are vying for top spot economically. So neither of them can afford a lockdown like Canada and Australia do.
