He was reacting to Yakub Memon's death, describing it has a 'legal murder' and that neither he, Dawood nor other fugitives will ever contemplate of returning to India.
Shakeel said that Dawood would have ended up with the same fate if he had returned to India in exchange of promises of leniency and that "it is now clear".

"What message has the Indian government sent across? You have punished an innocent man for his brother's act. The company condemns it. It's a legal murder.....Woh (consequences) to hoga hi," Shakeel reportedly told in a telephonic conversation to the Times of India suggesting consequences for the hanging.
Lamenting that India has betrayed the company's trust, Chhota Shakeel says that Tiger Memon was the real conspirator and that Yakub Memon was innocent. He even told TOI that "Yakub was accused of association with Dawood bhai. That's not true."
He even hit out at Ujjwal Nikkam for his purported statement that hanging Yakub was a message to terrorists.
Chhota Shakeel is also a prime suspect along with Yakub's brother Tiger Memon in the 1993 blasts case.
