Good question. First of all, the Afghan refugees include various ethnicities, Uzbeks, Tajiks, Hazars, and of course, Pashtoons. Secondly, while many have got the Pakistani ID cards (thanks to their drugs/arms smuggling money and lust of Pakistani corrupt officials), many more still don't have them rather a UN refugee card.

Even national ID can be figured out since modern NADRA system has a family tree which most fake IDs do not have.

How is the family tree data sanitized?
I guess when a user first time registers into NADRA they provide there parents details and most probably they will accept it, because of lack of residence evidence of people who are above 80-90yrs old. In that case wont the fraud registrant will be using similar tricks to build up family tree.

But they are already scattered. They don,t believe on family planning or condoms. Many of them already got citizenship. It is impossible task to throw them all.

Not really. All the parents carry an NIC which is linked when the child gets the id and this makes the tree. Thus it can be verified since it is almost impossible that he or she got NICs for all of them. Furthermore, not all Afghans need to go back only the ones making troubles like terrorism, drug-trafficking and smuggling.

As per NADRA

• No documents are demanded from illiterate applicant for age verification for first time.
• Residents of FATA/PATA will only be entertained at their native DAUs and their forms will be attested by concerned PA/APA.

Using both this clause its very easy to get the required cards.
