Very important step indeed.

The Afghan government on Sunday inaugurated the $1 billion Citizens Charter program in a bid to implement reconstruction and development projects across the country.

The program was inaugurated during a ceremony attended by high level government officials including President Mohammad Ashraf Ghani and Chief Executive Officer Abdullah Abdullah.

Calling the inauguration of the program one of the unity government’s commitments to the Afghan people, Abdullah said the program aims to bring State services to the most deprived parts and citizens of the country.

Abdullah further added that the launch of the program is a record for the government considering the preparations and launch of it within a period of 6 months, insisting that the cooperation of the local residents would be key for its implementation.

Finance Minister Eklil Hakimi said the inauguration of the program is one of the priorities of the government and around $130 million would be contributed by the government, $400 million from Afghanistan Reconstruction Trust Fund, and the United States Agency for International Development will contribute $100 million.

He said the Citizens Charter program will cover the whole communities and residents of the country including women, children, poor, disabled, widows, internally displaced people and the refugees.

According to Hakimi, the program aims to reduce poverty in the country and pave the way for the reach of State services to the citizens in its best form.

The officials are saying that the program will ascertain the gaps in National Solidarity program and will improve it under the new Citizens Charter program.
 
Any further details? Where is this finance coming from and how is going to sustain and multiply itself? Instead of spending this $1 billion on the population residing in far-flung corners of the country, why not develop a secure and sustainable industrial city where the population/diaspora can be relocated and provided with employment and basic facilities?

It is built on the successful rural rehabilitation program where by villagers and people in the rurarel area who benefit fro the project also provided security guarantees.

Sa you want a bridge in a remote village, fine the gov provides funding, the young kids in the village take part in the construction and also guarantee security.

Has worked in the past and will work in the future.

Why no police? Looks like all of Afghanistan is just like FATA with FCR laws. Pakistan learned hard way in FATA that average people can't guarantee security despite what they may claim.
 
Well its good , but i hope the funds are spent on people rather than accounts of politicians and used in proxy wars of other countries dictation

Does it add up? This ARTF, Is it funded by the Afghan government? Where's the rest of the money coming from?

Whose to say that those far-flung areas won't be retaken by the militants? Not trying to be a cynic but I'm proposing industrial districts secured by ANA/ANSF which would employ and rehabilitate the diaspora and the youth from Eastern tribal areas who would rather opt for the benefit to be reaped from a secure employment than for these cursed wars. These districts would also serve as a good environment for de-radicalisation.

Well we are talking about villages and projects that are the far flank of the country, i.e. villages in remote lcations bordering all our neighbours. Instead of putting police resources it is very cheap and wise to let local people invest in the projects, that way local young get work and also ensure security.

You realise that what you propose is FATA in all its glory? It doesn't work. You have to bring these people into the mainstream.

Frankly I am not very well educated on the subject of FATA and its modalities , so it would be wrong for me to comment and this projects fare with how Pakistan operates business in FATA.

Then you definitely need to look into it.

Basically FATA 2.0 but in all of Afghanistan. Afghanistan instead should get inspiration from KPK, Punjab, Sindh etc Soon FATA will merge with KPK because frankly speaking even though maintaining colonial FCR was demand of tribal people to join Pakistan but history have shown this has not done anything good for them in terms of development.

Glad Afghanistan is developing. I hope the scars of civil war may be healed and the Taliban and other elements against peace delivered a shameful and ignominious defeat. I wish you ad your country luck in dealing with nut cases who can't understand that the world has changed and women have to be educated and there needs to be education and health facilities.
 
And I thought this was to be paid to charter planes, buses, trucks etc to bring back refugees stuck in neighboring countries.
 
All the best for my Afghan brothers. Wish you all the best. I want to see my Neighbour a developed and stable country as I want to see my own country. I know a lot of politics is being played but still I have good feeling towards those who doesn't hate Pakistan and who want betterment of lower class citizens of both countries. Peace respect and care with best wishes for you guys. [emoji106]
