Cabinet okays draft deal of Rooppur nuclear plant

The Cabinet on Monday approved the draft of the inter-governmental state credit agreement to be signed between Bangladesh and Russia for constructing the Rooppur Nuclear Power Plant.


The approval came from the regular weekly meeting of the Cabinet held at Jatiya Sangsad Bhaban with Prime Minister Sheikh Hasina in the chair.

Briefing reporters after the meeting at the Secretariat, Cabinet Secretary Mohammad Shafiul Alam said the Russian government would provide $ 11.38 billion as credit out of the $12.65 billion nuke power plant, while the rest of the amount would come as grant and from Bangladesh government fund.

Responding to a question, he said the agreement is likely to be signed either in July or August this year.

The draft deal includes details on credit agreement, interest rate, and the project duration.

He said the Russian credit bears an interest rate of LIBOR-plus 1.75 per cent which would not exceed 4 per cent in interest rate. The credit will be repaid in 30 years with a 10-year grace period, while the loan repayment will start on March 15, 2027.

The credit repayment will be made twice a year on March 15 and on September 15 with two equal instalments with the implementation of the credit from 2017-2024.

The Cabinet Secretary said the government would have to provide at least 10 per cent of the overall contract value to the Russian contractor as advance for constructing the two nuclear plants.

Shafiul Alam said the Russian Bank for Development and Foreign Economic Affairs and Sonali Bank Limited would work as authorised bank for this credit.

He also informed that the minutes of discussion were also signed on May 19 this year during the meeting between Science and Technology Minister Yeafesh Osman and Russian Deputy Minister for Finance in Russia.

Earlier on December 25 last year, Bangladesh and Russia signed a $12.65 billion deal to commission two nuclear power plants, which will generate 2,400 megawatts of electricity.

Ministers and state ministers, and secretaries concerned were present, according to a news agency.

Along with the project I hope there's adequate transfer of technology to Bangladesh.

Construction of nuclear power plant is very costly. The Rooppur two power plants will cost 12.65 billion USD and produce 2,400 mw of electricity. The cost is 5.27 million USD per megawatt, which is at par with other nuke plants. In comparison, the cost of building other types of plants is about 1 million USD for each mw.

So, it is certainly very high, but it has a long term economic benefit because of lower fuel cost. For a coal-fired plant 78% of the cost is the fuel, for a gas-fired plant the figure is 89%, and for nuclear the uranium is about 14%. This low fuel cost will balance the high construction capital cost. Note also that a nuke plant has a longer life than other types.

For today`s BD, nuclear power is a luxury, no doubt. But, when we will look back after 10 years from now, we will see nuclear was a correct decision. It is because the BD economy will certainly become double of what it is today, say, to a 450 USD or more depending upon the rate of growth. The present GDP figure is about 220 billion USD.

That wasn't part of the deal.

After some initial years the plant will going to be operated solely by Bangladeshis and Russia is also providing scholarships to Bangladeshi students in nuclear engineering since the deal was signed, so there is obviously some technology transfer going on.

Research and development doesn't fall in line with tech transfers. Especially when the reactors are newly designed

A number of deals, framework agreements and MoUs have already been signed with Russia for peaceful use of nuclear power, technology transfer, creating human resources to run the plant, supply of required fuel and taking spent fuel back.

Tech transfer of that reactor? When they are doing 85% of finance! Wtf!?

I do not really understand what kind of ToT people are talking here. Have we ever built even a gas-fired power station, a coal-fired one, a small agriculture power tiller, or a 500 watt power generator on our soil by dirting our two hands? A Kindergarten student is not supposed to understand a M.A class subject.
