Oh OK. I have done a full sky diving course in Australia and as part of that we were taken to the area where dedicated people repack them. I guess procedures can vary between countries and civil vs military.
Not,every person is qualified to do so,RIGGER is only qualified to do so.

What I know is that Riggers are mainly also the instructors who are involved in the training. Also Riggers pack chutes for BACs (Basic Airborne Courses) but every skydiver of SSG/SSW packs his own chute as they are trained and qualified to do so. May be things have changed with passage of time.

RIGGER is a course of specific duration,all riggers are qualified to maintain,repair and pack there own and other people's chute.BAC insignia is awarded on completion of 25th successful free fall.All operatives holding Master Parabadge are capable of doing so and those who have carried out more then 100 successful free fall jumps are capable of doing so without any doubt.

He was the most experienced of the jumpers, was his 366th jump and he was the pathfinder. Near touch down he tried to avoid some electrical wires and got a gust of tail wind which smacked him into the side of a guard post. Unfortunate but unpredictable and unavoidable. His father was also a Shaheed, may his soul rest in peace.
