This US-Indian partnership comes in the backdrop of India's reported decision to purchase the Rafael-made Spike missiles. Will India produce both the Spike and the Javelin?

Lockheed Martin and Raytheon's Javelin Joint Venture (JJV) partnership has signed an agreement with Indian firm Tata Power's Strategic Engineering Division (SED) to explore potential co-development and production of the FGM-148E Javelin anti-armor weapon system.
Under the terms of a letter of intent (LoI) announced on 31 August, JJV and Tata Power SED will look to create a strategy to co-develop and produce the Javelin missile system and integrate platform mounts to meet Indian requirements, according to a report on janes.com.
The Javelin is traditionally used in man-portable applications but the scope of the LoI between JJV and Tata Power SED includes developing the missile system for ground combat vehicles, dismounted infantry, and rotorcraft applications.
It should be reminded that India has already decided to equip its army with Rafael's Spike missiles. What will be the implications of this new JV for the Indian-Israeli deal? Will India produce both the Spike and the Javelin? In terms of logistics and training, this decision is of great significance to the Indian army.
Another important aspect of the JJV is that the State Department must approve the transfer of the Javelin technology to India. In the past, the issue of the transfer of technology to a foreign country has thwarted a similar deal.
