A closer look on Performance Based Logistic

Last time we have talked about Principle of Military Logistic. Today, we are going a little deeper than the topic we have covered, today, we are going to have a in depth look of Military Logistics

Logistic, a field that made up the 5 core studies in war science, however, being one of the most important, logistic is also the most ignored field in all Military Studies. Mostly because they do not have the glamour of battlefield and it happened behind the scenes

That being said, a good logistic planning can not only bring your troop into maximum effectiness, but would also save you money and resource. It is estimated that the US government have saved 30 billions/year since the US military graduately implement Performance Based Logistic in 2009. 30 Billions is a lot of money, it's more or less a country whole defence budget for a year.

What is Performance Based Logistic (PBL)?

Performance-based logistics changes the metric by which the effectiveness of the logistics system is gauged in order to drive an alternative approach to managing the system. The traditional approach has been to measure outcomes in the logistics system by raw industrial output, including such things as the number of weapons and platforms repaired, the tons of matériel moved, the hours of services provided, and the number of replacement parts acquired. Performance-based logistics measures the outcomes in terms of how the system meets desired performance parameters. Specifically, these performance parameters include the efficient identification of warfighter needs, the delivery of the needed matériel to the warfighters, and the timely delivery of goods and services to the warfighters.

The old system, which we use the industrial output to measure the whole logistic network, would creat a plenty of waste factor, where the industrial output may not satisified the need for frontline warfighter, for example, the factory can pump out 4 spare tire per hour, that does not mean the man on the ground is going to need that much, or sometime it may not be enough.

With PBL, the relation is not established betwween the industrial output, but the relationship is now established to the front line needs. The relationship instead focus on the core input, the end result is a detail study on how an item needed repair and replenishment over the period of time, and then an agreement was made by the case manager to either using existing network with less expediture or increase functionality of an Existing Logistic pipeline with the same cost.

Priority Demands

As ground demand vary from item to item, it's always good to come up with a prioriy system, so that one know what to go first, Battlefield demand are classed as the following with decreasing priority.

Class I - Combat Essential (Fuel and Ammunition)

Soldier can fight on about 20 days without food, or 3 days without water, but without ammuniton, they won't last 5 minutes. They are, and have to be, always stocked and can always be accessed by frontline warfighter
AT ALL TIME.

Class II - Combat Necessity (Food, Water, Repair parts and Medical Supplies)

Moving away from combat essential, then you need to satisified the combat need, soldier have to be feed, heal, replaced, there goes food (Either individual packaging, or raw), repair parts and Medical supply is next on the list

Class III - Morale Boosting Item (Entertainment, Lodging, Building Material and Correspondence (Letter home))

A Happy soldier is an effective soldier, so the Military should look after the psycological need of a soldier. Home and lodging building material also belong to this category due to its sizes.

Class IV - Daily necessity (Toothpaste, Toothbrust, Toilet paper and etc)

They are what make your day, but not a must have. It will make your live easier, even on the harsh battlefield

Class V - Personal Luxury Item (Personal Item, Luxury and other item.)

Personal item and other item that not included in the above category.

Now to maintain maximum combat effectiveness, one need to stock their shop according to the category listed above, the priority is therefore established to deal with the metric of performance. The class above will dictate the frequency, way and type of transferral.

Performance Metrics

Performance metrics should be constructed to encourage performance improvement, effectiveness, efficiency, and appropriate levels of internal controls. They should incorporate "best practices" related to the performance being measured and cost/risk/benefit analysis, where appropriate.

The first step in developing performance metrics is to involve the people who are responsible for the work to be measured because they are the most knowledgeable about the work. Once these people are identified and involved, it is necessary to:

  • Identify critical work processes and customer requirements.
  • Identify critical results desired and align them to customer requirements.
  • Develop measurements for the critical work processes or critical results.
  • Establish performance goals, standards, or benchmarks.

The establishment of performance goals can best be specified when they are defined within three primary levels:

  • Objectives: Broad, general areas of review. These generally reflect the end goals based on the mission of a function.
  • Criteria: Specific areas of accomplishment that satisfy major divisions of responsibility within a function.
  • Measures: Metrics designed to drive improvement and characterize progress made under each criteria. These are specific quantifiable goals based on individual expected work outputs.

Isn't food and subsistence items rated as class 1 ?, although your argument is valid that ammo should be first, however if soldier don't have energy, weapon is of no use.

The reason why food and water is not Class I is simply you can find food and water, which naturally existed in the world, but you cant find ammunition and fuel...

By the way the table is the 10 class of supply i talked about last time lol
 
Your late threads have been truly great.Thanks,ur on a roll.I'm not very regular atm till end of this month,but enjoying the snippets of info when i get time.
 
Tomorrow is my test of clinical genetics. Today a surprise test was taken in developmental genetics. God,we were hopeless. :D
Now tomorrow, we have to explain the research paper which she has taken from Til Aviv university which is related to cleavage process of developing embryo as well as possible test.Please pray for me!

Geez, a lot of test for you guys.....

We just sail through in the west, doing reports and internship while getting credit, then we graduate lol
