A big step in India's Rafale jet deal with France

The Indian government and French aerospace major Dassault have sealed a work share agreement in what is being described as a big step forward, almost two years after negotiations began in the deal for 126 Rafale fighter jets to be bought by India.

The government's Hindustan Aeronautics Limited or HAL will do 70 per cent of the work on the 108 planes that will be manufactured in India. Dassault would do the rest of the work, sources said.
The first 18 of the fighters will be fully manufactured in France and will be brought to India in "fly-away" condition.

India has apparently rejected Dassault's reservations about having HAL as the major player.

The final contract, though, is still far from being signed. For one, India's Ministry of Defence has no money in the current financial year that ends this month, for initial payment.

Also, general elections are due by May and the final contract will only be signed by the next government, if it chooses to go ahead on the same terms and conditions.

Dassault Aviation had won the contract to supply 126 Medium, multi-role combat aircraft or MMRCA in 2012. The massive contract is pegged at anywhere between 12 to 15 billion dollars.
Sources said the deal is complex and requires both sides to be in sync on commercial factors, logistics and HAL's ability to assemble the Rafale.

For instance, the radar on the Rafale jet is to be manufactured by Bharat-Electronics Ltd (BEL) in Bangalore. The Radome (the protruding snub nose on the aircraft) would, however, be manufactured by HAL at its Hyderabad facility. Dassault wanted clarity on how the two units would coordinate their activities.
Now, HAL has apparently agreed to set up a new facility close to the one that BEL has in Bangalore.
The French and Indian governments are also working on an agreement for a sovereign guarantee that Dassault will supply, service and maintain the Rafales over the next 40 years.

This is an important provision in the Indian defence procurement procedure, designed to ensure that manufacturers don't renege on their commitment.

Only if there is partiality in MMrca tender procedure while selecting Rafale But this ain,t going too happen because Iaf is too committed this deal and they are the one who selected Rafale in first place the present hindrance is budget constrains well it will solve in next accounting years which starting from End of this month :-):-):-):-)

Why would they? In the wake of the Kilo disaster sand their attacks on Antony for being slow and incompetent in signing deals, now more then ever they'll want to show they can be quick and efficient in the defence arena and the Rafale deal will grab headlines. Especially considering the Rafale is set to replace most of the MIG-21s in service- they can claim they are responsible for getting the "flying coffins" out of service and thus care about the servicemen. If they cancel the deal there will be a huge $hitstorm and they will e guilty of the very things they are attacking the current GoI/Def Min for.

Highly unlikely, simply because we have invested way too much in this deal. The cost of testing every single aircraft over the course of years and then preparing a detailed result must have costed the IAF and the MoD millions. If they cancel it, then the money will go down the drain. There is also the point of replacing the aging IAF fleet of Mig-21, and considering the current disasters in the navy due their aging Subs. I highly doubt the upcoming government will take the risk of pissing off the IAF and possibly the French government who also have a lot invested in this deal.

It will be interesting to see which key components won't undergo ToT, 5 bucks say's most of it is the M88, and RBE22 key components....

btw, the Dear Defence minister should have tendered his resignation, along with the admiral.

lol if the next government would have been in the place of UPA , then as of today IAF pilots will be flying the Rafales .
Jokes apart........today was a huge step in the deal and I see no more hindrances now . .

AFAIk he's not seen a single position of his out to its full term in his entire career-until now. He's trying to maintain his image but it really is in tatters, the fastest action he's taken during his entire tenure was accepting that honourable man's resignation. He has contributed to the entire slowing down process of defence procurement in the Indian Mil and has to hold himself accountable as the Def Min, as the HEAD OF THE DAC.

I wish there was a military covenant in India, if there was the fact that these battery issues were brought to light in 2010 and the MoD sat on their backsides all this time along with the issues with the Mig-21s (codenamed "flying coffins) means the MoD and Def Min themselves would be liable for prosecution.

Ordering probe after probe after entrants who have lost make an entirely unfounded complaint has opened the door to inaction and all because "mr Clean" wants to protect his image.

There's nothing righteous about this man, he is a selfish as they get, he is the very worst type of person.
