We don't have that in Islam. Saudis don't owe rest of the world's Muslims citizenship, neither do rest of the world's Muslims owe Saudis citizenship. No one owns Islam. If they converted to Christianity today we would still be Muslims. We didn't have people to people contact with Arabs for centuries, we didn't need them to be Muslim.
