GOLAN HEIGHTS - Hundreds of UN troops withdrew from the Syrian to the Israeli-occupied sector of the Golan on Monday, an AFP correspondent said, two weeks after Al-Qaeda-linked rebels kidnapped dozens of peacekeepers.

They crossed in a UN convoy in the afternoon into the Israeli-occupied sector, the correspondent said.

The peacekeepers in the Golan Heights withdrew to the Israeli side after Syrian fighters advanced near their positions, a UN spokesman said.

The armed groups posed "a direct threat to the safety and security" of the UN Disengagement Observer Force (UNDOF) troops, spokesman Stephane Dujarric said.

UNDOF monitors a 1974 ceasefire between Israel and Syria on the Golan Heights.

In late August, rebels on the Syrian side including Al-Qaeda affiliate Al-Nusra Front seized the Quneitra crossing and kidnapped more than 40 Fijian UNDOF troops, before they were released two weeks later.

They also clashed with 75 Filipino members of the force, who eventually fled a nearby outpost.

Dujarric said the situation on the Syrian side of the Golan "has deteriorated severely" and that "armed groups have made advances in the area of UNDOF positions".

Rebels including Al-Nusra have now taken control of most of the Syrian side of the plateau from forces loyal to President Bashar al-Assad, a Britain-based Syria monitoring group said on Saturday.

The fighting has driven thousands of Syrian families from their homes.

"Clashes between government forces and the armed opposition have intensified in recent days in Quneitra governorate -- in Quneitra city in particular, where access to clean water, food, and health care is limited," the International Committee of the Red Cross said in a statement.

The ICRC said it has provided emergency relief for more than 50,000 people, but warned the number of displaced people was "expected to grow".

Israel seized 1,200 square kilometres (460 square miles) of the Golan during the Six-Day War of 1967, then annexed it in 1981 in a move never recognised by the international community.

Some 510 square kilometres of the Golan remain on the Syrian side of the ceasefire line, with UNDOF overseeing a buffer zone stretching some 70 kilometres from Lebanon in the north to Jordan in the south.

UNDOF's mandate is renewed every six months, and currently runs until December 31.

Six countries contribute troops to the 1,200-strong UN force on the Golan: Fiji, India, Ireland, Nepal, the Netherlands and the Philippines.

India's Lieutenant General Singha says, 'The Filipino and Fijian peacekeepers bravely faced the situation, and exhibited raw courage, resilience and patience.'

UNITED NATIONS – Just a month after criticizing Filipino peacekeepers for a supposed “act of cowardice,” the commander of the United Nations peacekeeping mission in the Golan Heights now hails their “courage.”

Lieutenant General Iqbal Singh Singha of India changed his tune as he briefed the UN Security Council on the situation of peacekeepers in the Golan Heights.

Yet at the annual peacekeeping briefing at the UN Headquarters in New York, Singha did not address the controversy over whether or not he ordered Filipino peacekeepers to surrender their weapons to the Al-Qaeda-linked Al Nusra Front. The UN lists Al Nusra as a terrorist organization.

Instead, he lauded the Filipinos caught in a firefight with Syrian rebels, and the 45 Fijian peacekeepers the armed groups abducted for two weeks in late August.

“The Filipino and Fijian peacekeepers bravely faced the situation, and exhibited raw courage, resilience and patience,” Singha said on Thursday, October 9.

He added that when 4 countries withdrew last year from the mission known as the UN Disengagement Observer Force (UNDOF), the Philippines was among those that stayed despite two incidents of kidnapping involving its troops.

“It was only the Philippines and India who stayed the course, their soldiers taking on significant extra responsibilities during this period,” Singha said.

The statement was a reversal from an interview Singha gave to India Today in September where he said Filipinos disregarded his orders of “putting down arms,” endangering the lives of the kidnapped Fijians. He called the Filipinos’ unauthorized escape “non-professional” and “an act of cowardice.”

Singha was then responding to criticism from Filipino military chief Gregorio Catapang Jr, who urged the UN to investigate the commander. The Manila-based Catapang approved the Filipinos’ so-called "greatest escape" and decision to defy Singha.

Filipino troops maintained that they acted in self-defense, and that surrendering their arms was no assurance they would not be kidnapped like the Fijians. The UN though has supported Singha’s position, denying that he ordered the troops to surrender weapons.

President Benigno Aquino III last week criticized the UN for the incident, and for giving an “impossible or unclear mission.” He said he is waiting for the results of an investigation, which will form the basis of his decision on whether or not to again send troops to the Golan.

The Philippines pulled out 344 troops a month early in September following the incident, and rebels’ siege of UNDOF positions in the Syrian side of the Golan Heights. It also called for a review of “operational and tactical issues” in peacekeeping “at the highest levels.”

Manila ranks 33rd among countries contributing military and police personnel to UN peacekeeping.

They are not cowards, they just use their brains. I guess the entire Indian army loves to make last stands though it makes me wonder why India still exist if they love making final stand considering they have bad blood with Pakistan and China.

Any soldier who uses his brain wouldn't be in fckng military!!! it is like firefighers not wanting to go inside a burning building to save trapped people when their boss asks them to... We not only make last stand but win wars... our armymen (well, atleast majority) are not afraid of death and run away in the middle of night disregarding orders... poems are not written on pinoys who ran away but on light brigade who charged knowing certain death....

But I guess there is no point of explaining, since it seems Indians prefer to surrender. No wonder why you will never win against Pakistan.

But no, pinoys wouldn't have any of it. They were crying and whining to get out of there. The broke every discipline and ran away in the dead of the night while rebels were sleeping (but rebels say they released them, which might be untrue). After that they foolishly accused C-in-C of giving order to surrender while the order was to hold fire. Can you count pinoy stupidity? Thank god we Indians have more disciplined army. If our soldiers were half cowards as pinoy, India would be no more...

But I guess Indian Army has no problem with losing more soldiers as your country has the second largest population, thus a large pool of conscripts and potential volunteers.

Oh sure India may have one the 1971 war while the 1999 war ended with a stalemate, but what happens if China sides with Pakistan in a future war and joins the conflict? Since you said your Indian armed forces are well disciplined and will fight to the death, I guess you can sleep at night while they get slaughtered by the thousands by the Pakistan-Chinese war machine.

I got nothing to do with filipinos, not even met one of them. But as my name says, I call a spade as spade. That is why i am calling them cowards. It is not an allegation. Our army plays by the rules, at least tries to. We are not there to unilaterally change the UN mission. Since it is voluntary, if we don't like the rules, we don't join the mission. But once we join, we play by the rules.
